Russia's African Play

M. A. Hossain,

When Dmitry Medvedev, former Russian president and current deputy chair of Russia’s Security Council, addressed the Liberation Movements Summit in South Africa on July 27, his message was as predictable as it was provocative: Russia stands with Africa in the fight against neocolonialism and envisions a multipolar world. Coming from a Kremlin official, this claim may appear noble at first glance—until one examines the underlying logic, the historical baggage, and the realpolitik shaping Moscow’s African charm offensive.

The summit brought together ruling parties with anti-colonial roots—South Africa’s ANC, Zimbabwe’s ZANU-PF, Mozambique’s FRELIMO, Namibia’s SWAPO, and Tanzania’s CCM. These are parties with storied pasts, forged in the fires of liberation wars, many of which were backed by Soviet arms and ideology during the Cold War. Medvedev’s remarks framed these parties as guardians of sovereignty and developmental progress, touting their legitimacy not only in history but in the future of global pluralism.

But historical memory and contemporary alliances often diverge.

There is no denying that Russia’s growing footprint in Africa taps into a deep well of postcolonial disillusionment. For many African nations, political independence did not translate into economic sovereignty. Decades after European withdrawal, Western corporations still dominate resource extraction, and the Bretton Woods institutions often seem more like gatekeepers than partners. The result has been a lingering sense that colonialism never truly ended—it just evolved.

Russia, keen to reassert itself globally in the face of Western sanctions and isolation following its invasion of Ukraine, has cleverly tapped into this sentiment. Medvedev’s appeal was laced with references to “ideologues of neocolonialism” and “equal partnerships.” Foreign Minister Sergey Lavrov has echoed similar lines, accusing the West of economic exploitation. Such rhetoric has struck a chord with leaders disenchanted with the asymmetries of the Western-led order.

And yet, to accept Russia as a liberating force in Africa demands a suspension of disbelief.

If neocolonialism is defined as the economic dominion of sovereign nations under the guise of cooperation, then Russia’s actions warrant scrutiny as much as those of the West. Moscow’s military ties in Africa are expanding rapidly—Wagner mercenaries in the Central African Republic and Mali, arms deals across the continent, and intelligence-sharing agreements with autocratic regimes. These arrangements often lack transparency and accountability. Russian partnerships, while devoid of the moral posturing typical of Western democracies, are far from altruistic.

The idea of a multipolar world (an appealing concept to postcolonial states) is increasingly used as a diplomatic euphemism for alignment with non-Western power centers. Yet the benefits of such partnerships remain uneven. In Mali and Burkina Faso, Russian support has coincided with growing repression and shrinking civic space. While the Kremlin promises “respect for sovereignty,” it often gravitates toward regimes that muzzle opposition and rely on coercion, not consent.

This isn't to say that African countries are mere pawns in a great power game. Quite the contrary—they are navigating a world of constrained choices, reshaping their foreign policy around a strategic mix of Chinese investment, Russian arms, Gulf State capital, and Western aid. The shift is less ideological than pragmatic. Leaders want roads, power plants, and trade—regardless of whether it comes with liberal sermons or Kremlin silence.

Still, there is an undeniable symbolism to the Liberation Movements Summit. It reflects a continent increasingly confident in its agency, willing to rewrite the rules of engagement with former colonial powers and emerging ones alike. Gwen Ramokgopa of South Africa’s ANC put it succinctly: political liberation is not enough. Economic emancipation is now the goal.

But how does one achieve that without repeating the mistakes of the past? Aligning with Russia may help loosen Western conditionalities, but it won’t solve Africa’s structural problems: underdeveloped infrastructure, poor education systems, and endemic corruption. Russian trade and military cooperation are not substitutes for institutional reform or industrial diversification.

History offers sobering lessons. The Cold War-era alliances between the USSR and African liberation movements were driven more by ideological rivalry than genuine development. While Soviet aid helped win independence, it rarely built enduring economic capacity. The collapse of the USSR left many of its African allies adrift, exposing the fragility of partnerships built more on geopolitics than on shared prosperity.

Today’s Russia is not yesterday’s Soviet Union, but its motivations are just as strategic. Facing economic sanctions, international isolation, and battlefield challenges in Ukraine, Moscow needs Africa—not only for diplomatic support at the United Nations, but also for alternative markets, arms deals, and mineral access. In that light, Medvedev’s speech reads less like an ode to African empowerment and more like a realpolitik maneuver to secure influence in a shifting global landscape.

Even so, the West would be foolish to dismiss Russia’s overtures. The language of anti-imperialism carries weight in postcolonial societies. Decades of moralistic diplomacy—often undermined by military interventions, unfair trade terms, and migration hypocrisy—have tarnished the West’s image in Africa. When Western leaders preach human rights while ignoring the economic realities imposed by their own corporations, they create a credibility vacuum that rivals are eager to fill.

The challenge for the West is not merely to counter Russia’s narrative, but to offer a better one. That means shifting from extractive economic relations to genuine partnerships—investing in African value chains, supporting debt restructuring, and engaging African civil societies rather than just their rulers.

For Africa, the future lies not in choosing between East and West, but in mastering the art of strategic non-alignment—leveraging multiple partnerships to advance domestic development goals. Multipolarity, if truly rooted in mutual respect and economic inclusion, can serve that purpose. But if it becomes a euphemism for siding with authoritarian benefactors against liberal hypocrites, it will fail the very people it claims to empower.

Medvedev’s address reflects a broader geopolitical recalibration. Russia is using history and ideology to position itself as a partner of choice for a continent still scarred by colonialism. But rhetoric alone is not redemption. Africa’s liberation movements, now ruling parties, must decide whether Russia offers merely a new suitor—or a new path. The answer will determine whether multipolarity becomes a means of empowerment, or just another version of dependency cloaked in new colors.

ASEAN’s Silent Test

M A Hossain,

Border disputes are never only about geography. They are about the weight of history, the politics of memory, and the insecurities of nations. The renewed violence between Thailand and Cambodia, erupting on July 24, 2025, near the centuries-old Khmer-Hindu temple of Prasat Ta Muen Thom, is yet another reminder that unresolved pasts have a way of breaking into the present.

What began as a landmine incident injuring Thai soldiers spiraled into a full-blown crisis. Thailand installed barbed wire along a disputed section of the frontier. Cambodia accused Bangkok of provocation. Diplomatic gestures turned hostile: ambassadors recalled, border crossings sealed, armies mobilized. The predictable outcome followed by barrages, rocket fire, airstrikes, and civilians caught in between. Eleven Thai civilians and a soldier are confirmed dead. Cambodian rockets struck villages, forcing the evacuation of tens of thousands. Thailand retaliated with F-16 airstrikes. Phnom Penh denies its own losses, claiming self-defense, while Bangkok insists the aggression began on the other side. The script is old; only the victims are new.

This is not an isolated flare-up. In May, similar clashes claimed lives, but backchannel diplomacy quieted the guns. This time, the violence has escalated further, signaling a dangerous shift. The deployment of airpower suggests a willingness to expand beyond local skirmishes. And the political relationship between the two neighbors is in free fall, now at its lowest point in years.

The roots of this dispute lie in colonial-era cartography. The borders that divide Thailand and Cambodia were drawn not by them but by the French and British, leaving behind ambiguities that became time bombs. For Cambodians, temple complexes like Ta Muen Thom are sacred proof of Angkorian civilization—a reminder of a cultural golden age. For Thais, they are part of a heritage they once influenced. Both nations interpret history through lenses of pride and grievance. Compromise becomes betrayal. Concessions feed nationalist outrage.

History offers chilling echoes. In 2011, a similar fight erupted near the Preah Vihear temple, killing 28 and displacing tens of thousands. At that time, the Association of Southeast Asian Nations(ASEAN), managed enough dialogue to calm tensions. Today, the same ASEAN looks weaker. It is overstretched by Myanmar’s civil war, rifts over the South China Sea, and the deepening U.S.-China rivalry. The region’s capacity for crisis management has withered just as the risks have grown.

This matters far beyond a few kilometers of jungle. Southeast Asia has built its modern identity on economic dynamism and relative peace. A border conflict between two ASEAN members threatens to fracture that image. It exposes the limits of the so-called “ASEAN Way”—consensus, non-interference, endless dialogue without resolution. It risks setting off an arms race, as both countries invest in military modernization to deter future incidents. It disrupts the lives of border communities whose livelihoods depend on trade and tourism.

And like all unresolved conflicts, it tempts outside powers. Cambodia has deep ties with China. Thailand retains security links with the United States. Prolonged militarization makes it easier for these rival powers to turn a bilateral dispute into another pawn on the Indo-Pacific chessboard. The Emerald Triangle where Thailand, Cambodia, and Laos meet has always been geopolitically fragile. If Laos feels threatened or external actors meddle, the conflict could spiral beyond the control of either Bangkok or Phnom Penh.

The humanitarian costs are already mounting. Forty thousand villagers have been forced to leave their homes. Shelling has struck hospitals. Refugees may soon spill across borders, joining the region’s existing crises from Myanmar. Every passing day of violence risks leaving deep scars that will last far longer than any ceasefire.

Where is ASEAN in all this? It has frameworks on paper: the Treaty of Amity and Cooperation, the ASEAN Regional Forum, the Institute for Peace and Reconciliation. Indonesia could, in theory, reprise its role as a mediator. But ASEAN’s greatest virtue (its consensus-based, non-interfering diplomacy) is also its greatest weakness. It can encourage dialogue, but it cannot compel. If either Thailand or Cambodia chooses to dig in, ASEAN is reduced to issuing polite calls for restraint, even as the guns keep firing.

Ultimately, the real question is one of political will. Neither country benefits from a prolonged conflict. Both rely on tourism and trade. Both are proud members of ASEAN’s economic integration. Yet both governments are hemmed in by domestic nationalist pressures. In Bangkok and Phnom Penh, appearing conciliatory carries a steep political cost. And so the logic of escalation continues: each side believing it cannot afford to blink first, even if both risk far more by not blinking at all.

The long-term consequences of inaction are severe. Prolonged militarization will deepen distrust and make future border demarcation even more difficult. Humanitarian fallout will burden local communities already under strain. Trade disruptions will undermine ASEAN’s dream of a seamlessly connected region. And in the worst-case scenario, this local dispute could become entangled in the broader strategic rivalry between major powers, making Southeast Asia once again a playground for someone else’s ambitions.

But none of this is inevitable. History shows that even bitter disputes can be managed when pragmatism prevails. In 2011, after deadly clashes, the two sides ultimately returned to dialogue. In quieter times, Thailand and Cambodia have managed to cooperate on trade, security, and even joint tourism projects. There is still room for diplomacy, if both governments are willing to rise above short-term political gain and think of the longer-term costs.

Borders drawn by colonial powers will always carry the risk of resentment. Yet in the twenty-first century, clinging to grievances from the past serves no one. The temples along the Thai-Cambodian frontier are ancient, but the needs of the people living there are not. They want safety, stability, and prosperity—not another generation condemned to live under the shadow of guns.

The time for nationalist posturing is over. Southeast Asia cannot afford another festering conflict while it faces bigger challenges—from climate crises to great-power competition. What it needs now is quiet, determined diplomacy, not loud threats. The region’s future as a zone of peace and growth depends less on distant superpowers than on the ability of its own neighbors to settle old arguments with wisdom rather than weapons.

Tulsi Gabbard’s Revelations and the Fragile Line Between Intelligence and Politics

M A Hossain,

By any measure, Tulsi Gabbard’s latest disclosure as Director of National Intelligence is explosive. By declassifying a 2020 House Intelligence Committee report that allegedly reveals Barack Obama’s role in shaping the narrative of Russian interference in the 2016 election, Gabbard has reignited one of the most divisive chapters in recent American history. Her allegation is not merely that mistakes were made, but that a former president deliberately weaponized intelligence to delegitimize his successor—a claim that, if true, would amount to one of the most serious abuses of power in modern times.

But as with so many controversies in Washington, the story is less about black-and-white truths and more about competing narratives that reflect a deeper struggle over the integrity of American institutions. To assess the gravity of these claims, it is worth looking past the political theater and considering the broader historical and institutional context.

A History of Politicized Intelligence

The notion that intelligence can be politicized is neither new nor uniquely American. From the fabricated Gulf of Tonkin incident that escalated the Vietnam War to the infamous claims of weapons of mass destruction used to justify the invasion of Iraq, history is filled with examples of intelligence selectively presented—or manipulated—to achieve political ends. What Gabbard is alleging, however, strikes at the heart of the democratic transfer of power: that a sitting administration engineered a narrative to weaken a duly elected successor before he even took office.

According to Gabbard’s reading of the newly released report, Obama bypassed standard interagency processes in early 2017 to ensure the Intelligence Community Assessment concluded that Vladimir Putin favored Donald Trump. That assessment was published just days before Trump’s inauguration, creating a political and media environment in which his presidency was immediately viewed through the lens of Russian interference.

It’s worth recalling that the conclusion—namely, that Russia sought to help Trump—was accepted by virtually every major U.S. intelligence agency and echoed in the Mueller investigation, which documented extensive Russian efforts to sow discord online. But Gabbard’s contention is that dissenting views suggesting that Russia’s operational capacity and strategic intent were overstated were allegedly buried because they undermined the prevailing narrative.

Why This Matters

At first glance, this might sound like just another skirmish in America’s never-ending partisan wars. Yet if Gabbard’s claims are substantiated, the implications would be profound. For decades, the peaceful transfer of power has been the bedrock of the American experiment. The idea that an outgoing administration could actively work to delegitimize an incoming one would mark a dangerous escalation in the erosion of democratic norms.

Even in moments of intense political rivalry—say, between John Adams and Thomas Jefferson, or Herbert Hoover and Franklin Roosevelt—outgoing presidents have generally respected the principle that their successor deserves a clean slate. If Obama indeed orchestrated a last-minute intelligence campaign to shape public perception of Trump, it would not simply be a political maneuver; it would be a fundamental breach of trust.

The Problem of Selective Memory

Of course, the other side of this story cannot be ignored. Russia did interfere in the 2016 election, a fact confirmed not just by intelligence agencies but also by independent cybersecurity experts. Moscow’s goals were to sow chaos, undermine faith in American democracy, and exploit existing political divisions. Whether Vladimir Putin explicitly sought to elect Trump remains debated, but dismissing Russian interference entirely—as some Trump allies have tried to do—is intellectually dishonest.

Moreover, the “Russia Hoax” label itself can be misleading. Even the Mueller report, while finding insufficient evidence of a criminal conspiracy between Trump’s campaign and the Kremlin, did not exonerate Trump’s team of questionable contacts with Russian intermediaries. Gabbard’s disclosure does not erase the fact that Russia was, and remains, an active malign actor in U.S. politics.

This dual reality—Russian interference on one hand, and potential political weaponization of intelligence on the other—is what makes the current controversy so complex. It is entirely possible that both things are true: that Russia did meddle in 2016, and that some within the Obama administration exploited the threat to advance a political narrative.

Lessons from History

If this sounds unprecedented, it is not. Political leaders have often used external threats as tools for internal advantage. Franklin Roosevelt was accused by critics of maneuvering the U.S. into World War II to overcome domestic political challenges. Lyndon Johnson exaggerated the Gulf of Tonkin incident to secure congressional approval for deeper military engagement in Vietnam. More recently, the Bush administration’s selective use of intelligence on Iraq’s supposed WMD program illustrates how the boundaries between national security and political expediency can blur.

What separates those episodes from the present moment is timing and target. In previous cases, intelligence manipulation was aimed outward, justifying wars or foreign interventions. What Gabbard alleges is inward-facing: an effort to sabotage an incoming president. That makes the accusation uniquely corrosive, because it suggests the intelligence community was used not as a shield against foreign threats but as a sword in a domestic political battle.

The Danger of Endless Retaliation

It is tempting for Trump’s allies to seize on Gabbard’s claims as vindication of his long-standing grievances. But even if her allegations are accurate, the appropriate response cannot be to perpetuate a cycle of retribution. America is already trapped in a spiral where each party seeks to criminalize the actions of the other, leaving little room for institutional restraint. If every transition of power becomes a prelude to criminal investigations, the republic risks transforming into a dysfunctional zero-sum state.

This does not mean wrongdoing should go unpunished. If Obama-era officials deliberately suppressed intelligence dissent or bypassed legal procedures, accountability is necessary. But accountability should be pursued with sober deliberation, not partisan vengeance.

What Should Come Next

The real challenge now is not merely determining whether Obama acted improperly, but restoring public trust in institutions that have become dangerously politicized. Gabbard’s revelation underscores a broader crisis: Americans no longer believe that intelligence agencies, law enforcement, or even the media operate as neutral arbiters. Every disclosure, every leak, every report is now filtered through the prism of partisan suspicion.

Rebuilding that trust will require more than declassification and finger-pointing. It will require reforms that insulate intelligence analysis from political influence—perhaps through greater congressional oversight, independent review boards, or stricter transparency rules during election years.

Most importantly, Americans must resist the temptation to view every controversy as a total vindication of their side and a total condemnation of the other. History is rarely so neat.

A Final Reckoning

Tulsi Gabbard’s allegations may never be fully resolved to everyone’s satisfaction. For Trump supporters, they will confirm what they always believed: that the “deep state” plotted to destroy his presidency. For Obama loyalists, they will appear as another cynical attempt to rewrite history.

But for the rest of us, the lesson is more sobering. Democracy is fragile, not because of foreign adversaries but because of what we are willing to do to each other in the pursuit of power. The real scandal is not just whether Obama manipulated intelligence. It is that Americans now assume such a thing is possible—and even likely.

Until that deeper distrust is addressed, the Russia Hoax debate will remain less a closed chapter than a cautionary tale about the price of politicizing the truth.
