নতুন বিশ্ব ব্যবস্থায় গ্লোবাল সাউথের ভূমিকা

গত ০৯ মে, মস্কোতে পালিত সোভিয়েত ইউনিয়নের দ্বিতীয় বিশ্বযুদ্ধে বিজয়ের ৮০তম বার্ষিকী কেবল একটি ঐতিহাসিক অনুষ্ঠান ছিল না; বরং এটি একটি ভূরাজনৈতিক বার্তা বহন করেছে, যার তাৎপর্য নিছক প্রতীকীর বাইরে গিয়ে বিস্তৃত। এই আয়োজনে চীনের প্রেসিডেন্ট শি জিনপিংয়ের উপস্থিতি এবং রাশিয়ার প্রেসিডেন্ট ভ্লাদিমির পুতিনের সঙ্গে তাঁর দ্বিপাক্ষিক সাক্ষাৎ বর্তমান বৈশ্বিক রাজনীতির একটি পুনর্গঠনের আভাস দেয়—একটি পরিবর্তন, যা গ্লোবাল সাউথের আকাঙ্ক্ষার উপর ভিত্তি করে গড়ে উঠছে।

এই ধরনের অনুষ্ঠানকে খোলা চোখে অনেকে কূটনৈতিক প্রদর্শন বা পুরোনো মিত্রতার প্রতি নস্টালজিয়া বলে উড়িয়ে দিতে পারেন। কিন্তু এটি ভাবলে আসলে বর্তমান বাস্তবতা সম্পর্কে গুরুতর ভুল ব্যাখ্যা করা হবে। শি ও পুতিনের যৌথ বিবৃতিগুলো যা কৌশলগত সমন্বয়, আন্তর্জাতিক আইন ও বহুপাক্ষিকতাকে গুরুত্ব দেয়। এগুলো কেবল বক্তব্য নয়, বরং একটি গভীরতর অসন্তোষ ও সংস্কারের আহ্বান তুলে ধরে। একটি বিশ্ব ব্যবস্থা যা দীর্ঘদিন ধরে শক্তিকে নীতির উপরে, এবং অন্তর্ভুক্তির বদলে বর্জনকে প্রাধান্য দিয়েছে, সেটিকে চ্যালেঞ্জ জানানো হচ্ছে।

এখানে একটি বিষয় স্পষ্ট হওয়া দরকার—চীন ও রাশিয়া নিখুঁত ন্যায়বিচারের ধারক নয়। তাদের নিজস্ব অভ্যন্তরীণ ও বৈদেশিক নীতিও যথেষ্ট সমালোচিত। কিন্তু এখানে যে প্রক্রিয়াটি চলছে তা কোন নৈতিকতার দ্বন্দ্ব নয়, বরং একটি শক্তির ভারসাম্য প্রতিষ্ঠার চেষ্টা, যেখানে ১৯৪৫ পরবর্তী বিশ্ব ব্যবস্থার বৈধতা সংকটের প্রতিকারে উন্নয়নশীল দেশগুলোকে তাদের যথাযোগ্য মর্যাদা দেওয়ার প্রয়াস চলছে।

বাস্তবতা বিবেচনা করলে, গত এক দশকে যুক্তরাষ্ট্র, যাকে উদারপন্থী আন্তর্জাতিক ব্যবস্থার প্রধান স্থপতি ধরা হয়, তারা নিজেরাই বারবার এই ব্যবস্থাকে দুর্বল করেছে। প্যারিস জলবায়ু চুক্তি, ইরান পারমাণবিক চুক্তি, এবং ইউনেস্কোর মতো বহুপাক্ষিক কাঠামো থেকে পরপর সরকারগুলো সরে এসেছে। জাতিসংঘ, বিশ্ব স্বাস্থ্য সংস্থা এবং এমনকি ন্যাটোর প্রতিও আমেরিকার সন্দেহভাব তৈরি হয়েছে, যার ফলে একটি শূন্যতা সৃষ্টি হয়েছে। সেই শূন্যতায় এখন বিশ্বের বিকল্প দৃষ্টিভঙ্গিগুলোর প্রবেশ ঘটছে।

এই শূন্যতা গ্লোবাল সাউথের দৃষ্টিসীমার বাইরে নয়। আক্রা থেকে জাকার্তা পর্যন্ত নীতিনির্ধারকরা এখন এক পশ্চিমা নৈতিক কর্তৃত্বকে প্রশ্ন করছেন, যারা গণতন্ত্রের কথা বলে কিন্তু বাস্তবে কৌশলগত দ্বিচারিতা চালায়। একতরফাভাবে আরোপিত নিষেধাজ্ঞা, বা নির্বাচিতভাবে প্রয়োগ করা তথাকথিত “নিয়মভিত্তিক” ব্যবস্থা—এসব বাস্তবতা দেখায় যে প্রতিষ্ঠানগুলো আন্তর্জাতিক ন্যায্যতা নিশ্চিত করার জন্য গঠিত হয়েছিল, সেগুলো প্রভাবশালীদের সুবিধায় অপব্যবহৃত হয়ে আসছে।

মস্কো থেকে ঘোষিত যৌথ বিবৃতিগুলো এই অসন্তোষের কেন্দ্রে আঘাত করে। সেগুলো জাতিসংঘের কেন্দ্রীয় ভূমিকাকে পুনঃনিশ্চিত করে, সার্বভৌম সমতার গুরুত্বকে স্বীকৃতি দেয়, এবং আন্তর্জাতিক আইনের অখণ্ডতা রক্ষার অঙ্গীকার করে—যেসব নীতি গভীরভাবে গুরুত্বপূর্ণ তাদের জন্য, যারা ইতিহাসজুড়ে ঔপনিবেশিক শাসন, বলপ্রয়োগ অথবা অবমূল্যায়নের শিকার হয়েছে। এই দেশগুলো বৈশ্বিক ব্যবস্থাকে উল্টে দিতে চায় না; তারা শুধু চায় সেই ন্যায্য স্থানটি, যা তাদের প্রাপ্য।

আমরা যেন এটিকে পুরনো শীতল যুদ্ধের পুনরাবৃত্তি ভেবে ভুল না করি। এটি অতীতের আদর্শিক মুখোমুখি অবস্থান নয়। আজ যা আমরা প্রত্যক্ষ করছি, তা হলো এক বহুমেরুকেন্দ্রিক সংশোধন—একটি প্রয়াস, যা বৈশ্বিক শাসনব্যবস্থাকে গণতান্ত্রিক ও বহুধারায় সমৃদ্ধ করতে চায়। ব্রিকস, সাংহাই সহযোগিতা সংস্থা, কিংবা আঞ্চলিক উন্নয়ন ব্যাংকগুলোর উত্থান কোনো বিদ্রোহ নয়, বরং সময়ের দাবি। যদি প্রচলিত প্রতিষ্ঠানগুলো বৈশ্বিক শক্তির পরিবর্তনশীল বাস্তবতা ধারণে অক্ষম হয়, তবে বিকল্প কাঠামো গড়ে উঠবেই। এটি তখন কোন বিদ্রোহ নয়, বরং প্রাকৃতিক বিবর্তন।

চীনের নিজস্ব বৈশ্বিক কৌশল—যেমন বেল্ট অ্যান্ড রোড ইনিশিয়েটিভ, গ্লোবাল ডেভেলপমেন্ট ইনিশিয়েটিভ, ও বিভিন্ন আন্তর্জাতিক সংগঠনে সক্রিয় ভূমিকা—একটি যৌথ সমৃদ্ধির দীর্ঘমেয়াদী দৃষ্টিভঙ্গি তুলে ধরে। এই প্রচেষ্টা নিখুঁত না-ও হতে পারে, তবে মূল ধারণার সঙ্গে দ্বিমত করা কঠিন, তাহলো আধুনিকায়ন কিছু নির্বাচিত দেশের জন্মগত অধিকার নয়, বরং এটি সকল জাতির ন্যায্য আকাঙ্ক্ষা।

গ্লোবাল সাউথ এই বাস্তবতাকে গভীরভাবে উপলব্ধি করে। চীনের অবকাঠামো উন্নয়ন, বাণিজ্যিক অংশীদারিত্ব, ও প্রযুক্তি হস্তান্তরের মাধ্যমে অনেক দেশ বাস্তব উপকার পেয়েছে। তারা চীনের প্রতি পশ্চিমা দৃষ্টিভঙ্গির মতো দৃষ্টিভঙ্গি পোষণ করে না। তারা চীনকে দেখে এমন এক অংশীদার হিসেবে, যে পারস্পরিক সম্মানের ভিত্তিতে আলোচনায় প্রস্তুত—যেখানে শাসন পরিবর্তন, মতাদর্শ চাপানো, কিংবা কৌশলগত অধীনতা কোনো শর্ত নয়।

নিশ্চয়ই সমালোচকরা চীনের অভ্যন্তরীণ নীতি, রাশিয়ার সামরিক কৌশল, এবং উভয় দেশের কর্তৃত্ববাদী প্রবণতাকে তুলে ধরবেন। এসব উদ্বেগ যুক্তিসঙ্গত এবং খতিয়ে দেখা প্রয়োজন। কিন্তু একইভাবে আমাদের স্বীকার করতে হবে যে পশ্চিমা দেশগুলোর দ্বৈত নীতিও বাস্তবতা। স্বৈরশাসকদের সঙ্গে অস্ত্রচুক্তি, সার্বভৌম রাষ্ট্রে ড্রোন হামলা, অথবা “সহায়তা”র নামে অর্থনৈতিক চাপ—এসব পশ্চিমের নৈতিক অবস্থানকে দুর্বল করে।

যদি গ্লোবাল সাউথের সামনে দুটি পথ থাকে—একটি কর্তৃত্ববাদী বিশ্বব্যবস্থা, যা বিনা প্রশ্নে আনুগত্য চায়, আর অন্যটি বহুমেরু বিশ্বব্যবস্থা, যা সংলাপ ও সম্মানের প্রতিশ্রুতি দেয়—তবে পছন্দটা স্পষ্ট। আর এই সিদ্ধান্ত কোনো সহজ-সরল আবেগের কারণে নয়; এটি এসেছে অভিজ্ঞতার কঠোর বাস্তবতা থেকে।

এখানেই ইতিহাসের প্রেক্ষাপট গুরুত্বপূর্ণ। জাতিসংঘ প্রতিষ্ঠিত হয়েছিল ক্ষমতাধরদের খেয়ালখুশির খেলার মাঠ হিসেবে নয়, বরং একতরফা আধিপত্য রোধ করার গ্যারান্টি হিসেবে। সনদে বলা হয়েছে, কোনো জাতি— যদি তারা অতি ক্ষমতাশালী হয়—অপরের ওপর ইচ্ছেমতো কর্তৃত্ব করতে পারে না। আজ সেই নীতিই ক্ষয়ের মুখে, আনুষ্ঠানিক পুনর্বিবেচনার মাধ্যমে নয়, বরং অনানুষ্ঠানিকভাবে। শি ও পুতিনের বার্তা—তা সঠিক হোক বা ভুল—এটাই যে এই ক্ষয় তার শেষ সীমানা অতিক্রম করেছে।

এটি কোনো তাত্ত্বিক বিতর্ক নয়। আমরা এমন এক যুগে আছি, যেখানে প্রযুক্তিগত অস্ত্র প্রতিযোগিতা, সম্পদের প্রবাহের দ্বন্দ্ব, এবং পুনরুত্থিত মতাদর্শিক বিভাজন বাস্তবতা। সামরিক ঘাঁটির বিস্তার, একতরফা অর্থনৈতিক নিষেধাজ্ঞা, এমনকি মহাকাশের সামরিকীকরণ পর্যন্ত ইঙ্গিত দেয়—বর্তমান নিরাপত্তা কাঠামো চাপে রয়েছে। এই প্রেক্ষাপটে, একটি অন্তর্ভুক্তিমূলক ও ন্যায্য বিশ্ব ব্যবস্থা শুধু কাম্য নয়—এটি অপরিহার্য।

চীন ও রাশিয়া একা নয় এই পরিবর্তনের পক্ষে। ব্রাজিল, দক্ষিণ আফ্রিকা, ভারত, ইন্দোনেশিয়া, ও আরও অনেক দেশ এখন বৈশ্বিক শাসন ব্যবস্থার সংস্কার চাইছে। তারা আইএমএফ ও বিশ্বব্যাংকের নীতিনির্ধারণে অংশ নিতে চায়। তারা জাতিসংঘ নিরাপত্তা পরিষদের স্থায়ী সদস্যপদ চায়। তারা চায় আন্তর্জাতিক আইন যেন সমভাবে প্রযোজ্য হয়—চাই তা পূর্ব ইউরোপে হোক কিংবা মধ্যপ্রাচ্যে।

এই বৃহত্তর অঙ্গনে গ্লোবাল সাউথ আর কোনো নীরব দর্শক নয়। এটি এখন একটি সক্রিয় পক্ষ, যা কোনো মতাদর্শিক মিলের ভিত্তিতে নয়, বরং মর্যাদা, ন্যায্যতা ও কর্তৃত্বের যৌথ দাবি নিয়ে ঐক্যবদ্ধ হচ্ছে। পশ্চিমা নীতিনির্ধারকদের উচিত এটিকে হুমকি নয়, বরং নিজেদের মূল মূল্যবোধের একটি পুনরায় স্বীকৃতি হিসেবে দেখা।

এটি এক ধরনের নৈতিক বিপর্যয় যেখানে যারা গণতন্ত্রের সবচেয়ে জোরালো প্রবক্তা, তারাই বৈশ্বিক ব্যবস্থার গণতন্ত্রীকরণে বাধা দেয়। যদি পশ্চিম বিশ্ব তার প্রভাব ধরে রাখতে চায়, তাহলে তারা যা প্রচার করে, সেগুলো নিজেদেরকেও অনুশীলন করতে হবে। এর অর্থ হলো বহুপাক্ষিকতার প্রতি নতুন করে আস্থা রাখা, উন্নয়নের একাধিক মডেলকে স্বীকৃতি দেওয়া, এবং আধিপত্য নয়, বরং সম্মানকে ২১শ শতকের বিনিময় মুদ্রা হিসেবে মেনে নেওয়া।

প্রেসিডেন্ট শি যথার্থই বলেছেন—ইতিহাস একটি আয়না। সেই আয়নায় প্রতিফলিত হয় বিজয়ও, ভুলও। বিশ শতকের সবচেয়ে বড় দুঃখজনক ঘটনা ছিল, ক্ষমতা ভাগাভাগি না করার ব্যর্থতা। একবিংশ শতাব্দীর সুযোগ হলো সেই ভুল না করা।

মস্কোর স্মরণানুষ্ঠানটি ছিল একটি সতর্ক বার্তা যে কী ভয়াবহ পরিণতি হতে পারে যখন বৈশ্বিক শাসনব্যবস্থা ভেঙে পড়ে। এর প্রেক্ষিতে যে বিবৃতিগুলো স্বাক্ষরিত হয়েছে, সেগুলো একটি প্রস্তাবনা—এই ব্যবস্থাকে নতুন করে গড়ে তোলার, একক আধিপত্যের ভিত্তিতে নয়, বরং বৈচিত্র্যময় অংশীদারিত্বের ভিত্তিতে।

আর এই বৈচিত্র্যময় কাঠামোয়, গ্লোবাল সাউথকে আর প্রান্তে ঠেলে রাখা চলবে না। তাদের স্থান হতে হবে আলোচনার টেবিলে—অতিথি হিসেবে নয়, বরং পূর্ণাঙ্গ অংশীদার হিসেবে। এটাই সেই ভবিষ্যৎ, যার জন্য লড়াই করা সার্থক। এবং এটাই একমাত্র পথ, যাতে করে যে শান্তি অতীতের বিপুল ত্যাগের বিনিময়ে অর্জিত হয়েছিল, তা আর কখনো অহংকারের বিভ্রমে হারিয়ে না যায়।

The China-US Tariff Talks: A Test of Strategic Maturity

The global economy now finds itself in an era of uneasy transition—between the liberal order of the past and the fragmented, transactional world of the present. In this fraught environment, the meeting between China’s Vice Premier He Lifeng and U.S. officials in Switzerland (May 9–12) carries implications that stretch far beyond the immediate issue of tariffs. This is no longer just a squabble over trade imbalances. It is a broader test of strategic maturity: Can the United States manage competition without veering into destructive confrontation? And can China engage in reform without viewing every concession as capitulation?

The Trump administration has leaned heavily on tariffs as its preferred tool of economic coercion. Tariffs now target not only steel and aluminum but an expanding list of goods ranging from electric vehicles to medical devices, with rates climbing as high as 145% in some cases. The rationale has shifted with political winds—intellectual property theft, national security, fentanyl trafficking, and even carbon emissions. But the underlying message remains the same: confrontation over cooperation.

There is a certain bipartisan convenience to blaming China for domestic economic pain. It spares Washington the trouble of tackling more politically hazardous reforms—tax codes that reward offshoring, underinvestment in infrastructure, and an educational system struggling to produce skilled workers. But that convenience comes at a cost. According to the Peterson Institute for International Economics, tariffs enacted since 2018 have increased costs for the average American household by roughly \$1,300 annually. And they’ve failed to achieve their core objective: rebalancing the trade relationship. The U.S. trade deficit with China has proven remarkably resilient. Imports have simply rerouted through third countries like Vietnam and Mexico, masking the problem rather than solving it.

Moreover, tariffs have failed to halt China’s technological ascent. Despite export controls and investment bans, China continues to invest heavily in strategic sectors—from semiconductors to artificial intelligence—with state-backed financing and policy coordination that Washington can scarcely match. 

Washington’s error lies in mistaking punitive tools for a coherent policy. Tariffs are not an economic strategy. They are a symptom of strategic confusion—a substitute for genuine policymaking. And their overuse betrays a lack of confidence in America’s own economic strengths. The U.S. remains the world’s largest and most innovative economy. But rather than build partnerships that could amplify its leverage, Washington has pursued unilateral measures that often alienate allies and embolden adversaries. Europe, while sympathetic to U.S. concerns about Chinese overcapacity and unfair subsidies, remains wary of America’s erratic trade behavior. Countries in the Global South, meanwhile, see Washington’s trade war as a high-stakes game between giants, in which they are collateral.

China, for its part, has played a longer game. While not without its own provocations, Beijing has responded to American tariffs with restraint—applying targeted countermeasures while signaling openness to dialogue. This isn’t capitulation. It is strategic patience. Chinese leaders understand that economic decoupling is neither practical nor desirable. They have diversified export markets, cultivated domestic consumption, and accelerated efforts at technological self-reliance. Ironically, U.S. pressure has strengthened their resolve, not softened it. Trust in American constancy has eroded, and many in Beijing now view trade talks less as negotiation than as performance art—staged for political audiences in Washington.

That’s not to say China is without challenges. Its economy is burdened by a real estate crisis, demographic decline, and persistent overcapacity. But these weaknesses do not make it pliable. If anything, they may increase its suspicion of foreign influence. The lesson Beijing internalized from the 2018–2019 trade talks—where it made high-profile concessions only to face escalating tariffs—was clear: appeasement invites escalation. That memory still casts a long shadow over current negotiations.

Which brings us to the question of what success would look like in Switzerland. A grand bargain is unlikely. Neither side wants to appear weak in upcoming leadership meetings. But incremental progress is possible—if both parties approach talks with realism instead of rhetoric.

Three principles should guide the negotiations. First, the U.S. must accept that economic diplomacy requires give and take. Demanding unilateral concessions from China while offering nothing in return is not negotiation—it’s posturing. A phased reduction in tariffs, tied to verifiable progress on issues like intellectual property enforcement and market access, would be a rational starting point. It would signal seriousness, not surrender.

Second, trade policy must be disentangled from the wider geopolitical theater. By conflating commercial issues with security flashpoints—whether Taiwan, Xinjiang, or fentanyl—Washington risks paralyzing every channel of engagement. These matters are serious, but progress in one domain should not be held hostage to stalemate in another. A compartmentalized approach, akin to the Cold War’s arms control diplomacy, may offer a more sustainable model.

Third, trust must be slowly rebuilt. This means abandoning the illusion that trade is a zero-sum game. It also means recognizing that China’s economic model, however illiberal, is a permanent fixture of the global system. The U.S. should continue pressing for reform—but through persistent engagement, not punitive isolation.

If talks collapse—or worse, devolve into another round of retaliatory tariffs—the consequences will be global. Markets, already unsettled by inflation and supply chain fragility, could tip into volatility. Developing economies, reliant on stable trade flows, would suffer disproportionately. And America’s credibility as a steward of the global economic order would take another hit. Allies would be left wondering whether Washington’s trade posture is driven by strategy or by short-term electoral calculus.

The real strategic test is whether Washington can think beyond the next headline. Tariffs may deliver short-term political wins, but they do not build coalitions, inspire reform, or shape global norms. For that, the U.S. needs a trade policy anchored in confidence, not grievance—in strategy, not slogans.

The Switzerland talks, then, are not merely a waypoint in a long-running trade dispute. They are a referendum on how the United States views its role in the world. Is it a self-assured leader, capable of shaping a cooperative order? Or a defensive power, trapped in a cycle of reactive policymaking?

The world is watching. If the U.S. continues to treat trade as a cudgel rather than a tool of mutual advancement, it risks accelerating the very fragmentation it claims to oppose. But if it can demonstrate the strategic maturity to turn competition into constructive engagement, it might just chart a path forward—not only for U.S.-China relations, but for a global economy in desperate need of stability and vision.

যুক্তরাষ্ট্র- ইরান আলোচনা কূটনীতি না ভ্রান্তি?

ওমান ও ইতালিতে অনুষ্ঠিত তিন দফা পরোক্ষ যুক্তরাষ্ট্র-ইরান আলোচনা শেষে আরো কয়েকটি আলোচনার পরিকল্পনা থাকলেও একটি পরিষ্কার চিত্র ফুটে উঠেছে; কোনো কঠোর শর্ত ব্যতি রেখে উভয় পক্ষই কী সম্ভব, তা নির্ণয়ের চেষ্টা করছে। এই সতর্ক কূটনীতি ইঙ্গিত দেয়, ইরান বরাবরের মতোই এমন আলোচনায় আগ্রহী যেখানে পেছনের দরজা খোলা থাকে, আর যুক্তরাষ্ট্রের প্রশাসন—গভীরতার ঘাটতি থাকলেও “চুক্তি সম্পাদন” দেখানোর চাপ অনেক বেশি—এমন একটি অর্জন তুলে ধরতে মরিয়া, যা ট্রাম্পের "ডিলমেকার" ভাবমূর্তিকে টিকিয়ে রাখবে। কিন্তু এখন পর্যন্ত সেই বাস্তব অগ্রগতি অধরাই রয়ে গেছে। 

এইবার যা বিশেষভাবে লক্ষণীয় তা হলো আলোচনার স্বর। কোনো পক্ষই তাড়াহুড়া করছে না, কিংবা নাটকীয় অবস্থান নিচ্ছে না। বরং এটি যেন এক ধীরগতির কৌশলগত দাবার খেলা। ওয়াশিংটন সামরিক জটিলতা ছাড়াই কূটনৈতিক সাফল্য খুঁজছে, আর তেহরান পশ্চিমা ধৈর্যের সীমা, নিষেধাজ্ঞার কার্যকারিতা এবং কৌশলগত সহনশীলতা যাচাই করছে। আলোচনার পর যে ভাষা উঠে আসছে তা হলো —"ইতিবাচক", "গঠনমূলক", "চলমান"—এগুলো কূটনৈতিক অস্পষ্টতার ইঙ্গিত দেয়, যেখানে কার্যকলাপ চলমান কিন্তু অঙ্গীকার নেই।

তবে ঝুঁকিগুলো কোনোভাবেই বিমূর্ত নয়। যুক্তরাষ্ট্র ও তার মধ্য প্রাচ্যের মিত্রদের মূল উদ্বেগ একই: ইরান যেন পারমাণবিক অস্ত্র অর্জন করতে না পারে। তেহরান এখনও দাবি করে যে তারা বোমা বানাতে চায় না, কিন্তু তাদের ইউরেনিয়াম সমৃদ্ধকরণ কর্মসূচি এখনো ৬০ শতাংশ পর্যন্ত পরিশোধিত যা অস্ত্র ব্যবহারের উপযোগী মানের কাছাকাছি। তাদের মজুদ বেড়েছে, সেন্ট্রিফিউজ আরও উন্নত হয়েছে এবং স্বচ্ছতা কমেছে, বিশেষ করে ২০২১ সাল থেকে আন্তর্জাতিক পারমাণবিক শক্তি সংস্থার সঙ্গে সহযোগিতা হ্রাস পাওয়ার পর থেকে।

ট্রাম্পের দ্বিতীয় মেয়াদের সামনে এটি যেমন সুযোগ, তেমনি এক ভয়ংকর গিরিপথ। ট্রাম্প, যিনি সবসময় নাটকীয় পররাষ্ট্র নীতি অর্জনে আগ্রহী। তিনি এই ইরান ইস্যুকে এক “ঐতিহাসিক চুক্তির” সুযোগ হিসেবে দেখতে ভালো বাসবেন—এমন কিছু করতে চাইবেন যা তাকে প্রশংসিত করতে পারে। কিন্তু উচ্চাকাঙ্ক্ষা কখনোই কার্যকরী কৌশল নয়, বরং আর একটি ভুল পদক্ষেপ মধ্যপ্রাচ্যে বহু বছরের অস্থিরতা নিশ্চিত করতে পারে।

যুক্তরাষ্ট্রের নীতিনির্ধারকদের জন্য প্রধান দোটানার একটি হলো, “ভালো চুক্তি” বলতে কী বোঝায়—এবং সেটা কার জন্য? ইরান হয়তো ৪ শতাংশ সমৃদ্ধকরণের একটি সীমা মেনে নিতে পারে যা অস্ত্র মানের নিচে কিন্তু বেসামরিক বিদ্যুৎ উৎপাদনের জন্য যথেষ্ট। বিনিময়ে, তারা চায় ব্যাপক নিষেধাজ্ঞা প্রত্যাহার ও বিদ্যমান পারমাণবিক পরিকাঠামো বজায় রাখার অধিকার, এর মধ্যে উন্নত সেন্ট্রিফিউজ এবং ৬০ শতাংশের নিচে থাকা ইউরেনিয়ামের মজুদও অন্তর্ভুক্ত।

এই ধরনের একটি কাঠামো হয়তো পশ্চিমা আলোচকদের কাছে গ্রহণযোগ্য হতে পারে, যারা সময় কিনতে চায় এবং সরাসরি পরমাণু  বিস্তার রোধ করতে আগ্রহী। কিন্তু আঞ্চলিক অংশীদারদের, বিশেষ করে ইসরায়েলের জন্য এটি হবে কঠিন বোঝা। ইসরায়েল বরাবরই ইরানের পরমাণু সক্ষমতা পুরোপুরি ধ্বংসের পক্ষে—এর মধ্যে উচ্চ মাত্রার ইউরেনিয়াম মজুদ ধ্বংস ও প্রযুক্তিগত অগ্রগতির পশ্চাদপসরণ অন্তর্ভুক্ত। তাদের দৃষ্টিতে “লিবিয়া-মডেল” হলো আদর্শ: সম্পূর্ণ, যাচাইযোগ্য এবং অপরিবর্তনীয় নিরস্ত্রীকরণ। এর চেয়ে কম কিছু হলে তা ইসরায়েলের জন্য কোন মতেই শান্তির পূর্বাভাস নয়।

অন্যদিকে, আরব উপসাগরীয় রাষ্ট্রগুলোর উদ্বেগ কিছুটা আলাদা। তারা ইরানের পারমাণবিক উচ্চাকাঙ্ক্ষা নিয়ে ইসরায়েলের মতোই সন্দিহান হলেও, তাদের বৃহত্তর উদ্বেগ তেহরানের আঞ্চলিক আচরণ। ইয়েমেন, লেবানন, ইরাক ও সিরিয়ায় ইরান সমর্থিত মিলিশিয়াদের উপস্থিতি একটি বড় অস্থিতিশীলতার উৎস। ইরান বিরোধী সমালোচকরা বলেন, ইরানের পরমাণু কর্মসূচি নিয়ে যৌথ সমন্বিত কার্য পরকল্পনা চুক্তির মূল দুর্বলতা ছিল এটি কেবল পরমাণু ইস্যুতে কেন্দ্রীভূত ছিল, যেখানে ইরানের উচ্চাভিলাষী আঞ্চলিক তৎপরতাকে উপেক্ষা করেছে। উপসাগরীয় রাষ্ট্রগুলো আশঙ্কা করছে, ইতিহাস হয়তো আবারও নিজেকে পুনরাবৃত্তি করতে পারে—যেভাবে তেহরান অর্থনৈতিক সুবিধাও নিবে, আবার মধ্যপ্রাচ্যে সাম্প্রদায়িক সহিংসতাও জিইয়ে রাখবে।

তবে, এবার কিছুটা অন্য রকমের ইঙ্গিত মিলছে যেখানে ইরান এখন আগের চেয়ে কিছুটা নমনীয়। অর্থনৈতিকভাবে দেশটি চরম চাপের মুখে। বহু বছরের মার্কিন নেতৃত্বাধীন নিষেধাজ্ঞা গুরুত্বপূর্ণ খাতগুলোকে ভেঙে দিয়েছে, সরকারি কোষাগার খালি করেছে, আর অভ্যন্তরীণ অস্থিরতা বাড়িয়েছে। ২০২২ সালে মাহসা আমিনির মৃত্যুর পর যে বিক্ষোভ শুরু হয়, তা কোনো বিচ্ছিন্ন ঘটনা ছিল না—বরং একটি প্রজন্মগত ব্যবধানের প্রতিফলন: ইরানের বৃদ্ধ বিপ্লবী নেতৃত্ব বনাম এক তরুণ, ডিজিটালভাবে সংযুক্ত প্রজন্ম।

ইরান সরকারের দুর্ভেদ্য ভাবমূর্তিও এখন চ্যালেঞ্জের মুখে। শাহিদ রাজায়ী বন্দরে বিস্ফোরণ যেখানে ব্যালাস্টিক ক্ষেপণাস্ত্র জ্বালানি জড়িত ছিল বলে ধারণা করা হয়, এই দূর্ঘটনা থেকে প্রশ্ন উঠেছে নিরাপত্তা ও দক্ষতা নিয়ে। অন্যদিকে, ইরানের আঞ্চলিক প্রভাবও কমছে, লেবাননে হিজবুল্লাহর অবস্থান দুর্বল, সিরিয়ায় আসাদের সরকার বিদায় নিয়েছে, আর হামাস ২০২৩ সালের অক্টোবরে ইসরায়েলে হামলার পর ব্যাপক পাল্টা প্রতিক্রিয়ায় ক্ষতিগ্রস্তের সম্মুখীন। 

তেহরান তাই হয়তো নতুন হিসাব-নিকাশ করছে। আদর্শগত কারণে নয়, বরং কঠিন কৌশলগত বাস্তবতার কারণে। এমন একটি চুক্তি যা অর্থনীতি স্থিতিশীল করবে, বৈশ্বিক বাজারে প্রবেশাধিকার ফিরিয়ে দেবে এবং ঘরোয়া অস্থিরতা কমাবে—তা কিছু ছাড় দেয়ার মতো মূল্যবান হতে পারে, যদি ওই ছাড় ইরানের পারমাণবিক সক্ষমতা ও আঞ্চলিক প্রভাব অক্ষুণ্ণ রাখে।

একই সঙ্গে, বৈশ্বিক ভূরাজনৈতিক পরিবর্তন পরিস্থিতিকে আরও জটিল করে তুলেছে। ট্রাম্পের ক্ষমতায় প্রত্যাবর্তনের সঙ্গে ইউরোপীয় মিত্রদের মধ্যে সংশয় বেড়েছে। ব্রাসেলস ও বার্লিনে উদ্বেগ ছড়িয়েছে, ট্রাম্পের দূত স্টিভ উইটকফ নিয়মিত মস্কোয় ভ্লাদিমির পুতিনের সঙ্গে বৈঠক করছেন। এটি প্রতীকী, না কি মধ্যপ্রাচ্য নিয়েও মস্কো-ওয়াশিংটনের সম্ভাব্য সমন্বয়ের ইঙ্গিত?

ইরানের দৃষ্টিকোণ থেকে, ট্রাম্পের কৌশল হয়তো একটি সুযোগ। বাইডেন যেখানে বহু পক্ষীয় সমন্বয়ের ওপর জোর দিয়েছেন, ট্রাম্প বরাবরই একক চমকপ্রদ কূটনীতিতে আগ্রহী ছিলেন। তেহরান হয়তো ভাবছে, প্রতীকী কিছু ইঙ্গিত—উদাহরণস্বরূপ বোয়িংয়ের সঙ্গে নতুন চুক্তি, বা মার্কিন বিনিয়োগকারীদের জন্য তেল প্রকল্প—হোয়াইট হাউসকে একটি অসম চুক্তির দিকে টানতে পারে। ট্রাম্পের লেনদেনভিত্তিক দৃষ্টিভঙ্গি দৃশ্যমান ফলাফলকে কাঠামোগত সংস্কারের চেয়ে বেশি গুরুত্ব দেয়।

এই সম্ভাবনায় অনেকেই শঙ্কিত। একটি চুক্তি যা ইরানের ক্ষেপণাস্ত্র কর্মসূচি, প্রক্সি যুদ্ধ, ও ঘরোয়া দমন-পীড়নের ওপর কোনো নিয়ন্ত্রণ ছাড়াই নিষেধাজ্ঞা তুলে দেয়, তা আরও আগ্রাসনকে উৎসাহিত করতে পারে। ২০১৫ সালের পর অঞ্চল অনেক বদলে গেছে। আব্রাহাম চুক্তি নতুন মৈত্রী গড়েছে, আর ৭ অক্টোবর হামাসের হামলা—যার পেছনে ইরানি সহায়তা ছিল বলেই ধারণা করা হয়, তা পশ্চিমা দেশগুলোর সরকারকে আরও কঠোর করে তুলেছে।

যদি একটি পারমাণবিক চুক্তি হয়েও যায়, প্রশ্ন থেকে যায়: এটি কী ধরনের শান্তি নিশ্চিত করবে? এটি কি কূটনীতির জন্য সময় কিনবে, না কি কেবল অনিবার্যতা বিলম্বিত করবে? তার চেয়েও উদ্বেগজনক, খারাপভাবে গড়া চুক্তি কি নতুন এক অস্ত্র প্রতিযোগিতা শুরু করতে পারে, যেখানে সৌদি আরবসহ অন্যরা নিজস্ব পরমাণু সক্ষমতা গড়ার চিন্তা শুরু করবে?

এই মুহূর্তে যা প্রয়োজন তা শুধু একটি চুক্তি নয়, বরং একটি কৌশল—যা পারমাণবিক নিয়ন্ত্রণকে আঞ্চলিক প্রতিরোধের সঙ্গে, অর্থনৈতিক সম্পৃক্ততাকে মানবাধিকার উদ্বেগের সঙ্গে এবং স্বল্পমেয়াদি কূটনীতিকে দীর্ঘমেয়াদি বাস্তবতার সঙ্গে একীভূত করবে। ওয়াশিংটনের চ্যালেঞ্জ হলো সহজ বিজয়ের মোহে না পড়ে এমন একটি সমাধানে পৌঁছানো—যা কার্যকর, বিস্তৃত এবং মধ্যপ্রাচ্যের বৃহত্তর নিরাপত্তা কাঠামোর সঙ্গে সামঞ্জস্যপূর্ণ।

ট্রাম্প প্রশাসন এমন কৌশলগত দূরদর্শিতা দেখাতে পারবে কি না, তা এখনও অনিশ্চিত। প্রেসিডেন্ট ট্রাম্পের বৈদেশিক নীতির রেকর্ড অগোছালো, নাটকীয় পদক্ষেপ থেকে হঠাৎ প্রত্যাহার পর্যন্ত, অনেকক্ষেত্রেই অগ্রগতিহীন। তবুও ইতিহাস দ্বিতীয় সুযোগ দিতে জানে। যদি ট্রাম্প নিজেকে ট্যারিফ আর টুইটের ঊর্ধ্বে তুলে ধরতে চান, তাহলে একটি টেকসই, যাচাইযোগ্য ইরান চুক্তি—যা ঘরোয়া বিশ্বাসযোগ্যতা ও আন্তর্জাতিক সম্মান অর্জন করবে—সেটিই হতে পারে তার জন্য উপযুক্ত সূচনা।

কিন্তু সময় ফুরিয়ে আসছে। ইরানের পারমাণবিক ঘড়ি চলছে, আঞ্চলিক উত্তেজনা বাড়ছে, এবং পারস্পরিক আস্থা—যেটুকু ছিল—তা এখন বিলীন হয়ে যাচ্ছে। এখন যা দরকার তা হলো উদ্দেশ্যের স্বচ্ছতা, নেতৃত্বে স্থিরতা এবং অতীত ভুল থেকে শেখার বিনয়। ওয়াশিংটন হয়তো এই পারমাণবিক অচলাবস্থার সমাধান করতে পারবে। তবে তা করতে হলে, প্রথমে তাদের নিজেদের দ্বিধা কাটাতে হবে। তারা কি সত্যিই শান্তি চায়, না কি চায় শুধু একটি শিরোনাম?

Fighting over water is a sign of failure, not strength

Few diplomatic agreements survive the forces of hatred, bullets and bombings. Yet for 65 years, the Indus Waters Treaty has endured. Today, rash decisions risk ending one of South Asia’s few durable successes.

A tragic and deadly shooting in Kashmir on April 22 has provoked India into suspending the treaty. Pakistan, predictably, has escalated in response. Neither side seems to grasp what is at stake.

The Indus system isn’t a mere river network; it’s a life source for both nations. More than 80 per cent of Pakistan’s irrigated agriculture draws water from it. India’s farmers and hydropower projects rely on it too. Playing politics with water is a reckless gamble with millions of lives. Brokered by the World Bank, the treaty gives the eastern rivers to India and the western ones to Pakistan. That balance has kept the peace – at least on the rivers.

In reality, India cannot suddenly block Pakistan’s access to the rivers. India currently lacks the infrastructure to do so. But symbolism matters. By suspending treaty obligations, India damages its image as a responsible rising power. Pakistan’s bluster – that it will respond with “full force” – is even worse. It treats the flow of water not as a shared necessity but as a trigger for war. The region cannot afford such dangerous bravado.

As politicians grandstand, the Himalayan glaciers are melting. Water is becoming more scarce, exacerbating droughts as floods become deadlier. The Indus Waters Treaty must be updated, not suspended, to cope with these realities. Cooperation on climate resilience, new dispute mechanisms and smarter agriculture should be on the agenda instead of acts of retaliation.

If India weaponises water today, China might consider similar measures tomorrow. China, after all, controls the Brahmaputra headwaters. Once the norm of water-sharing treaties collapses, no country will be safe.

Indian Prime Minister Narendra Modi’s supposed assertion that “blood and water can’t flow together” captures national grief. But the solution is not to punish Pakistani farmers, students and workers who have nothing to do with terrorism. Collective punishment is not justice; it is vengeance.

The Indus system does not belong to any government. It belongs to the millions who till fields, herd cattle and fish its waters. They will suffer first if rivers become a chess piece in political games. Weaponising water is not a show of strength. It is a sign of strategic failure. India and Pakistan must choose peace – not because it is easy, but because it is the only rational choice left.

Why Bangladesh’s Economic Turmoil Is Self-Inflicted

Bangladesh has rarely looked so vulnerable. A nation once celebrated for its developmental strides—outpacing its South Asian peers in growth, garment exports worth $70 billion, and human development indicators—is now perilously close to economic self-immolation. The signs are all there: a beleaguered industrial base, a collapsing banking sector, vanishing investor confidence, and a government seemingly more interested in appearances than in action. At the heart of this crisis is a gas shortage that speaks less to scarcity and more to staggering mismanagement—a self-inflicted industrial wound whose consequences are now reverberating through every pillar of the economy.

The textile and garment industries, which generate 85 percent of Bangladesh’s export income and employ millions, are being throttled by chronic and unpredictable gas outages. Factory owners, who once anchored the country’s global competitiveness, are now literally begging for stability. Their desperation has spilled onto the pages of national newspapers, as industrial associations like the BGMEA and BTMA plead for intervention—not handouts, but simply the reliable supply of energy they’ve paid a premium for. These businesses have seen their costs balloon as they are forced to fly products out to meet international deadlines. That’s not commerce; that’s triage.

This is not a crisis born of bad luck. It is the predictable outcome of years of poor governance, willful neglect, and corruption dressed up as policy. Rather than investing in domestic gas exploration—an area with considerable untapped potential—successive governments favored imported LNG, a market fraught with opacity and opportunities for graft. Meanwhile, the gas that is available is being misallocated, diverted toward power plants and fertilizer factories at the expense of industries that keep the economy afloat.

Then there’s the issue of systemic leakage—both literal and figurative. A staggering 20 percent of the nation’s gas supply is lost to theft, inefficiency, and aging infrastructure. In a country where energy is as vital as oxygen to the body politic, allowing such hemorrhaging is tantamount to criminal negligence. It is little wonder that Bangladesh is failing to attract the manufacturing investments fleeing China amid global geopolitical shifts. Instead of leveraging the moment, the country has managed to become a cautionary tale.

This is where leadership is supposed to step in. Not with platitudes or panels but with a plan—a real one. Bangladesh needs nothing less than a Marshall Plan for energy. In the immediate term, illegal gas connections must be cut, system losses slashed, and existing contracts renegotiated to reflect the urgency of the crisis. In the medium term, the government must fast-track domestic exploration projects through transparent international bidding. And in the long term, it must pivot decisively toward renewable sources like solar and wind—not just as a climate imperative but as an economic one.

But to focus solely on energy is to ignore the broader rot. Bangladesh’s economic decline is neither sudden nor isolated. It is systemic. Private sector credit growth is in free fall, suggesting that businesses see no reason to expand and banks no incentive to lend. Nineteen banks now face a combined capital shortfall of Tk 1.71 trillion—numbers so large they lose meaning until you realize they threaten the solvency of the entire financial system. Meanwhile, the country’s $70 billion garment sector—the envy of the region—is at risk from falling global demand and the threat of U.S. tariff hikes.

Foreign direct investment is now at its lowest point in six years, according to Bangladesh Bank data. Investors, both foreign and domestic, are spooked. The absence of political stability, the perception of a caretaker government adrift, and the slow-motion collapse of the rule of law have created a toxic environment for risk-taking. The only economic metric offering a glimmer of hope is remittances, which hit a record $2.75 billion in April, as reported by the Bangladesh Bank. But remittances are not a strategy. They are a lifeline—useful, yes, but also a sign that too many of Bangladesh’s citizens see opportunity only in flight.

The interim administration, initially lauded for its technocratic competence and moral clarity, has squandered its credibility. Instead of wielding its authority to implement critical reforms, it has taken refuge in academic conferences and political distractions. There is a tragic irony in a country that has too many economists in government and too few economics-based policies. This is not the time for seminars and symposiums. It is the time for painful, necessary decisions.

To restore its footing, Bangladesh must embrace radical pragmatism. First, energy security must be treated as a non-negotiable national priority. Privatizing gas distribution may be politically sensitive, but it is economically unavoidable if we hope to stamp out inefficiency and cronyism. Second, the banking sector requires not just reform but triage. Zombie banks must be wound down, loan defaulters prosecuted, and regulatory oversight strengthened. Third, export diversification should move from policy documents to factory floors. The world needs Bangladeshi pharmaceuticals, IT services, and leather goods—if only they could be delivered at scale and quality.

Fourth, the country must improve its abysmal ease of doing business. Investors are not saints; they need certainty, protection, and profit. Offer tax holidays. Slash red tape. Digitize approvals. Finally, and perhaps most critically, political certainty must be restored. No investor, no entrepreneur, no foreign partner will engage meaningfully with a country where the next election is either a question mark or a powder keg.

These are not radical ideas. They are common sense. But common sense is often in short supply in regimes too preoccupied with optics to confront their own dysfunction.

Bangladesh has arrived at a critical juncture. It can either make the leap toward real reform, painful as that may be, or it can watch its hard-earned progress unravel. The specter of Sri Lanka’s recent economic implosion looms large—a once-promising South Asian economy undone by hubris and delay. That is a future Bangladesh must avoid at all costs.

What’s at stake here is more than GDP or credit ratings. It’s the dignity of laborers forced into joblessness. It’s the solvency of banks entrusted with people’s life savings. It’s the faith of global partners who once looked at Bangladesh as a model of post-colonial success. And it’s the hope of a generation raised on the belief that they would live better lives than their parents.

The path forward exists, but only if the government stops talking and starts acting. Because in economics, as in life, inaction is a choice too—and one with consequences.

Dhaka’s Humanitarian Corridor and the Shadows of Geopolitics

The announcement that Bangladesh has agreed in principle to allow a 'Humanitarian Corridor' into Myanmar’s Rakhine State under UN supervision should evoke more than polite nods from international observers. It ought to trigger a serious debate about the unintended consequences of well-meaning interventions, especially when geography, geopolitics, and internal instability intersect so precariously.

Bangladesh, long a reluctant host to over a million Rohingya refugees fleeing Myanmar’s military persecution, now finds itself in the eye of yet another humanitarian cyclone. This time, however, it risks shifting from passive recipient to active conduit. And that transition—however noble it might appear—carries layers of risk that Dhaka must confront with eyes wide open.

To begin with, the corridor isn’t just a road to deliver aid. It is, by design or default, a channel of political signal and strategic influence. The argument for the corridor is steeped in immediate humanitarian need: famine-like conditions in Rakhine, the collapse of local economic structures, and the prospect of a fresh wave of refugees pouring into Bangladesh. The United Nations and various rights groups have painted a grim picture—one where food is scarce, access blocked, and despair growing. Under such urgency, the call for humanitarian corridors often becomes irresistible. But history tells us that these corridors rarely remain confined to their original mandate.

Consider Grozny in Chechnya, Aleppo in Syria, or Donbas in Ukraine. Humanitarian corridors in these conflict zones were not insulated highways for aid but rather became contested spaces—rife with manipulation, militarization, and in some cases, covert arms trafficking. Even the most benevolent intentions are vulnerable to strategic abuse. Why would Bangladesh’s experience be any different?

Indeed, the geography alone should give policymakers in Dhaka sleepless nights. The corridor would traverse or abut areas controlled by the Arakan Army, a well-armed ethnic insurgent group currently fighting Myanmar’s junta. While they are not officially designated as terrorists, their record of human rights violations, including against Rohingya populations, is unsettling. Moreover, the military junta—still clinging to control in Naypyidaw—has shut off nearly every logistical artery to Rakhine, except the one potentially through Bangladesh. That exclusivity makes the corridor not just a humanitarian lifeline but a strategic artery in a regional power contest.

And here lies the rub. No corridor operates in a political vacuum. Bangladesh now risks being drawn—perhaps unwillingly—into a complex tripartite dynamic: between the Myanmar junta, the Arakan Army, and the civilian Rohingya population. Add to that the silent yet powerful interests of China and India—both of whom have strategic stakes in Rakhine—and suddenly, a humanitarian passageway begins to look a lot like a chessboard.

To complicate matters, there has been little domestic consensus within Bangladesh on the matter. According to several analysts and former diplomats, the proposal has not gone through comprehensive consultation within the government or with civil society. In fact, some key stakeholders involved in Rohingya policy reportedly learned of the decision through the media. Transparency, it seems, was sacrificed at the altar of expediency.

This is particularly troubling given that the corridor could become a long-term arrangement. If aid continues to flow, what mechanisms exist to monitor and guarantee that it reaches civilians and not combatants? How does Bangladesh plan to verify the end-use of the supplies? And who takes responsibility if the corridor is used as a cover for something far less benign—say, arms smuggling or narcotics trafficking?

Any proposed corridor, even if endorsed by the United Nations, must be placed firmly under Dhaka’s full operational control. Without such oversight, the risk of unforeseen and potentially destabilizing developments cannot be ruled out. The warning is both prudent and timely—yet, as is often the case in geopolitics, the most consequential challenges lie buried in the details, which remain troublingly opaque.

Further adding to the geopolitical anxiety is the broader regional context. China has long supported infrastructure projects through Rakhine, including the strategic Kyaukphyu port, which gives Beijing access to the Bay of Bengal. India, too, has economic interests in the region. The United States, meanwhile, has been quietly attempting to nudge Bangladesh into a more pro-Western posture, particularly as a hedge against growing Chinese influence. If this corridor becomes an entry point for Western humanitarian aid, it might inadvertently deepen regional fault lines.

And let’s not forget the one million-plus Rohingya already residing in camps in Cox’s Bazar. The corridor could, paradoxically, normalize their long-term displacement. If aid is seen flowing freely into Rakhine without any serious attempt to guarantee Rohingya repatriation, international urgency on the matter could dissipate. Worse, it might cement the idea that the crisis is being “managed,” rather than resolved.

There’s also the disturbing prospect that the corridor could become an incentive for more displacement. If fleeing civilians know aid flows better outside their borders, the corridor could unintentionally become a pipeline for new refugees. That’s not just speculation—UN reports already warn that famine and conflict may soon push more people toward Bangladesh’s borders.

To its credit, Dhaka has placed conditions on the corridor, but what those are remains undisclosed. Without public clarity, assurances ring hollow. “Where are the terms? Who are the implementing partners? What is the exit strategy?”. These are not minor administrative details—they are the essential safeguards for national sovereignty and regional stability.

So, what should Bangladesh do? First, it must insist on a multilateral framework that includes not just the UN but key regional powers—China, India, ASEAN—each with their own stakes in ensuring that the corridor does not spiral into a zone of armed logistics. Second, Dhaka should condition continued support on measurable benchmarks: transparency in aid distribution, third-party monitoring, and a viable repatriation mechanism for Rohingya refugees. Third, the Bangladeshi government must bring the conversation into the public sphere. Major security decisions taken behind closed doors tend to backfire when consequences unfold in full daylight.

Lastly—and most critically—Bangladesh must avoid being cast as a pawn in the larger geopolitical game. A humanitarian corridor may save lives, yes. But it must not cost a country its strategic autonomy.

Humanitarianism is not a weakness. But when entangled with geopolitics, it demands the steel of realism. Bangladesh, while commendably compassionate, must now also be calculating. A corridor may serve short-term relief, but it must not pave the road to long-term insecurity. Otherwise, today’s noble gesture may become tomorrow’s regrettable blunder.

আদানি চুক্তি ও দুর্নীতির দায়

দুর্নীতির এক বিশেষ ধরণ আছে, যা উন্নয়নের মোড়কে আত্মপ্রকাশ করে—যেখানে সরকারের একটি অসাধু মহল ও কর্পোরেট কোম্পানিগুলো একে অপরের সুবিধার জন্য গোপন আঁতাতে জড়িয়ে পড়ে, অথচ মূল্যটা গুণতে হয় সাধারণ জনগণকে। ভারতের আদানি গ্রুপের সঙ্গে বাংলাদেশের পতিত আওয়ামী লীগ সরকারের যে বিদ্যুৎ চুক্তি হয়েছে, তা এই ঘৃণ্য বাস্তবতার এক নিখুঁত উদাহরণ। আপাতদৃষ্টিতে এটি একটি সাধারণ বিদ্যুৎ ক্রয়চুক্তি মনে হলেও, এটি এখন এক গভীর ষড়যন্ত্রে রূপ নিয়েছে। যার মাধ্যমে এক শক্তিশালী বিদেশি কোম্পানি বিপুল কর ফাঁকি দিয়ে গেছে, আর তার বোঝা বইতে হচ্ছে বাংলাদেশের জনগণকে।

অভিযোগগুলো যেমন গুরুতর, তেমনি সুস্পষ্ট। ভারতের অন্যতম বৃহৎ ব্যবসায়িক গ্রুপ আদানি, বাংলাদেশে বিদ্যুৎ সরবরাহের একটি লাভজনক চুক্তি করে—যার মাধ্যমে আমাদেরকে উচ্চমূল্যে বিদ্যুৎ কিনতে বাধ্য করা হয় এবং একই সঙ্গে আদানি গ্রুপকে প্রায় ৪.৫ বিলিয়ন টাকা কর মওকুফ দেওয়া হয়। উদ্বেগের বিষয় হলো, এই কর ছাড় জাতীয় রাজস্ব বোর্ডের (এনবিআর) অনুমোদন ছাড়াই দেওয়া হয়; এবং এটি হয়েছে নানা গোপন প্রক্রিয়া ও রাজনৈতিক প্রভাব খাটিয়ে। এই ধরনের অস্বচ্ছতা কোনো সাধারণ প্রশাসনিক ভুল নয়, বরং ইচ্ছাকৃত ব্যবস্থা। কারণ প্রাতিষ্ঠানিক নিয়ম মানলে হয়তো এই চুক্তি স্বচ্ছতার অভাবে বাতিল হয়ে যেত।

এ থেকে গুরুত্বপূর্ণ একটি প্রশ্ন উঠে আসে—দক্ষিণ এশিয়ায় রাষ্ট্রীয় পুঁজিবাদের ধরন সম্পর্কে, যেখানে রাজনৈতিক আনুগত্য আর করপোরেট সম্প্রসারণের মধ্যে পার্থক্য ক্রমেই অস্পষ্ট হয়ে উঠছে। আদানি চুক্তিটি কোনো বিচ্ছিন্ন ঘটনা নয়। এটি ছিল আগের সরকারের কিছু বৃহৎ প্রকল্পের একটি অংশ, যা ‘উন্নয়ন’ ও ‘প্রতিবেশীর সহযোগিতা’র প্রতীক হিসেবে তুলে ধরা হয়েছিল। কিন্তু এসব কূটনৈতিক চটকদারতার আড়ালে যে কঠিন বাস্তবতা লুকিয়ে ছিল, তা হলো—এই চুক্তিটি প্রতিযোগিতামূলক দরপত্র কিংবা বাজার দক্ষতার মাধ্যমে হয়নি, বরং দিল্লি ও ঢাকার রাজনৈতিক ক্ষমতার ঘনিষ্ঠতা থেকেই এটি এসেছে।

এই কেলেঙ্কারির কেন্দ্রে রয়েছেন একজন প্রাক্তন মুখ্য সচিব, যিনি আলোচনার সময় বিদ্যুৎ ও জ্বালানি মন্ত্রণালয়ের সচিব ছিলেন। পত্রিকায় প্রকাশিত প্রতিবেদনে জানা যায়, তিনি ও তৎকালীন হাসিনা সরকারের কয়েকজন শীর্ষ কর্মকর্তা এই চুক্তিটি স্বাভাবিক পর্যালোচনার প্রক্রিয়া এড়িয়ে দ্রুত বাস্তবায়নে সহায়তা করেন। দুর্নীতি দমন কমিশন (দুদক) এখন তদন্ত শুরু করলেও, তাদের প্রচেষ্টা বাধাগ্রস্ত হচ্ছে। পাওয়ার ডেভেলপমেন্ট বোর্ড (পিডিবি), যাদের কাছে এই চুক্তির গুরুত্বপূর্ণ নথি রয়েছে, তারা দুদকের অনুরোধে নির্ধারিত সময়সীমার মধ্যেও সাড়া দিচ্ছে না। এটি শুধু আমলাতান্ত্রিক বিলম্ব নয়—এটি উদ্দেশ্যপ্রণোদি  প্রতিবন্ধকতা। প্রশ্ন উঠছে: লুকানোর কিছু না থাকলে সহযোগিতায় বাধা কোথায়?

এই ব্যবস্থার মানবিক খরচও অনস্বীকার্য। যেখানে আদানি বিশাল করছাড় উপভোগ করেছে, তখন সাধারণ বাংলাদেশি নাগরিকরা ভুগেছে মূল্যস্ফীতি, জ্বালানির সংকট এবং স্থবির মজুরির চাপে এবং তাদেরকেই বাড়তি খরচ মেটাতে হচ্ছে। এটিই 'ক্রোনি ক্যাপিটালিজম' পুঁজিবাদের মূল চরিত্র: লাভ করপোরেশনের, ক্ষতি জনগণের। সরকার জনগণের সম্পদের অভিভাবক না হয়ে করপোরেট শোষণের সহায়ক রূপে কাজ করছে।

বাংলাদেশের বৈদেশিক মুদ্রার রিজার্ভ বিগত কয়েক বছর ধরেই চাপের মুখে রয়েছে। জ্বালানি, মূলধনী যন্ত্রপাতি ও কাঁচামালের আমদানি ব্যয় বেড়েছে, অথচ রেমিট্যান্স ও রপ্তানি আয় কমেছে। এই প্রেক্ষাপটে প্রতিটি ডলার—প্রতিটি টাকা—গুরুত্বপূর্ণ। "বিদেশি বিনিয়োগ" নামক মোড়কে কয়েক কোটি টাকার সম্ভাব্য রাজস্ব হারানো শুধু স্বল্পদৃষ্টির পরিচয় নয়; এটি চরম দায়িত্বহীনতা। তার উপর, ভারতের ঝাড়খণ্ড রাজ্যের গোদ্দা থেকে আদানির বিদ্যুৎ বাংলাদেশের জন্য যে খরচে আসছে, তা স্থানীয় উৎসের তুলনায় অনেক বেশি। এ নিয়ে অর্থনৈতিক যৌক্তিকতা নিয়েও প্রশ্ন উঠছে; এই চুক্তির মাধ্যমে কি আদৌ জনগণের উপকার হয়েছে, নাকি এটি কেবল রাজনৈতিকভাবে সুবিধাপ্রাপ্ত একটি একটি দলের দেউলিয়াত্ব প্রকাশ করার উপায় মাত্র?

আরও উদ্বেগজনক বিষয় হলো, আদানি গ্রুপের বিরুদ্ধে বিতর্কিত চুক্তি ও আর্থিক অনিয়মের অভিযোগ শুধু বাংলাদেশে নয়, অন্যান্য দেশেও রয়েছে। ভারতে শেয়ারমূল্য কৃত্রিমভাবে বাড়ানো ও সম্পদের মূল্য অতিরঞ্জনের অভিযোগ রয়েছে। যদিও আদানি এই অভিযোগ অস্বীকার করেছে, তবুও অভিযোগের পরিমাণ ও গুরুত্ব এটিকে বিচ্ছিন্ন ঘটনা বলে মানা যায় না। ২০২৩ সালে হিন্ডেনবার্গ রিসার্চের একটি প্রতিবেদন বিশ্বজুড়ে আলোড়ন তোলে, যেখানে আদানি গ্রুপের বিরুদ্ধে “নির্লজ্জ শেয়ার কারসাজি ও হিসাব জালিয়াতির” অভিযোগ আনা হয়। এর ফলে শেয়ারবাজারে বিলিয়ন ডলারের ধস নামে এবং ভারতে ও আন্তর্জাতিকভাবে নিয়ন্ত্রক সংস্থাগুলো তদন্ত শুরু করে।

বাংলাদেশের ক্ষেত্রে মূল অভিযোগ হলো—সরকারি কর্মকর্তাদের যোগসাজশে আদানি গ্রুপকে অবৈধ করছাড় দেওয়া হয়েছে। যদি এটি প্রমাণিত হয়, তবে এটি কেবল একটি করপোরেশনের লোভ নয়; এটি হবে একটি প্রাতিষ্ঠানিক দুর্নীতির চিত্র—যেখানে করপোরেশন ও সরকারী কর্মকর্তা উভয়ই জড়িত। দক্ষিণ এশিয়ার অন্যতম বড় শিল্পগোষ্ঠী যদি আইনের ঊর্ধ্বে অবস্থান করে প্রশাসনিক সহায়তা পায় এবং কোনো জবাবদিহির মুখোমুখি না হয়, তবে গণতান্ত্রিক প্রতিষ্ঠানগুলোর বিশ্বাসযোগ্যতা চরমভাবে ক্ষতিগ্রস্ত হয়।

তদন্তের পথ যেন অবরুদ্ধ না হয়, সেটা নিশ্চিত করতে হবে। কয়েকটি গুরুত্বপূর্ণ প্রশ্নের জবাব দিতে হবে—এই করছাড় কি আইনসঙ্গত ছিল, নাকি একটি প্রতিবেশী রাষ্ট্রের সরকারের বিশেষ মদদপুষ্ট করপোরেশনের জন্য বিশেষ সুবিধা? এনবিআরকে পাশ কাটানোর নির্দেশ কে দিয়েছিল, কোন ক্ষমতার ভিত্তিতে? সাবেক কর্মকর্তারা কীভাবে এই চুক্তিকে ত্বরান্বিত করেছেন? আর পিডিবি কেন প্রয়োজনীয় নথিপত্র সরবরাহে ব্যর্থ হচ্ছে? দুর্নীতির একমাত্র প্রতিষেধক হচ্ছে স্বচ্ছতা, আর তা না থাকলে জনগনের আস্থা ক্রমশই ক্ষয়ে যাবে।

নতুন সরকার, যারা সংস্কার ও জবাবদিহিতার অঙ্গীকার নিয়ে ক্ষমতায় এসেছে, তাদের এখন নিজেদের বিশ্বাসযোগ্যতা প্রমাণের মুহূর্ত। তারা কি সত্যের পক্ষে দাঁড়াবে, যেটি হয়তো অতীতের ক্ষমতাবানদের বিরুদ্ধে যাবে, নাকি চেনা পথে হেঁটে সবকিছু ধামাচাপা দেবে? মনে রাখতে হবে, একটি দেশ এক দিনে দুর্নীতিগ্রস্ত হয় না। দুর্নীতি ধীরে ধীরে প্রবেশ করে —নীরব সম্মতিতে বৈধতা পায়, আর বিচারহীনতার মাধ্যমে প্রাতিষ্ঠানিক হয়ে ওঠে।

সারকথা, এটি শুধু একটি চুক্তির প্রশ্ন নয়—এটি প্রশ্ন তোলে, বাংলাদেশ কেমন দেশ হতে চায়? যদি রাষ্ট্র দুর্নীতিকে প্রশ্রয় দেয়, তবে সেটি আর ন্যায়নিষ্ঠ বা গণতান্ত্রিক দেশ হতে পারে না। রাষ্ট্রীয় প্রতিষ্ঠানগুলোর স্বচ্ছতা বলতে যদি কিছু থাকে, তাহলে তাদের করপোরেট প্রভাব ও রাজনৈতিক সুবিধাবাদিতার বিরুদ্ধে দাঁড়াতে হবে। আদানি কেলেঙ্কারি প্রমাণ করার সুযোগ—কেউই আইনের ঊর্ধ্বে নয়, যতই ক্ষমতাবান হোক না কেন। বাংলাদেশের জনগণ এর চেয়ে কম কিছু পাওয়ার যোগ্য নয়।

এছাড়াও, এই ঘটনা আমাদের বিদেশি বিনিয়োগ (FDI) সম্পর্কিত কৌশল নতুন করে ভাবতে বাধ্য করে। বিনিয়োগ নিজেই কোনো লক্ষ্য নয়; এটি টেকসই উন্নয়ন, প্রযুক্তি স্থানান্তর ও ন্যায্য প্রবৃদ্ধির একটি মাধ্যম। এমন চুক্তি, যা শুধুমাত্র বিনিয়োগকারী ও কিছু কর্মকর্তার উপকারে আসে তা মূল লক্ষ্যকেই ব্যর্থ করে দেয়। সরকারকে এখন কঠোর নিয়ন্ত্রক কাঠামো গড়ে তুলতে হবে। সরকারি ক্রয়-বিক্রয়ে স্বচ্ছতা নিশ্চিত করতে হবে এবং কর আইন প্রয়োগে কোনো ব্যতিক্রম করা চলবে না।

তদন্ত হোক বাধাহীন। সত্য উন্মোচিত হোক। আর বিচার হোক—নির্বাচিতভাবে নয়, সবার জন্য সমানভাবে। এর কম কিছু হলে, জনগণের বিশ্বাসের সঙ্গে আরেকবার বিশ্বাসঘাতকতা হবে। বাংলাদেশ করপোরেট লোভ ও রাজনৈতিক সুবিধাবাদিতার খেলাঘর হতে পারে না। বাংলাদেশ একটি গণতান্ত্রিক রাষ্ট্র হিসেবে যদি তার অবস্থান দৃঢ় করতে চায়, তবে কর্পোরেট ক্ষমতা ও রাজনৈতিক সুবিধাভোগীদের অন্ধ ছাড় দেওয়ার সংস্কৃতি বন্ধ করতেই হবে।
