বিনিয়োগের সম্ভাবনার মঞ্চ ও বাস্তবায়নের চ্যালেন্জ

দারিদ্র্য, রাজনৈতিক অস্থিরতা ও জলবায়ুগত ঝুঁকি মোকাবিলায় দীর্ঘদিন ধরে দৃঢ়তা প্রদর্শনকারী বাংলাদেশ গত কয়েক দশকে বিশ্ব গার্মেন্টস বাজারে এক বিস্ময়কর স্থান অর্জন করেছে। তবে গত সপ্তাহে ঢাকায় যখন বৈশ্বিক সিইও, ভেঞ্চার ক্যাপিটালিস্ট ও বাণিজ্যিক দূতেরা বাংলাদেশ বিনিয়োগ সম্মেলন ২০২৫-এ একত্রিত হলেন, তখন পরিবেশ ছিল কৃতজ্ঞতার পরিবর্তে উচ্চাকাঙ্ক্ষার। এমন উচ্চাকাঙ্ক্ষা, তা যেন ইঙ্গিত দিচ্ছিলো—একটি দেশ তাৎপর্যপূর্ণ পরিবর্তনের জন্য প্রস্তুতি নিচ্ছে।

বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা) আয়োজিত এই সম্মেলনটি একটি পরিপক্বতার মুহূর্ত হিসেবে উপস্থাপিত হয়েছে। বার্তাটি ছিল স্পষ্ট: বাংলাদেশ তার ‘বিশ্বের সেলাই কারখানা’ ইমেজ থেকে বেরিয়ে এসে ‘স্টার্টআপ ল্যাব’ হতে চায়। বিশ্ব বাণিজ্যের প্রান্ত থেকে বাংলাদেশকে কেন্দ্রের দিকে নিয়ে আসবে। এটি ছিল সম্ভাবনার এক মহা মঞ্চায়ন। কিন্তু প্রতিটি মঞ্চায়নের পর একটি সাধারণ প্রশ্ন থেকেই যায়: পর্দা নামার পর কী হবে?

বিডা’র চেয়ারম্যান আশিক চৌধুরী বলেছেন, এই সম্মেলন কেবল চকচকে প্রতিশ্রুতি বা ছবির ফ্রেমে আটকে পড়া নয়, বরং এটি ছিল একটি নতুন পরিচয়ের ভিত্তি স্থাপন। যেখানে বাংলাদেশকে প্রযুক্তি, লজিস্টিকস এবং গ্রিন এনার্জির উচ্চ প্রবৃদ্ধিসম্পন্ন গন্তব্য হিসেবে উপস্থাপন করা হয়েছে। চীনের দীর্ঘমেয়াদি অভিপ্রায় নিয়ে বৈশ্বিক সন্দেহ ও ভারতের আমলাতান্ত্রিক ক্লান্তির প্রেক্ষিতে বাংলাদেশের এই বার্তা কিছুটা হলেও বৈশ্বিক বিনিয়োগকারীদের জন্য বেশ স্বস্তির ছিলো।

দৃশ্যপট ছিল খুবই আকর্ষণীয়। ইন্ডিটেক্স (জারা’র মূল প্রতিষ্ঠান), স্যামসাং সি অ্যান্ড টি, টেলিনর এশিয়া-র নির্বাহীরা যুক্তরাজ্য ও ফিনল্যান্ডের নীতিনির্ধারকদের সঙ্গে কাঁধ মিলিয়েছেন। প্যানেল আলোচনায় ছিলো উদ্ভাবন ও রূপান্তরের ঝলক। ‘বাংলাদেশ স্টার্টআপ কানেক্ট ২০২৫’ প্রোগ্রামে ইনফিউশন পার্টনার্সের মতো নতুন ফান্ডগুলো তরুণ শক্তির প্রতিফলন ঘটিয়েছে। যা দেশের ডেমোগ্রাফিক সুবিধাকে স্মরণ করিয়ে দেয়, যেখানে ৭০% জনসংখ্যা ৩৫ বছরের নিচে। আরোও ছিলো রাজনৈতিক পরিপক্বতার এক বিরল দৃশ্য যেখানে বিএনপি, জামায়াতে ইসলামী ও এনসিপির মত রাজনৈতিক প্রতিদ্বন্দ্বীরা সকলেই এক মঞ্চে। এটা যদি ঢাকায় এক অলৌকিক ঘটনা না হয়, তাহলে আর কী?

তবু, প্রতিটি আশাবাদের গল্পে যেমন হয়, তার আসল বাস্তবতা লুকিয়ে থাকে গল্পের অভ্যন্তরেই।

উন্নয়নশীল দেশগুলোর এ ধরনের সম্মেলনে একটি নির্ধারিত ছক থাকে—বড় কথা, আরও বড় প্রত্যাশা, তারপর ধীরে ধীরে হতাশা। বাংলাদেশ এমন দৃশ্য আগেও দেখেছে: দুর্দান্ত কৌশল, কিন্তু মাঝারি বাস্তবায়ন। এই সম্মেলনের আশাবাদের মাঝেও দেশের কিছু 'আকিলিস হিল' উপেক্ষা করা যায়নি।

উদাহরণ হিসেবে অবকাঠামোর কথা উল্লেখ করা যেতে পারে।সম্মেলনে বক্তৃতাগুলো ছিল ডিজিটাল যুগের, কিন্তু বাস্তবে রাস্তা ও বন্দর দাঁড়িয়ে আছে শিল্পযুগে। রপ্তানির মূল চালিকা শক্তি চট্টগ্রাম বন্দর এখনো অপ্রতুল ও জটিলতায় ভরা। জ্বালানি ঘাটতি এখনো শিল্প অঞ্চলে উৎপাদনে বাধা—কারখানাগুলো প্রায়শই অর্ধেক সক্ষমতায় চলতে বাধ্য হয়। ২০২৬ সালের মধ্যে এলএনজি স্থিতিশীলতার আশ্বাস কূটনীতিকদের আশ্বস্ত করলেও, মনে রাখা প্রয়োজন, বিনিয়োগকারীরা বর্তমান বাস্তবতা নিয়ে কাজ করেন।

এরপর আসে আমলাতন্ত্র। সম্মেলনে আমলাগন ছিলেন হাস্যোজ্জ্বল, কিন্তু প্রকল্প অনুমোদনের সময় থাকেন মুখ গম্ভীর করে। বাংলাদেশ ‘ওয়ান স্টপ সার্ভিস’ চালু করেছে ঠিকই, কিন্তু ঢাকায় কারখানা খুলতে চাওয়া যেকোনো উদ্যোক্তার অভিজ্ঞতা বলে—সেবাটি এক স্টপেই শেষ হয় না। অনিশ্চিত নিয়ন্ত্রণ কাঠামো কেবল একটি পাদটীকা নয়—এটাই মূল গল্প।

সম্মেলনের আয়োজনে উল্লেখযোগ্যভাবে তুলে ধরা স্টার্টআপ ইকোসিস্টেমটি একযোগে সম্ভাবনা ও বিরোধাভাসের প্রতিফলন। বিকাশ ও 10 মিনিট স্কুলের মতো কোম্পানিগুলো দেখায় যে, উদ্ভাবন এখানে বিকশিত হতে পারে। কিন্তু এরা এখনো ব্যতিক্রম, নিয়ম নয়। যথার্থভাবেই অ্যাংকারলেস বাংলাদেশের রাহাত আহমেদ উল্লেখ করেছেন, অধিকাংশ স্থানীয় স্টার্টআপ এখনো টিকে আছে অনুদানের ওপর, টেকসই ভেঞ্চার ক্যাপিটালের ওপর নয়। অর্থাৎ, এখানকার স্টার্টআপ জগৎ এখনো ‘এক্সিট’ বা আইপিও সংস্কৃতি থেকে অনেক দূরে—যা একে পরিণত বাজার নয়, বরং এক প্রকার জুয়ার মঞ্চে পরিণত করেছে। 

সবকিছুর ওপর ছায়ার মতো রয়েছে রাজনীতি। বিনিয়োগকারীরা শুধু অর্থনীতিতে নয়, একটি সিস্টেমে বিনিয়োগ করে। নোবেলজয়ী মুহাম্মদ ইউনূস “সমতার ভিত্তিতে প্রতিযোগিতা”-র প্রতিশ্রুতি দিলেও, একটি সম্মেলন বহু বছরের অস্থিরতা ভুলিয়ে দিতে পারে না। ২০২৪ সালের অশান্তি, নির্বাচন-সংশ্লিষ্ট অনিশ্চয়তা ও হঠাৎ নীতিগত পরিবর্তনের স্মৃতি এখনো ঢাকার আকাশে ধোঁয়ার মতো রয়ে গেছে।

তবে পুরো উদ্যোগটিকে শুধুমাত্র প্রদর্শনী ভেবে উড়িয়ে দেওয়া ভুল হবে। বাহ্যিক চাকচিক্যের নিচে ছিল একটি প্রকৃত তাড়না—এক ধরনের উপলব্ধি যে, বাংলাদেশের সময় ফুরিয়ে আসছে। বৈশ্বিক বিনিয়োগ সম্প্রদায় চঞ্চলপ্রকৃতি; সুযোগেরও একটি আয়ুষ্কাল থাকে।

তবুও কিছু আশাজাগানিয়া দিক রয়েছে, যেগুলো বিবেচনা করার মতো। ভারতের ও চীনের মাঝখানে অবস্থিত বাংলাদেশের ভৌগোলিক অবস্থান এটিকে আসিয়ান+ অর্থনীতির সঙ্গে কৌশলগতভাবে সংযুক্ত করেছে। বাংলাদেশ অর্থনৈতিক অঞ্চল কর্তৃপক্ষ (বেজা) এখন আঞ্চলিক প্রতিদ্বন্দ্বী ভিয়েতনামের চেয়েও বেশি প্রতিযোগিতামূলক প্রণোদনা দিতে শুরু করেছে। ট্যাক্স ছুটি, মুনাফা পুনঃপ্রেরণ, এবং দীর্ঘমেয়াদি জমি ইজারা এখন আর শুধু নীতির বিষয় নয়—সক্ষম সরকারের হাতে এগুলো পরিণত হয়েছে বিনিয়োগ টানার চুম্বকে। 

সবচেয়ে আশাব্যঞ্জক বিষয় হলো—বাংলাদেশ টেকসই উন্নয়নের দিকটিতে এগিয়ে যাচ্ছে। ড ইউনূসের “উদ্দেশ্যযুক্ত ব্যবসা” কথাটি পশ্চিমাদের কানে অতিরঞ্জিত লাগতে পারে, কিন্তু জলবায়ু সংকট যেখানে বাস্তব, সেখানে এটি প্রাসঙ্গিক ও জরুরি। সবুজ জ্বালানি ও সামাজিক প্রভাবভিত্তিক বিনিয়োগ কেবল নৈতিক দায়িত্ব নয়—এগুলো এখন টিকে থাকার উপায়। এক্সিলারেট এনার্জি ও মারুবেনির মতো সংস্থাগুলোও এর গুরুত্ব বুঝতে শুরু করেছে।

চীন, চিরকালই সুযোগ সন্ধানী তাই এই ইঙ্গিত তারা ঠিকই লুফে নিয়েছে। বেল্ট অ্যান্ড রোড পরিকল্পনায় আগ্রহী ৬০ সদস্যের একটি প্রতিনিধি দল ঢাকায় এসেছে। বেইজিং বাংলাদেশকে একটি লজিস্টিক হাব এবং ফিনটেক পরীক্ষাগার হিসেবে দেখছে। কিন্তু প্রশ্ন হলো—ঢাকা কি চীনা আগ্রহকে কাজে লাগাতে পারবে, না কি চীনের শর্তে নির্ভরশীল হয়ে পড়বে?

তাহলে সামনে কী?

বাংলাদেশের বিনিয়োগ গল্পের ভবিষ্যৎ নির্ভর করছে ৭-১০ এপ্রিলের মাঝের ঘটনাগুলোর ওপর নয়, বরং ২০২৬ সালের আগ পর্যন্ত কী হয় তার ওপর। বিডা’র রিয়েল-টাইম ইনভেস্টমেন্ট ট্র্যাকিং ব্যবস্থা কি সত্যিই প্রতিশ্রুতির বাস্তবায়ন নিশ্চিত করতে পারবে? চট্টগ্রাম বন্দরের উন্নয়ন, কাস্টমস পদ্ধতির সরলীকরণ এবং আড়াইহাজারে জাপানি অর্থনৈতিক অঞ্চলের অগ্রগতি কি পাওয়ারপয়েন্ট থেকে বাস্তবে নামবে? অন্তর্বর্তী সরকার কি আবার দলীয় সংকীর্ণতায় ফিরে যাবে, নাকি সামষ্টিক স্থিতিশীলতা বজায় রাখবে?

যদি এসব প্রশ্নের উত্তর হয় ‘হ্যাঁ’, তাহলে বাংলাদেশ সত্যিই ব্রেটন উডস প্রতিষ্ঠানগুলোর গর্বের গল্পে পরিণত হতে পারে—যেখানে উচ্চাকাঙ্ক্ষা ও বাস্তবায়ন মিলেছে।

কিন্তু ইতিহাস যদি পথপ্রদর্শক হয়, তাহলে এই সম্মেলনও ঝুঁকির মধ্যে রয়েছে—যেমনটা অনেক উদীয়মান অর্থনীতির ক্ষেত্রে দেখা গেছে: আলোঝলমলে মঞ্চ, আকর্ষণীয় বক্তব্য, কিন্তু কোনো পরবর্তী অধ্যায় নেই। বাংলাদেশকে দীর্ঘদিন ধরেই অবমূল্যায়ন করা হয়েছে। হয়তো এই সম্মেলনের মাধ্যমে একটি নতুন অধ্যায়ের সূচনা ঘটেছে। কিন্তু ভালো শুরু হলেও তার জন্য প্রয়োজন আরও ভালো সমাপ্তি। বিশ্ব এখন বার্তাটি শুনেছে। এখন গুরুত্বপূর্ণ হলো সেই প্রতিশ্রুতির বাস্তব রূপ দেওয়া।

How Dhaka’s Pollution Threatens Bangladesh’s Future

There’s a slow violence unraveling in the capital of Bangladesh—not through war or terrorism, but through every breath its people take. Dhaka, one of the most densely populated cities on Earth, is gasping—literally—for air. The city’s skies, once merely hazy in winter, have become a year-round cloak of poison. The air here is not just unhealthy; it is a weapon of mass disablement. And unlike in cases of war, there are no victors, only collateral damage—millions of them.

Air pollution in Dhaka is not a statistical quirk. It is a full-blown emergency. According to IQAir’s global index, Dhaka consistently ranks among the top three most polluted cities on the planet. On average, concentrations of PM2.5—fine particulate matter linked to lung cancer, strokes, and heart disease—are 16 to 20 times above the World Health Organization’s (WHO) safe limit. These aren’t just particles in the air. They’re particles in your bloodstream, in your children’s lungs, in the final diagnosis of thousands.

The numbers alone are staggering; according to research by the Center for Research on Energy and Clean Air (CREA), approximately 102,456 premature deaths annually are attributed to air pollution in Bangladesh, the majority in its capital. The Centre for Atmospheric Pollution Studies projects that the average resident of Dhaka could lose nearly seven years of life due to long-term exposure. For a country that prides itself on developmental gains in health, education, and industry, this is nothing short of a national betrayal.

And let’s be blunt: this crisis isn’t happening in a vacuum. The culprits are visible, identifiable, and shamefully tolerated. Start with the vehicular mayhem. Dhaka’s roads are a chaotic symphony of aging diesel trucks, unregulated buses, and an army of two-stroke auto-rickshaws spewing acrid fumes. There’s virtually no emissions testing. Catalytic converters might as well be mythical devices in this city.

Then there are the brick kilns—some 7,000 of them operating in and around the capital—many using centuries-old technology that burns coal, wood, and even tires. These kilns alone contribute more than half of the city’s wintertime PM2.5 levels. Add to that the unchecked factories, construction dust, rampant open burning of garbage, and household biomass stoves, and what you have is an urban ecosystem built on the slow annihilation of its own inhabitants.

The problem doesn’t stop at the city limits. Dhaka sits downwind of India’s industrial corridor in West Bengal, where pollution has its own rich pedigree. This transboundary smog, much like its regional geopolitics, respects no borders. Yet regional cooperation on environmental health remains an afterthought in diplomatic agendas dominated by security and trade.

The human cost is devastating. So too is the economic toll. A World Bank report estimates that air pollution costs Bangladesh nearly $14 billion annually in lost productivity and healthcare expenses. That’s 6% of GDP—roughly equivalent to what the country earns from its entire export-oriented garment industry. When the lungs of laborers in factories and construction sites are compromised, so is the engine of the economy.

Consider the paradox; Bangladesh is striving to transition to middle-income status, to attract foreign investment, to boost tourism. And yet, its capital city is becoming an emblem of urban unlivability. Who would want to build a corporate headquarters, attend a conference, or film a travel documentary in a city where stepping outside is a health hazard?

One might expect that, faced with such existential threats, the government would respond with urgency. One would be wrong. Policies, where they exist, are often cosmetic. Yes, a few old vehicles have been phased out. Yes, there are seasonal crackdowns on brick kilns. But the enforcement is episodic, the penalties laughable, and the political will mostly absent.

This is a textbook case of what the American writer Upton Sinclair once observed: “It is difficult to get a man to understand something when his salary depends upon his not understanding it.” The owners of polluting industries are not nameless oligarchs—they are often politically connected businesspeople, MPs, or patrons of ruling parties. Meanwhile, the urban poor—those with the least capacity to adapt—are the most exposed and the least heard.

Solutions exist. They’re not novel. They’re not even prohibitively expensive. But they do require resolve. Start with a decisive plan to electrify public transportation. Dhaka’s bus fleets must be overhauled with electric and low-emission alternatives, ideally financed through green bonds or climate adaptation funds. Next, shutter and modernize every brick kiln within 50 kilometers of the city. Replace them with cleaner technologies like Hybrid Hoffman Kilns or move toward prefabricated materials altogether.

Enforce emissions standards with real-time monitoring and transparent public dashboards. Create an independent environmental regulatory body that can’t be muscled by ministers or businessmen. And implement congestion pricing to limit vehicular density—something even Jakarta and Nairobi are experimenting with.

Urban green spaces—parks, green belts, and vertical gardens—should be more than beautification projects. They’re carbon sinks, microclimate stabilizers, and public health interventions. Cities like Medellín in Colombia have pioneered “green corridors” with dramatic success. Dhaka can, too—if it chooses to.

Yet the most underutilized lever in this crisis remains public pressure. The middle class of Dhaka, which once marched for language and democracy, now tolerates environmental disaster with barely a murmur. Many still burn trash outside their homes, buy unregulated generators, or oppose minor taxes that could fund public transport.

This silence must end. Civil society organizations, universities, journalists, religious leaders—everyone must rally around a shared truth: clean air is not a luxury. It is a right. And the abdication of this right by both state and citizen is not mere negligence—it is complicity.

Bangladesh’s incumbent Chief Adviser often touts his environmental commitments in international forums, promising net-zero emissions and climate resilience. But those pledges ring hollow when the capital city is choking and little changes on the ground.

It’s worth recalling the words of Robert Swan: “The greatest threat to our planet is the belief that someone else will save it.” That belief, in Dhaka, is killing people.

The time for dithering is over. Dhaka does not need another feasibility study. It needs political courage, civic engagement, and international cooperation. Otherwise, the city will not be a case study in development. It will be a cautionary tale in collapse. Contain toxic Dhaka—or prepare to bury it, and ourselves, under the weight of our indifference.

বাংলাদেশের রাজধানীতে এক ধীরগতির ধ্বংস যজ্ঞ চলছে—না, তা কোনো যুদ্ধ কিংবা সন্ত্রাসের নয়, বরং প্রতিটি নিঃশ্বাসের মধ্যে লুকিয়ে থাকা এক নির্মম বিষের আঘাত। পৃথিবীর অন্যতম ঘনবসতিপূর্ণ শহর ঢাকা আজ সত্যিই বিশুদ্ধ বাতাসের জন্য হাঁসফাঁস করছে। একসময় শীতকালে শুধু ধোঁয়াশা দেখা যেত, আজ সেই ধোঁয়াশা সারাবছর বিষাক্ত আবরণে রূপ নিয়েছে। ঢাকার বাতাস কেবল অস্বাস্থ্যকর নয়, বরং তা একপ্রকার গণ-বিধ্বংসী অস্ত্রের রূপ ধারণ করেছে। যুদ্ধের যেমন বিজয়ী থাকে এখানে তা নেই —আছে শুধু লাখ লাখ ক্ষতিগ্রস্ত মানুষ।

ঢাকায় বায়ুদূষণ কোনো পরিসংখ্যানগত বিচ্যুতি নয় বরং এটি একটি পূর্ণমাত্রার জরুরি অবস্থা। আইকিউএয়ার(IQAir)-এর বৈশ্বিক সূচক অনুযায়ী, ঢাকা নিয়মিতভাবেই বিশ্বের সবচেয়ে দূষিত শহরগুলোর শীর্ষে থাকে। এখানে পিএম-২.৫ (একধরনের সূক্ষ্ম কণা যা ফুসফুস ক্যানসার, স্ট্রোক ও হৃদরোগের সঙ্গে সরাসরি সম্পর্কিত) এর মাত্রা বিশ্ব স্বাস্থ্য সংস্থার নিরাপদ সীমা থেকে  ১৬-২০ গুণ বেশি। এসব কণা কেবল বাতাসে ভেসে বেড়ায় না, তারা ঢুকে পড়ে আমাদের রক্তপ্রবাহে, আমাদের সন্তানের ফুসফুসে, এবং হাজারো মৃত্যুর চূড়ান্ত চিকিৎসা প্রতিবেদনে।

পরিসংখ্যানই যথেষ্ট আঁতকে ওঠার মতো। সেন্টার ফর রিসার্চ অন এনার্জি এন্ড ক্লিন এয়ার (CREA)-এর গবেষণা অনুযায়ী, বাংলাদেশে প্রতি বছর প্রায় ১,০২,৪৫৬ জন মানুষের অকালমৃত্যুর জন্য দায়ী বায়ুদূষণ—যার বেশিরভাগই ঘটে রাজধানী ঢাকায়। সেন্টার ফর এটমোস্ফরিক পলিউশন স্টাডিজ-এর গবেষণা অনুযায়ী, ঢাকার একজন সাধারণ বাসিন্দা দীর্ঘমেয়াদি দূষণের প্রভাবে প্রায় সাত বছর পর্যন্ত তার গড়আয়ু হারাচ্ছেন। স্বাস্থ্য, শিক্ষা ও শিল্পখাতে উন্নয়নকে নিয়ে যে দেশ গর্ব করে, এ বাস্তবতা সেখানে এক গভীর জাতীয় বিশ্বাসঘাতকতা ছাড়া কিছু নয়।

এবং সরাসরি বলি—এই সংকট আকাশ থেকে পড়েনি। দোষীরা দৃশ্যমান, চিহ্নিত, এবং লজ্জাজনকভাবে সহনীয় হয়ে উঠেছে। যানবাহনের নৈরাজ্য থেকেই শুরু করি। ঢাকার রাস্তাগুলো এক বিশৃঙ্খল নৈরাজ্যের মূর্ত প্রতিক—পুরনো ডিজেলচালিত ট্রাক, নিয়ন্ত্রণহীন বাস, আর দুই-স্ট্রোক অটোরিকশার বিশাল বাহিনী বিষাক্ত ধোঁয়া ছড়িয়ে চলেছে। ধোঁয়া নির্গমন পরীক্ষার কার্যত কোন ব্যবস্থা নেই। ক্যাটালিটিক কনভার্টার এখানে যেন কোনো পৌরাণিক যন্ত্র।

তারপর আছে ইটভাটা—রাজধানী ও আশেপাশে চলছে প্রায় সাত হাজার ইটভাটা, যেগুলোর বেশিরভাগই কয়লা, কাঠ এমনকি টায়ার পুড়িয়ে শতাব্দীপ্রাচীন পদ্ধতিতে চলছে। শুধুমাত্র এই ইটভাটাগুলো ঢাকার শীতকালীন পিএম২.৫ দূষণের অর্ধেকেরও বেশি যোগান দেয়। এর সঙ্গে যুক্ত করে কারখানার দূষণ, নির্মাণস্থলের ধুলাবালি, খোলা জায়গায় আবর্জনা পোড়ানো, এবং চুল্লির ধোঁয়া—একটি নগর ব্যবস্থা যেন নিজ বাসিন্দাদের ধ্বংস করে গড়ে উঠছে।

এই সমস্যা ঢাকার সীমার মধ্যে সীমাবদ্ধ নয়। পশ্চিমবঙ্গের শিল্পাঞ্চল থেকে আসা দূষণ বাংলাদেশের আকাশে এসে মেশে। এই আন্তঃসীমান্ত ধোঁয়াশা যেমন রাজনৈতিক সীমারেখা মানে না, তেমনি এ বিষয়ক আঞ্চলিক সহযোগিতা এখনও কূটনীতির মূল আলোচনার বাইরে। এই দূষণের মানবিক মূল্য অপরিসীম। একইসাথে অর্থনৈতিক ক্ষতিও বিপুল। বিশ্ব ব্যাংকের একটি রিপোর্ট অনুযায়ী, বায়ুদূষণের কারণে বাংলাদেশের বছরে প্রায় ১৪ বিলিয়ন ডলার ক্ষতি হয়, যা দেশের মোট জিডিপির ৬ শতাংশ—এই অঙ্ক দেশের পুরো গার্মেন্টস রপ্তানি আয়ের সমান।

এ যেন এক আত্মঘাতী স্বীদ্ধান্ত; বাংলাদেশ মধ্যম আয়ের দেশে পরিণত হওয়ার পথে, বিদেশি বিনিয়োগ আকর্ষণ করতে চায়, পর্যটন বাড়াতে চায়। অথচ তার রাজধানী শহর ঢাকা হয়ে উঠছে বসবাস অযোগ্যদের তালিকায় বিশ্বের প্রথম সারির একটি। এ শহরে কেউ কেন করপোরেট হেডকোয়ার্টার বানাবে, কনফারেন্স করতে আসবে, কিংবা ট্র্যাভেল ডকুমেন্টারি বানাতে চাইবে—যেখানে বাইরে বের হওয়াই স্বাস্থ্যের জন্য হুমকি?

এমন এক অস্তিত্ব সংকটের মুখে সরকার জরুরি ভিত্তিতে পদক্ষেপ নেবে—এটাই তো স্বাভাবিক প্রত্যাশা। কিন্তু বাস্তবতা ভিন্ন। কিছু পুরনো যানবাহন বাতিল হয়েছে, হ্যাঁ। কিছু মৌসুমি অভিযানও হয় ইটভাটার বিরুদ্ধে। কিন্তু এগুলো ছেঁড়া কাঁথায় পট্টি দেওয়ার মতো—অভিযান ক্ষণস্থায়ী, জরিমানা হাস্যকর, আর রাজনৈতিক সদিচ্ছা প্রায় অনুপস্থিত।

বাংলার চিরায়ত একটা উক্তি এ ক্ষেত্রে খুব প্রাসঙ্গিক: “কেউ যদি ঘুমিয়ে থাকে তাহলে তাকে জাগানো সহজ কিন্তু কেউ যদি জেগে থেকে ঘুমের ভান করে, তাকে জাগানো সহজ নয়।” যারা এই দূষণের জন্য দায়ী, তারা কোনো অজানা শিল্পপতি নয়—তারা প্রায়শই প্রভাবশালী ব্যবসায়ী, সংসদ সদস্য, বা ক্ষমতাসীন দলের পৃষ্ঠপোষক। বিপরীতে সবচেয়ে বেশি ক্ষতিগ্রস্ত শহরের সাধারণ মানুষগুলো—যাদের অভিযোজনের ক্ষমতা কম, কণ্ঠস্বরের তীক্ষতা আরও কম।

সমাধান আছে। একেবারে নতুন কিছু নয়। ব্যয়বহুলও নয়। কিন্তু এর জন্য প্রয়োজন দৃঢ় রাজনৈতিক সংকল্প।

শুরু হোক গণপরিবহনকে বৈদ্যুতিক করার মাধ্যমে। ঢাকার বাস ব্যবস্থা সম্পূর্ণরূপে বিদ্যুৎচালিত ও কম-দূষণকারীতে রূপান্তর করতে হবে—যা সবুজ বন্ড বা জলবায়ু অভিযোজন তহবিল থেকে অর্থায়ন করা যেতে পারে। এরপর ৫০ কিলোমিটারের মধ্যে সব ইটভাটা বন্ধ করে আধুনিক প্রযুক্তি যেমন হাইব্রিড হফম্যান ক্লিনে রূপান্তর করতে হবে, বা বিকল্প উপকরণে ঝুঁকতে হবে।

বায়ুদূষণের মান নিয়ন্ত্রণ করতে হবে রিয়েল-টাইম পর্যবেক্ষণ এবং জনসাধারণের জন্য উন্মুক্ত ড্যাশবোর্ডের মাধ্যমে। একটি স্বাধীন পরিবেশ নিয়ন্ত্রণ কর্তৃপক্ষ গঠন করতে হবে, যাকে মন্ত্রী কিংবা ব্যবসায়ীরা চাপ প্রয়োগ করতে পারবে না। এবং যানবাহনের ঘনত্ব নিয়ন্ত্রণে চালু করতে হবে কনজেশন প্রাইসিং—যেটি জাকার্তা ও নাইরোবিতেও পরীক্ষামূলকভাবে চালু হয়েছে।

শহরের সবুজ অঞ্চল—পার্ক, সবুজ বেষ্টনী এবং ভার্টিকেল বাগান—এইগুলোকে সৌন্দর্যবর্ধনের বাইরে ভাবতে হবে। এগুলো কার্বন শোষণ করে, ক্ষুদ্র আবহাওয়া নিয়ন্ত্রণ করে, এবং জনস্বাস্থ্যের জন্য সরাসরি উপকারী। কলম্বিয়ার মেডেলিন শহর “সবুজ করিডোর” ধারণায় আশ্চর্যজনক সাফল্য দেখিয়েছে। তাহলে ঢাকা কেন পারবে না —ইচ্ছা থাকলে উপায় অবশ্যই আছে।

তবে এই সংকটে সবচেয়ে কম ব্যবহৃত হাতিয়ার হলো জনগণের চাপ। ভাষার জন্য, গণতন্ত্রের জন্য একদা যে মধ্যবিত্ত শ্রেণি রাস্তায় নেমেছিল, আজ তারা পরিবেশ বিপর্যয়কে নিঃশব্দে মেনে নিচ্ছে। তারা নিজেরাই আবর্জনা পুড়িয়ে, অবৈধ জেনারেটর ব্যবহার করে, বা সামান্য কর দিতে অস্বীকৃতি জানিয়ে এই দুর্যোগকে আরো ত্বরান্বিত করছে।

এই নীরবতা ভাঙতেই হবে। নাগরিক সমাজ, বিশ্ববিদ্যালয়, সাংবাদিক, ধর্মীয় নেতৃবৃন্দ—সবারই একসাথে বলতে হবে: পরিষ্কার বাতাস কোনো বিলাসিতা নয়, এটি অধিকার। এই অধিকার ত্যাগ করা মানেই শুধু অবহেলা নয়—এটি অপরাধের অংশীদার হওয়া।

বাংলাদেশের অন্তঃবর্তিকালীন সরকার প্রধান, আন্তর্জাতিক ফোরামে জলবায়ু সংকল্পের কথা বারবার বলেন—নেট জিরো এমিশন, অভিযোজনযোগ্যতা ইত্যাদি। কিন্তু যখন দেশের রাজধানীই দম বন্ধ হয়ে মরছে, তখন মানুষের কাছে এসব প্রতিশ্রুতি শুধু কথার ফুলঝুরি হিসেবে মনে হয়। 

রবার্ট সোয়ানের কথাটি মনে রাখা দরকার: “আমাদের গ্রহের জন্য সবচেয়ে বড় হুমকি হলো এই বিশ্বাস যে অন্য কেউ এসে এটিকে রক্ষা করবে।” ঢাকায় এই বিশ্বাস মানুষকে হত্যা করছে। আর সময় নেই। আর দেরি নয়। ঢাকাকে আর একবার কোনো সম্ভাব্য সমীক্ষা দরকার নেই। দরকার রাজনৈতিক সাহস, নাগরিক জাগরণ এবং আন্তর্জাতিক সহযোগিতা। নইলে এই শহর উন্নয়নের রোল মডেল নয়, ধ্বংসের চরম সতর্কবার্তা হয়ে থাকবে। ঢাকাকে বিষমুক্ত করতেই হবে—না হলে নিজেদেরই কবর রচনা করতে হবে এই উদাসীনতার ধোঁয়ায়।

India’s Crucial Role in Revitalizing BIMSTEC

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) stands at a defining moment. Established in 1997, the regional organization—comprising Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand—has struggled to fulfill its potential. Despite its strategic position as a bridge between South and Southeast Asia, BIMSTEC remains underutilized due to weak institutional structures, inconsistent political commitment, and inadequate connectivity.

With the 2025 BIMSTEC Summit in Bangkok approaching, India, as the largest economy in the group, has a crucial opportunity to reinvigorate the organization. A strategic and proactive approach could prevent BIMSTEC from suffering the inefficiencies that have plagued the South Asian Association for Regional Cooperation (SAARC). The future of regional integration in South and Southeast Asia hinges on India’s leadership in institutional reform, economic integration, and security cooperation.

BIMSTEC: A Bridge Between South and Southeast Asia

BIMSTEC holds immense geopolitical and economic significance. With a combined population of over 1.7 billion and a GDP exceeding $4 trillion, the bloc offers substantial economic potential. The Bay of Bengal, a critical maritime link, makes BIMSTEC an ideal platform for regional trade, infrastructure development, and energy cooperation.

Trade and Investment: Unlocking Economic Growth

The economies within BIMSTEC are largely complementary, creating a strong foundation for intra-regional trade and cross-border investment. If properly integrated, BIMSTEC could emerge as a dynamic economic corridor, attracting foreign investors seeking access to both South and Southeast Asian markets.

Connectivity is the key to unlocking this potential. Infrastructure projects like the India-Myanmar-Thailand Trilateral Highway and the Kaladan Multimodal Transit Transport Project could transform BIMSTEC into a trade and logistics hub. Improved transport and digital networks would further enhance economic interdependence, making trade more seamless and efficient.

Energy Cooperation: A Path to Sustainable Development

The Bay of Bengal is rich in natural gas and renewable energy sources. A regional approach to energy security, particularly through power grid connectivity and joint renewable energy initiatives, could foster sustainable development. Strengthening energy cooperation would reduce dependency on external sources and enhance regional resilience.

Security Collaboration: Addressing Shared Threats

Security cooperation within BIMSTEC is becoming increasingly vital as the region faces common threats, including terrorism, drug trafficking, human trafficking, and cybercrime. A coordinated security framework could enhance intelligence-sharing, counterterrorism operations, and maritime security. Stronger security mechanisms would not only protect national interests but also reinforce economic stability.

Strengthening People-to-People Ties

Beyond economic and security considerations, fostering people-to-people connections is essential for regional solidarity. Initiatives such as tourism promotion, educational exchanges, and cultural collaborations can build trust and deepen integration among BIMSTEC nations. Strengthening these social and cultural bonds would complement economic and security efforts, ensuring a more holistic approach to regional cooperation.

Lessons from SAARC: Avoiding the Pitfalls of Regional Cooperation

SAARC, founded in 1985, has been plagued by mistrust, particularly between India and Pakistan. Political disagreements have hindered key initiatives, and the organization’s consensus-based decision-making model has made it ineffective in implementing policies.

One of SAARC’s most significant failures is its low intra-regional trade, which stands at just 5% of total trade, compared to nearly 25% in ASEAN. A lack of economic integration, weak infrastructure, and persistent political conflicts have stifled SAARC’s effectiveness.

Comparing BIMSTEC with EU, ASEAN, and SAARC

BIMSTEC lags behind the European Union (EU), ASEAN, and SAARC in institutional development. The EU is the most integrated, with strong legal frameworks, centralized decision-making, and enforceable policies. Institutions like the European Commission and the Court of Justice ensure policy implementation and dispute resolution—elements BIMSTEC lacks.

ASEAN, in contrast, follows a consensus-driven “ASEAN Way,” prioritizing non-interference and voluntary compliance. Though slower in decision-making, it has achieved deep economic integration through agreements like ASEAN Free Trade Area (AFTA) and the Regional Comprehensive Economic Partnership (RCEP).

SAARC, however, suffers from political tensions, particularly between India and Pakistan, leading to deadlocks and policy stagnation. Its unanimity-based decision-making weakens effectiveness.

BIMSTEC must adopt a hybrid approach, blending ASEAN’s flexibility with the EU’s structured mechanisms while avoiding SAARC’s inefficiencies. Strengthening the BIMSTEC Secretariat, enforcing trade agreements, and securing institutional funding can enhance its effectiveness as a regional bloc.

BIMSTEC: A More Promising Alternative

Unlike SAARC, BIMSTEC was formed in 1997 with a broader vision that bridges South Asia and Southeast Asia. This expanded geographical scope provides it with greater opportunities for economic and strategic collaboration. BIMSTEC focuses on 14 priority sectors, including trade, energy, connectivity, and counterterrorism, with each member state leading a specific area.

One of BIMSTEC’s key advantages over SAARC is the presence of major regional players such as India and Thailand, which brings economic dynamism and strategic importance to the grouping. Additionally, the exclusion of Pakistan removes the geopolitical roadblock that has often stalled progress within SAARC. However, BIMSTEC’s intra-regional trade remains insignificant when compared to ASEAN, highlighting the need for deeper economic engagement.


Challenges Hindering BIMSTEC’s Growth

1. Weak Institutional Framework and Political Commitment: Unlike ASEAN, BIMSTEC lacks a legally binding charter and a structured decision-making mechanism. The BIMSTEC Secretariat in Dhaka remains underfunded and understaffed, limiting its ability to implement policies effectively. Without stronger financial backing and autonomy, the organization remains reactive rather than proactive.

2. Infrastructure and Trade Barriers: Despite ambitious plans, infrastructure development is sluggish due to bureaucratic inefficiencies, funding gaps, and regulatory misalignment. Trade is further hindered by non-tariff barriers, restrictive policies, and inefficient border procedures.

3. Political Instability and Geopolitical Complexities: Political instability within member states, such as Myanmar’s ongoing crisis, affects regional cohesion. Additionally, BIMSTEC operates in a competitive geopolitical environment, with influences from China, India, the U.S., and Japan. Balancing these external influences while prioritizing regional unity remains a challenge. While China’s Belt and Road Initiative (BRI) offers infrastructure investment opportunities, it also generates strategic tensions, particularly with India. The presence of overlapping security and economic interests complicates regional cooperation, requiring BIMSTEC nations to balance external influences while prioritizing internal cohesion.

The Path Forward: Strengthening BIMSTEC’s Foundations

To avoid SAARC’s pitfalls and establish itself as a strong regional organization, BIMSTEC must prioritize the following measures:

1. Regular Summits and Institutional Strengthening: Frequent high-level engagements are essential to maintain momentum. Strengthening the BIMSTEC Secretariat with increased funding and technical expertise would ensure better coordination and implementation of initiatives.

2. Fast-Tracking the BIMSTEC Free Trade Agreement (FTA): Finalizing and implementing the FTA would provide a significant boost to intra-regional trade and investment flows, fostering deeper economic integration.

3. Enhancing Connectivity Infrastructure: Expedited completion of transport corridors, digital networks, and energy grids would facilitate smoother trade and investment within the region.

4. Strengthening Security Cooperation: Given the rise of transnational threats like terrorism, cybercrime, and drug trafficking, a well-coordinated security framework would bolster regional stability.

5. Building Political Consensus: Unlike SAARC, which is often stalled by internal conflicts, BIMSTEC members must commit to a shared vision with actionable policies, ensuring mutual respect and cooperation.

BIMSTEC holds the potential to become a formidable regional bloc that bridges South and Southeast Asia, unlocking economic growth, connectivity, and security cooperation. However, this will only be possible through proactive leadership, robust institutions, and sustained political commitment from all member states.


India’s Role in Revitalizing BIMSTEC

1. Institutional Reform and Financial Commitment: India should lead efforts to strengthen BIMSTEC’s Secretariat, increasing its authority and funding. Establishing a "BIMSTEC Development Fund" could provide financial support for infrastructure, digitalization, and trade facilitation.

2. Connectivity Enhancement: Accelerating the India-Myanmar-Thailand Trilateral Highway and expanding railway links, inland waterways, and trade corridors should be a priority. Digital connectivity, including fintech cooperation and regional e-commerce frameworks, would further boost integration.

3. Trade and Investment Promotion: Finalizing the "BIMSTEC Free Trade Agreement (FTA)" is essential. India should work with member states to remove non-tariff barriers, simplify customs procedures, and encourage private sector investment in key sectors like manufacturing and energy.

4. Security and Climate Resilience: Establishing a "BIMSTEC Counterterrorism Command Centre" could enhance intelligence-sharing. Climate initiatives, including a "BIMSTEC Disaster Response Mechanism", should be prioritized to tackle rising environmental threats in the region.

5. Strengthening People-to-People Ties: India could introduce "BIMSTEC scholarships, cultural festivals", and visa facilitation programs to deepen social and economic linkages.

A Stronger BIMSTEC with Indian Leadership

The 2025 BIMSTEC Summit in Bangkok presents a crucial opportunity for India to drive meaningful reforms. By committing to time-bound projects, ensuring diplomatic engagement, and aligning BIMSTEC’s initiatives with partners like ASEAN, Japan, and the EU, India can transform BIMSTEC into a dynamic regional powerhouse.

A reinvigorated BIMSTEC offers India and its neighbours an alternative to the stalled SAARC framework and a pathway to deeper regional integration. By taking decisive steps in trade, connectivity, security, and climate resilience, India can transform BIMSTEC into a dynamic regional powerhouse. With bold leadership and sustained commitment, BIMSTEC has the potential to drive South and Southeast Asia toward greater economic prosperity and strategic stability.

মার্কিন নীতির পরিবর্তনে ইউক্রেনের পরিণতি

যুক্তরাষ্ট্র, রাশিয়া এবং ইউক্রেনের মধ্যে আলোচনার অনিশ্চিত অবস্থা বিশ্বকে আরও গভীর সংঘাতের প্রান্তে নিয়ে গেছে। যদি এই আলোচনা ব্যর্থ হয়, তবে এর পরিণতি বৈশ্বিক ভূরাজনৈতিক কাঠামোকে প্রত্যাশিত ও অপ্রত্যাশিত—উভয়ভাবেই পুনর্গঠন করতে পারে।

কূটনৈতিক প্রচেষ্টা ভেস্তে গেলে সবচেয়ে তাৎক্ষণিক এবং সুস্পষ্ট ফলাফল হবে শত্রুতার বৃদ্ধি। ইউক্রেন সম্ভবত রুশ ভূখণ্ডের গভীরে ড্রোন হামলা আরও তীব্র করবে যাতে মস্কোর রসদ সরবরাহের মূল অবকাঠামোকে দুর্বল করা যায়। একই সময়ে, রাশিয়া, যা ইতোমধ্যেই যুদ্ধ-অর্থনীতির দিকে ঝুঁকেছে, কৌশলগত সুবিধা নিশ্চিত করতে নতুন আক্রমণ শুরু করতে পারে—ডোনেস্ক, লুহানস্ক এবং সম্ভবত ওডেসার পূর্ণ নিয়ন্ত্রণ অর্জনের লক্ষ্যে।

পশ্চিমা বিশ্ব, বিশেষ করে যুক্তরাষ্ট্র এবং ইউরোপীয় মিত্ররা, একটি গুরুত্বপূর্ণ সিদ্ধান্তের মুখোমুখি হবে—ইউক্রেনকে ব্যাপক সামরিক সহায়তা দেওয়া, নাকি রাশিয়ার আরও অগ্রগতি মেনে নেওয়া। উন্নত অস্ত্র ব্যবস্থা, দীর্ঘ-পাল্লার ক্ষেপণাস্ত্র এবং বর্ধিত গোয়েন্দা সহযোগিতা ইউক্রেনের যুদ্ধ প্রচেষ্টাকে পুনরুজ্জীবিত করতে পারে, যদিও এতে ন্যাটো আরও সরাসরি সংঘর্ষে জড়িয়ে পড়ার ঝুঁকি তৈরি হবে।

ওয়াশিংটন যখন প্রশান্ত মহাসাগরীয় অঞ্চল এবং মধ্যপ্রাচ্যের দিকে মনোযোগ দিচ্ছে, তখন ইউক্রেনের জন্য সহায়তার প্রধান দায়িত্ব ইউরোপের ওপর বর্তাবে। যুক্তরাজ্য ও ফ্রান্স ইতোমধ্যেই "ইচ্ছুকদের জোট" গঠনের ধারণা সামনে এনেছে, যারা হয়তো শান্তিরক্ষা বাহিনী পাঠানো বা আকাশ ও নৌবাহিনীর উপস্থিতি নিশ্চিত করার মাধ্যমে সরাসরি সামরিক সহায়তা দিতে পারে। তবে এতে নানা ধরনের লজিস্টিক ও রাজনৈতিক প্রতিবন্ধকতা রয়েছে।

একটি সম্ভাব্য কৌশল হিসেবে ইউক্রেনের ইইউ সদস্যপদ প্রক্রিয়াকে দ্রুততর করার চিন্তাভাবনা চলছে, যা ইউরোপীয় ইউনিয়নের পারস্পরিক প্রতিরক্ষা ধারা (অনুচ্ছেদ ৪২.৭) কার্যকর করার পথ খুলে দিতে পারে। আরেকটি আরও আক্রমণাত্মক প্রস্তাব হলো ন্যাটোর সীমিত সদস্যপদ দেওয়া, যেখানে দখলকৃত অঞ্চলগুলো অন্তর্ভুক্ত থাকবে না। এটি প্রতীকী হলেও, রাশিয়ার জন্য কৌশলগত সমীকরণ বদলে দিতে পারে এবং ইউরোপের নিরাপত্তা পরিস্থিতিকে পুনর্গঠন করতে পারে।

আলোচনা ব্যর্থ হলে তাৎক্ষণিক প্রতিক্রিয়ার মধ্যে অন্যতম হবে রাশিয়ার বিরুদ্ধে নতুন নিষেধাজ্ঞা। এগুলো প্রধানত রাশিয়ার তেল ও গ্যাস রাজস্ব বন্ধ করার দিক কেন্দ্রিক হবে, যেখানে যুক্তরাষ্ট্র সম্ভবত এমন গৌণ নিষেধাজ্ঞা আরোপ করতে পারে যা রাশিয়ার জ্বালানি ক্রয় করা দেশগুলোকেও (যেমন চীন ও ভারত) শাস্তির আওতায় আনবে।

যদি কোনো পক্ষই সরাসরি সামরিক বিজয় অর্জন করতে না পারে, তাহলে কোরিয়ান যুদ্ধের মতো একটি অস্ত্রবিরতি চুক্তি দেখা দিতে পারে—একটি অনির্দিষ্টকালীন যুদ্ধবিরতি, তবে আনুষ্ঠানিক শান্তিচুক্তি ছাড়া। এই পরিস্থিতি রাশিয়ার দখলকৃত অঞ্চলগুলোর ওপর তার নিয়ন্ত্রণকে আরও সুসংহত করবে, আর ইউক্রেনকে একটি দীর্ঘমেয়াদী ভূরাজনৈতিক অনিশ্চয়তার মধ্যে ফেলে দেবে।

তবে, প্রেসিডেন্ট ভলোদিমির জেলেনস্কি বারবার স্পষ্ট করেছেন যে তিনি ভূখণ্ড ছেড়ে দিয়ে শান্তি প্রতিষ্ঠার ধারণা মেনে নেবেন না, বিশেষত ক্রিমিয়ার ক্ষেত্রে। যদি ইউক্রেন তার অবস্থানে অনড় থাকে, তবে যুদ্ধ অনির্দিষ্টকালের জন্য দীর্ঘায়িত হতে পারে, যা ইসরায়েল ও হামাসের সংঘাতের মতো একটি চলমান সংঘর্ষে পরিণত হবে—যেখানে সমাধান নয়, বরং ব্যবস্থাপনার মধ্য দিয়েই টিকে থাকবে।

একটি দীর্ঘায়িত যুদ্ধ, যেখানে স্পষ্ট বিজয়ের পথ নেই, তা কিয়েভের জন্য রাজনৈতিকভাবে সমস্যার সৃষ্টি করতে পারে। ইতোমধ্যেই জেলেনস্কি ও ইউক্রেনের সামরিক নেতৃত্বের মধ্যে উত্তেজনা প্রকাশ পেয়েছে—বিশেষত সেনা নিয়োগ সংস্কার এবং যুদ্ধক্ষেত্রের কৌশল নিয়ে বিতর্ক তীব্র হয়েছে। আলোচনায় ব্যর্থতা ইউক্রেনের যুদ্ধ প্রচেষ্টাকে দুর্বল করতে পারে এবং পশ্চিমা সামরিক সহায়তা অব্যাহত রাখার সংকল্পকেও চ্যালেন্জ করতে পারে।

একই সময়ে, ইউক্রেন তার সীমান্ত অতিক্রম করে হামলার মাত্রা বাড়িয়েছে, যেমন সম্প্রতি বেলগোরোদে চালানো আক্রমণ। এই হামলাগুলোর মূল উদ্দেশ্য অস্পষ্ট—রাশিয়াকে ফ্রন্টলাইন থেকে সৈন্য সরাতে বাধ্য করা, নাকি ভবিষ্যতের আলোচনায় কৌশলগত সুবিধা অর্জন করা? যেভাবেই হোক, ইউক্রেনের সামরিক অবস্থান স্পষ্ট ইঙ্গিত দিচ্ছে যে তারা একটি "স্থির সংঘাত" বা ভূখণ্ড ছাড়ার শর্ত মেনে নিতে রাজি নয়।

সবচেয়ে গুরুতর উদ্বেগের মধ্যে একটি হলো, কূটনৈতিক প্রচেষ্টা সম্পূর্ণ ব্যর্থ হলে রাশিয়া তার পারমাণবিক হুমকি আরও বাড়িয়ে দিতে পারে। ক্রেমলিন ইতোমধ্যেই পরোক্ষ হুমকি দিয়েছে যে, যদি ন্যাটো সরাসরি হস্তক্ষেপ করে, তাহলে তারা কৌশলগত পারমাণবিক অস্ত্র ব্যবহার করতে পারে। যদি পশ্চিমা নিরাপত্তা প্রতিশ্রুতি আরও বাড়ে, বিশেষত ইউরোপীয় সেনাদের পশ্চিম ইউক্রেনে উপস্থিতি নিশ্চিত হয়, তাহলে একটি বিপর্যয়কর ভুল গণনার ঝুঁকি বহুগুণ বেড়ে যাবে।

বেশিরভাগ বিশ্লেষক মনে করেন যে রাশিয়ার পারমাণবিক হুমকি মূলত কূটনৈতিক চাপে দেওয়া বক্তব্য। কিন্তু ইতিহাস দেখায় যে, অনেক সময় চাপে পড়ে নেতারা ধ্বংসাত্মক সিদ্ধান্ত নিয়ে ফেলেন। ন্যাটোর সৈন্যরা যদি রাশিয়ার সীমান্তের কাছাকাছি চলে আসে, তাহলে পুতিন আগাম প্রতিক্রিয়া দেখাতে পারেন, যা যুক্তিযুক্ত না হলেও বাস্তবতায় বিপজ্জনক হয়ে উঠতে পারে।

যুক্তরাষ্ট্রের পরবর্তী নীতির অনেকটাই নির্ভর করবে ডোনাল্ড ট্রাম্পের দৃষ্টিভঙ্গির ওপর। বর্তমানে, ট্রাম্প রাশিয়ার আলোচনার কৌশল নিয়ে অসন্তুষ্ট এবং আলোচনা ব্যর্থ হলে কঠোর জ্বালানি নিষেধাজ্ঞার হুমকি দিয়েছেন। তার প্রশাসন মূলত চীনকে ঠেকানোর দিকেই বেশি মনোযোগ কেন্দ্রীভূত, যার ফলে ইউরোপীয় থিয়েটারের গুরুত্ব কমিয়ে দিতে পারে।

যদি ট্রাম্প রাশিয়ার সঙ্গে বাণিজ্য করা দেশগুলোর বিরুদ্ধে কঠোর ব্যবস্থা নেন, তবে বৈশ্বিক জ্বালানি বাজারে বিশাল অস্থিরতা তৈরি হতে পারে। তবে নিষেধাজ্ঞা দেওয়া হলেও, তা সরাসরি যুদ্ধক্ষেত্রের সামরিক সমীকরণ বদলাবে না। বরং, যদি যুক্তরাষ্ট্র কৌশলগতভাবে ইউক্রেন থেকে মনোযোগ সরিয়ে নেয়, তাহলে ইউরোপকে সিদ্ধান্ত নিতে হবে—তারা কি সত্যিই ইউক্রেনের প্রতিরক্ষার নেতৃত্ব নিতে প্রস্তুত?

যদি ইউক্রেনের প্রতিরক্ষা দুর্বল হয়ে পড়ে এবং সরকার পতনের মুখে পড়ে, তাহলে ইউরোপের সবচেয়ে সম্ভাব্য বিকল্প হবে পশ্চিম ইউক্রেনে একটি সামরিক উপস্থিতি নিশ্চিত করা—সম্ভবত একটি "ট্রিপওয়্যার ফোর্স" গঠন করে, যাতে রাশিয়ার আরও অগ্রগতি প্রতিহত করা যায়। কিন্তু সমস্যা হলো, ইউরোপের সামরিক সক্ষমতা সীমিত। যুক্তরাষ্ট্রের লজিস্টিক ও গোয়েন্দা সহায়তা ছাড়া, ইউরোপীয় সেনা মোতায়েন মূলত প্রতীকী হয়ে যাবে, কার্যকর নয়।

সর্বোত্তম পরিস্থিতিতেও, যদি যুক্তরাজ্য ও ফ্রান্স তাদের বিমান ও নৌবাহিনী মোতায়েন করে, তবে এগুলো রাশিয়ার শক্তিশালী বিমান প্রতিরক্ষা ও ক্ষেপণাস্ত্র ব্যবস্থার সামনে দুর্বল থেকে যাবে। এবং যদি রাশিয়া ইউরোপীয় হস্তক্ষেপকে সরাসরি উসকানি হিসেবে দেখে, তাহলে পোল্যান্ড ও রোমানিয়ার সামরিক ঘাঁটিতে প্রতিশোধমূলক হামলা চালানো অসম্ভব নয়।

আলোচনার ব্যর্থতা কেবল যুদ্ধ চালিয়ে যাওয়ার অর্থ বহন করবে না—এটি নতুন ও অপ্রত্যাশিত বিপজ্জনক পরিস্থিতির সৃষ্টি করতে পারে। গৌণ নিষেধাজ্ঞার অর্থনৈতিক প্রভাব থেকে শুরু করে পারমাণবিক উত্তেজনার ঝুঁকি পর্যন্ত, প্রতিটি সম্ভাবনাই বড় ধরনের ঝুঁকি বহন করে।

মূল প্রশ্ন থেকেই যায়: পশ্চিমা বিশ্ব কি ইউক্রেনকে সামরিক সহায়তা দেওয়ার বাইরেও একটি সুস্পষ্ট কৌশল তৈরি করেছে? যদি আলোচনা ব্যর্থ হয়, তাহলে যুক্তরাষ্ট্র ও ইউরোপকে একটি চূড়ান্ত সিদ্ধান্ত নিতে হবে—তারা কি তাদের সম্পৃক্ততা বাড়িয়ে আরও বড় সংঘাতের ঝুঁকি নেবে, নাকি এমন একটি আপস খুঁজবে, যা রাজনৈতিকভাবে অপ্রিয় হলেও বড় বিপর্যয় এড়াতে পারে? ভূরাজনীতিতে, সিদ্ধান্তহীনতাও ভুল সিদ্ধান্তের মতোই বিপজ্জনক হতে পারে। আসন্ন মাসগুলোতে বোঝা যাবে, পশ্চিমা বিশ্ব কি প্রয়োজনীয় ঝুঁকি নিতে প্রস্তুত, নাকি তারা প্রতিক্রিয়াশীল অবস্থানে যেতে বাধ্য হবে, যেখানে রাশিয়াই সংঘাতের গতিপথ নির্ধারণ করবে।

Europe’s Sovereignty Test

History doesn’t always knock politely. Sometimes, it barges in—loud, disorderly, and unmistakable. That is what Europe now faces: a moment not of quiet evolution but of rupture. The era of American strategic paternalism is drawing to a close, and with it, the illusion that Europe can enjoy the privileges of sovereignty without shouldering the burdens of its own defense.

With Donald Trump back in the White House, the rupture in U.S.-EU relations is no longer a speculative scenario—it is unfolding in real time. And for Europe, this means a rude awakening from its postwar security slumber. Trump’s “America First” foreign policy—transactional, unpredictable, and often contemptuous of traditional alliances—has shaken the very foundations of NATO. But let’s not confuse the messenger with the message. The real alarm isn’t Trump himself. It is the exposed fragility of a Europe still reliant on American resolve, even as that resolve steadily erodes.

For decades, Europe indulged in a strategic holiday. Shielded by U.S. nuclear guarantees and conventional might, it poured resources into welfare programs and energy transitions while outsourcing the basics of deterrence. This arrangement worked when the United States was both willing and eager to underwrite the security of the West. That era is over—regardless of who occupies the Oval Office.

Trump merely states with bluntness what more and more Americans across the political spectrum now believe: Europe must do more for itself. This is not isolationism. It’s a recalibration of American priorities. And while it may feel jarring, it is neither unreasonable nor entirely new.

Europe’s security challenge today isn’t simply about deterring Russian aggression or countering Chinese influence. It’s about proving that liberal democracy can defend its values—rule of law, individual liberty, and national sovereignty—in the face of resurgent authoritarianism. The war in Ukraine has made the stakes painfully clear. The only question now is whether Europe can act before the next crisis imposes the decision upon it.

Strategic clarity must start with moral clarity. Today, two competing visions define global geopolitics. The first is revisionist and authoritarian: borders are changed by force, legitimacy is dictated by fear, and brute strength becomes the final arbiter. Think Putin’s offensive in Ukraine or Beijing’s incremental dominance in the South China Sea.

The second vision clings to the liberal order forged after 1945: that sovereignty is sacred, alliances matter, and democratic societies must stand united against coercion. The problem is that defenders of this second vision—Europe foremost among them—too often speak in the language of resolve while acting in the grammar of hesitation.

President Emmanuel Macron recognized this contradiction years ago. In 2019, he declared NATO “brain dead”—not to discredit the alliance but to highlight its growing dysfunction. His call for European strategic autonomy was once derided. Now, it seems prophetic.

Russia’s full-scale offensive operation in Ukraine was not only a challenge to Kyiv; it was a geopolitical thunderclap that should have shattered Europe’s illusions about lasting peace. The response—military aid, sanctions, NATO expansion—was commendable. But let’s be honest: the backbone of that response was American. Logistics, firepower, and intelligence flowed primarily from Washington, not Brussels.

Which brings us to the present moment. Trump is in power once again. His skepticism toward NATO is no longer theoretical. If he chooses to downgrade U.S. commitments or worse—reward Putin’s aggression with strategic indifference—the fragile veneer of transatlantic unity will crack wide open. The writing is on the wall: American globalism is in retreat, and Europe must not be caught unprepared in its wake.

The alternatives to U.S. leadership aren’t yet sufficient—but they must be built. A proposed “E5” grouping—France, Germany, the UK, Poland, and Italy—could serve as the nucleus of a serious European defense initiative. Including the Baltic states, with their high readiness and historical awareness of Russian aggression, would inject both urgency and credibility.

This should not be seen as NATO 2.0. It should be seen as Europe 1.0: a long-overdue affirmation that the continent can act like a geopolitical adult.

What would this require?

First, spending. Too many NATO members still fall short of the 2% of GDP benchmark. This is not about meeting quotas—it’s about securing futures. The focus should be on next-generation warfare: drones, cyber defenses, missile intercept systems—not just aging tanks and parade-ready uniforms.

Second, procurement. Europe has the industrial base for robust defense manufacturing, but fragmentation and parochialism hold it back. A common defense market—anchored in Berlin, Paris, and Stockholm—must replace outdated national favoritism.

Third, command. A European Strategic Command—independent of NATO but interoperable with it—must be established. This isn’t a hedge against the United States; it’s a hedge against American unpredictability. Structure fosters strength. Sentiment alone won’t unify a continent.

Fourth, partnerships. Canada, the UK, and Norway are essential allies. So is the transatlantic relationship. Europe’s objective should not be a divorce from the U.S., but a recalibrated relationship—one grounded in mutual capacity, not dependency.

This is not a call for militarism or nationalism. It is a call for responsibility. Europe has been lulled by the comforting delusion that peace is permanent and history is linear. That trade pacifies tyrants. That diplomacy contains despots. That soft power is sufficient.

It isn’t. History has not ended. And to Europe’s misfortune, it never will.

Sovereignty is not a gift. It’s earned—budget line by budget line, brigade by brigade. For decades, the U.S. has been Europe’s strategic insurer. But like any insurer tired of paying for others’ risks, it is demanding higher premiums. Europe can either pay up—or begin self-insuring.

Either way, the future of the West depends on whether Europe accepts the burdens that come with its blessings.

Churchill once said, “The price of greatness is responsibility.” In our time, the price of sovereignty is security. And the time to pay that price is now—not when the tanks reach the gates, but while there’s still time to keep them at bay.

Europe’s Reckoning: Can the West Shoulder Ukraine’s Defense Alone?

The tenuous nature of negotiations between the US, Russia, and Ukraine has left the world teetering on the edge of heightened conflict. If these talks ultimately fail, what follows could redefine the global order in ways both expected and unintended.

The Return of Full-Scale Conflict

Should diplomatic efforts collapse, an immediate and obvious consequence is the escalation of hostilities. Ukraine is likely to intensify its drone attacks deep into Russian territory, targeting critical infrastructure in a bid to weaken Moscow’s logistical backbone. At the same time, Russia, which has already been shifting toward a war economy, could launch renewed offensives to secure strategic gains, such as the full control of Donetsk, Luhansk, and possibly Odesa.

The West, especially the U.S. and European allies, will face a defining moment—whether to significantly increase military aid to Ukraine or risk ceding more ground to Russia. Advanced weapons systems, long-range missiles, and increased intelligence sharing could become the bedrock of a reinvigorated Ukrainian war effort, although such support risks drawing NATO further into the conflict.

A European-Led Security Realignment?

With Washington shifting focus to the Pacific and the Middle East, the burden of supporting Ukraine will increasingly fall on Europe. The U.K. and France have already floated the idea of a “coalition of the willing” that could provide direct military support, either through peacekeeping troops or an air and naval presence. But logistical and political roadblocks remain.

One proposal gaining traction involves accelerating Ukraine’s EU membership, potentially invoking Article 42.7—the bloc’s mutual defense clause. A more aggressive version of this strategy suggests a limited NATO membership for Ukraine, excluding occupied territories. Such a move, while symbolic, would significantly raise the stakes for Russia and redefine security calculations across the continent.

Economic and Diplomatic Fallout

One of the most immediate repercussions of failed negotiations would be a new wave of sanctions against Russia. These would likely focus on cutting off its oil and gas revenues, with the U.S. potentially implementing secondary sanctions that punish countries—such as China and India—for purchasing Russian energy.

However, the global economy is not as resilient as it was in the early days of the conflict. The U.S. trade relationship with China remains robust, with total goods trade surpassing $582 billion in 2024. India, now a key economic partner of the U.S. with $119 billion in bilateral trade, would also be caught in the crossfire. A move to block Russian energy exports could not only deepen the divide between the West and the Global South but could also backfire on Western economies already struggling with inflationary pressures.

The Frozen Conflict Scenario

If outright military victory proves elusive for either side, a Korean War-style armistice could emerge—an indefinite ceasefire without a formal peace deal. This scenario would likely cement Russian control over occupied territories, leaving Ukraine in a state of prolonged geopolitical limbo.

However, President Volodymyr Zelensky has repeatedly dismissed the idea of ceding land for peace, particularly regarding Crimea. If Ukraine holds firm, the war could drag on indefinitely, with intermittent battles mirroring conflicts like that of Israel and Hamas—never fully resolved, only managed.

Internal Fractures in Ukraine

A prolonged war without a clear path to victory could spell political trouble for Kyiv. Tensions between Zelensky and Ukraine’s military leadership have already surfaced, with debates over conscription reforms and battlefield strategies growing more contentious. If negotiations fail, internal divisions could weaken Ukraine’s war effort and test Western resolve to continue military aid.

At the same time, Ukraine has been stepping up its cross-border incursions, including recent attacks in Belgorod. The Ukrainian objective remains unclear—whether these strikes are aimed at forcing Russia to redeploy troops away from the frontlines or securing leverage in future negotiations. Either way, Ukraine’s military posture suggests an unwillingness to accept a frozen conflict or territorial concessions.

The Risk of Nuclear Escalation

One of the gravest concerns is that a total diplomatic breakdown could push Russia to increase its nuclear brinkmanship. The Kremlin has already issued thinly veiled threats of using tactical nuclear weapons should NATO forces directly intervene. If Western security commitments escalate, particularly with a European military presence in western Ukraine, the risk of a catastrophic miscalculation grows exponentially.

While most analysts believe that Russia’s nuclear threats are largely rhetorical, history is replete with moments where leaders made disastrous decisions under pressure. The mere perception of NATO forces moving closer to Russian borders could prompt Putin to make preemptive moves, however irrational they might seem in hindsight.

Trump’s Approach and the U.S. Dilemma

The next phase of U.S. policy will likely hinge on Donald Trump’s approach. As of now, Trump has been vocal about his dissatisfaction with Russia’s negotiation tactics, threatening severe energy sanctions should talks collapse. His administration has also signaled a shift toward containing China, potentially deprioritizing the European theater.

If Trump follows through on threats to penalize nations trading with Russia, it could upend global energy markets. Sanctions alone, however, won’t change the military calculus on the ground. More crucially, if the U.S. signals a strategic pivot away from Ukraine, Europe will be forced to decide whether it is truly prepared to take on the mantle of leading Ukraine’s defense—a task that requires far greater military readiness than current European capabilities suggest.

The Harsh Reality for Europe

Should Ukraine’s defenses falter and its government face collapse, the most likely contingency plan for Europe is a military presence in western Ukraine, potentially as a tripwire force to deter further Russian advances. The problem? Europe’s military capabilities are stretched thin. Without U.S. logistical and intelligence support, any European deployment would likely be more symbolic than substantive.

Even in a best-case scenario where the U.K. and France deploy air and naval forces, such assets would be vulnerable. Russia’s extensive air defense network and missile capabilities would put any European forces in the line of fire. And if Russia sees European intervention as a direct provocation, retaliation against staging areas in Poland and Romania is not out of the question.

Conclusion: The World at a Crossroads

The failure of negotiations would not simply mean a continuation of the current war—it would introduce a host of unpredictable and potentially disastrous consequences. From the economic blowback of secondary sanctions to the risk of nuclear escalation, every possible scenario carries significant risks.

The fundamental question remains: does the West have a clear strategy beyond supporting Ukraine with military aid? If negotiations fail, the U.S. and Europe will have to make a decisive choice—either escalate their involvement and risk a broader war or seek a compromise that, while politically unpalatable, might prevent an even greater catastrophe.

In geopolitics, indecision can be just as dangerous as the wrong decision. The coming months will reveal whether the West is prepared to take the necessary risks—or whether it will be forced into a reactive stance as Russia continues to dictate the terms of engagement.
