The Significance of the Putin-Kim Summit.

On September 13, North Korean leader Chairman Kim Jong-un embarked on his first foreign visit, following the global public health crisis. His arrival was marked by disembarkation from his bullet-proof train at the Vostochny Cosmodrome spaceport, located in the Amur Oblast in the Russian Far East. Kim met Russian leader Vladimir Putin at the launch vehicle assembly building and toured the spaceport facilities before engaging in an hours-long meeting in Kim’s Limousine, transported from Pyongyang. Mr. Putin spoke of the Soviet Union’s wartime support for North Korea and also covered economic cooperation, humanitarian concerns, and regional dynamics. Kim, reciprocally, pledged "full and unconditional support" for Moscow, making an apparent reference to the ongoing conflict in Ukraine. Kim's itinerary across Russia included visits to aviation factories in Komsomolsk-on-Amur, a marine biology laboratory in Vladivostok, and the Russian Pacific Fleet.  No doubt, the summit is seen as a sign of the "strategic importance" of bilateral relationships that have an anti-US, anti-Western alignment, thereby strengthening their alliances. 

The visit came at a time when the backdrop of a diplomatic standstill in North Korea's relations with the US and South Korea, followed an unsuccessful summit between Chairman Kim and President Donald Trump in Hanoi, Vietnam, in February 2019. Consequently, Kim's meeting with Putin was a strategic maneuver to reemerge North Korea on the world stage through successful diplomacy. Moscow and Pyongyang have historical relations, when Stalin supported Kim's grandfather at the start of the Korean War in 1950. North Korea was one of the five countries that opposed the UN resolution in early March 2022, condemning the Russian invasion, and was also one of the first three countries to recognize the independence of the two Russian-occupied states – Donetsk People’s Republic and Luhansk People's Republic in Eastern Ukraine.  

North Korea possibly has tens of millions of artillery shells and rockets based on Soviet designs that could potentially give a considerable boost to the Russian army.  In exchange, Kim seeks badly needed energy, food, and advanced weapon technology, including those related to Intercontinental ballistic missiles, nuclear-capable ballistic missiles, and a military reconnaissance satellite.  This exchange can complicate President Biden's security consideration within the European and Asian theater.

During Kim's visit, he praised "comrade Putin" and depicted Russia's actions in Ukraine as a "sacred fight to protect its sovereignty and security". He also added that the two countries would always be together in the fight against imperialism.  The meeting at the Cosmodrome is symbolic, especially as Pyongyang failed twice recently in its bid to put a military spy satellite into orbit. The weaponry of Soviet vintage, akin to those used in the Ukraine conflict, emerged as the most salient items North Korea can provide to Moscow.  According to a senior research fellow from the Royal United Services Institute in Britain, Russia has exhausted up to 11 million shells in Ukraine last year and is set to fire 7 million more this year. Russia's defense industries have been ramping up shell production this year, but it has not been able to keep up with demand stemming from the war. North Korea is believed to possess a substantial reserve of Soviet-designed artillery shells and rockets, which are used against Ukraine. Kim was also accompanied by Jo Chun Ryong, a ruling party official overseeing munitions policies. 

The most appealing ammunition to Russia is the BM-21 Grad, a 122 mm multiple rocket launcher system that is similar to the ones it uses. Russia is also interested in the Soviet-made 152 mm M- 1955 (D-20) towed gun-howitzers and 122 mm (D-30) howitzers used by North Korea. North Korea is also one of the few countries with ample stocks of Soviet-era tanks similar to those deployed by Russia in Ukraine, such as the T-54 and T-62, and it could supply spare parts.  Former US National Security Advisor, John Bolton told CNN “From North Korea's point of view, this gets them back into really significant contact with Russia for the first time since the collapse of the Soviet Union”.

The economic relations between North Korea and Russia have soared to new heights. Pyongyang will consider a Russian proposal to build a gas pipeline and power line running from North Korea to South Korea. Russia has already started a pilot project using and North Korean cargo terminal to Ship Russian coal to South Korea. Moscow has an ambition to connect its Trans-Siberian railway to the Trans-Korean railway linking Russia and the Korean Peninsula. North Korea has also hinted at an interest in sending construction workers to assist in the reconstruction of Russian-occupied areas. Russia also has an economic interest in North Korea, especially in the fields of energy, transportation, and trade. Moscow hopes to expand its trade with North Korea, which has been severely restricted by the United Nations Security Council sanctions. 

The significance of Kim's visit to Russia lies in its symbolic and strategic value rather than its substantive results. The summit exemplified Kim's diplomatic prowess amidst international pressure and isolation. For Putin, it reinforces his role and influence in regional and global affairs, especially within the context of escalating tensions with the US and its allies over issues, such as Ukraine, Syria, Venezuela, and West Africa. China would be more cautious regarding the development of these alliances. Kim's visit offers China some respite to support Putin and diverts attention from the US's intensified focus on Taiwan.  The cooperation between these parties would complicate the threat assessments for Mr. Biden, spanning homeland, Europe, and Asia.

Kim Jong-un's visit to Russia was a significant event that reflected the intricate and dynamic landscape on the Korean Peninsula and beyond. The summit highlights the potential and limitations of bilateral relations between North Korea and Russia, as well as their implications for regional and global security. The visit conveys a clear message to NATO and the US as efforts to boost the visibility of his partnership with traditional allies by breaking out of isolation and part of a united front against Washington.

জি ২০ সম্মেলন : ভারতের সম্ভাবনা ও চ্যালেঞ্জ

আগামী ৯-১০ সেপ্টেম্বর, বিশ্বের সবচেয়ে প্রভাবশালী রাষ্ট্র প্রধানরা বার্ষিক জি২০ শীর্ষ সম্মেলন উপলক্ষে ভারতে একত্রিত হতে যাচ্ছেন। ভারত ১লা ডিসেম্বর ২০২২ এ এক  বছরের জন্য সভাপতি হিসেবে দায়িত্বভার গ্রহণ করে। ইন্দোনেশিয়ায় পূর্ববর্তী বার্ষিক সম্মেলনে, প্রধানমন্ত্রী নরেন্দ্র মোদি বিশ্ব নেতাদের কাছে প্রতিশ্রুতি  দিয়েছিলেন যে ভারত তার জি২০  সভাপতিত্বে সক্রিয়ভাবে অন্তর্ভুক্তিমূলক, উচ্চাভিলাষী  এবং কর্মমুখী নীতির অনুসরণ করবে। এরই প্রেক্ষিতে, ভারত তার প্রাচীন  সংস্কৃতি নীতিতে নিহিত "বসুধৈব কুটুম্বকম" অর্থাৎ " এক পৃথিবী, এক পরিবার, এক ভবিষ্যৎ"  থিমটি বেছে নিয়েছে। এই থিমটি সামগ্রিক বিকাশ প্রক্রিয়ায় সকল জীবের একাত্মতার এবং আমাদের পৃথিবীকে রক্ষা করার অপরিহার্যতার সাথে সামঞ্জস্য রেখে এর স্থায়িত্ব বৃদ্ধির উপর জোর দেয়। 

জনাব মোদী এই শীর্ষ সম্মেলনকে মহামারী পরবর্তী বিশ্বের জন্য "জনগণের জি২০"  হিসাবে ঘোষণা করেছেন এবং তিনি খাদ্য ও জ্বালানি সংকট, জলবায়ু পরিবর্তন, বহুপাক্ষিক উন্নয়ন ব্যাংক গুলো শক্তিশালী করন, অন্তর্ভুক্তি মূলক অর্থনীতি, ন্যায়সঙ্গত ও টেকসই প্রবৃদ্ধি,  ডিজিটাল পাবলিক অবকাঠামো এবং জলবায়ু অর্থায়নের উপর বিশেষ মনোযোগ দিয়ে অগ্রাধিকার দিয়েছেন।  বৈশ্বিক রাজনীতি এবং গতিশীল অর্থনীতির পরিমণ্ডলে এই শীর্ষ সম্মেলনটি ভারতের জন্য বিশ্বমঞ্চে তার অবস্থান পুনঃমূল্যায়ন করার একটি অনন্য সুযোগ প্রদান করেছে। যার মাধ্যমে ভারত তার প্রভাব, বৈশ্বিক সমস্যা মোকাবেলায় এবং  আন্তর্জাতিক সহযোগিতা বৃদ্ধির উপর মতামত প্রদর্শনের সুযোগ পাবে। যাই হোক, এই সম্মেলন ভারতের জন্য একটি বড় সুযোগ হওয়ার পাশাপাশি এটি অনেক কঠিন চ্যালেঞ্জও  ছোড়ে  দিয়েছে।

১৯৯৯ সালে যখন বিশ্ব অর্থনৈতিক মন্দার কবলে তখনই গঠিত হয়েছিল গ্রুপ অব টুয়েন্টি বা জি২০। প্রাথমিক পর্যায়ে এটি মূলত সদস্য রাষ্ট্রের অর্থমন্ত্রী এবং কেন্দ্রীয় ব্যাংকের গভর্নরদের একটি সভা ছিল। সবার লক্ষ্য ছিল বৈশ্বিক অর্থনীতি ও আর্থিক সংকট সমাধানের জন্য কার্যকরী নীতিমালা প্রণয়ন করা। বর্তমানে এই ফোরামের শীর্ষ সম্মেলনে প্রতিটি সদস্য দেশের রাষ্ট্রপ্রধান, অর্থমন্ত্রী, পররাষ্ট্রমন্ত্রী এবং অন্যান্য উচ্চ পদস্থ আমলারা অংশ নিয়ে থাকেন। মূলত বিশ্বব্যাপী অর্থনৈতিক সংকটের সমাধান খুঁজে পেতে জি-৭ দেশগুলোর অক্ষমতা নিয়ে আন্তর্জাতিক অসন্তোষ থেকে জি২০ গঠিত হয়েছে। জি২০ বিশ্বের প্রধান প্রধান উন্নত এবং উদীয়মান ১৯ টি দেশ ও ইউরোপিয়ান ইউনিয়ন নিয়ে গঠিত। এর পাশাপাশি, ৯ টি অতিথি দেশ এবং ১৪ টি বহুপাক্ষিক সংস্থা  অংশ গ্রহণ করে। এই শক্তিধর গোষ্ঠীটি বিশ্বের জনসংখ্যার ৬৫%, বিশ্ববাণিজ্যের ৭৯%এবং বিশ্ব অর্থনীতির প্রায় ৮৫% প্রতিনিধিত্ব করে।

নিরাপত্তা পরিষদে দুই বছরের মেয়াদ কাল, সাংহাই কো-অপারেশন অর্গানাইজেশনের সভাপতিত্ব, চলমান জি২০ এর সভাপতিত্ব, এমনকি একটি সফল চন্দ্র অবতরণের ফলে ভারতের কূটনীতি এবং ভাবমূর্তি এক নতুন উচ্চতায় পৌঁছেছে। এটা জোর দিয়ে বলা ন্যায় সঙ্গত হবে যে, ভারতের সভাপতিত্বে বছরব্যাপী জি২০ সম্মেলন যেভাবে আড়ম্বরপূর্ণ করে অনুষ্ঠিত হয়েছে তা অতীতে কখনো দেখা যায়নি। এরূপ দর্শনীয় কার্যক্রমের মাধ্যমে ভারত বিশ্বমঞ্চে একটি প্রভাবশালী জাতি ও "গণতন্ত্রের মাতা " উপাধি অর্জন করেছে।


ভারত এমন এক জটিল সন্ধিক্ষণে জি২০ এর সভাপতিত্ব গ্রহণ করেছে যখন বিশ্ব সম্মিলিতভাবে মহামারী বিপর্যয় এবং চলমান রাশিয়া-ইউক্রেন দ্বন্দ্ব থেকে পুনরুদ্ধার এর চেষ্টা করছে। দায়িত্ব গ্রহণের শুরু থেকেই মোদির  প্রতিশ্রুত 'জনগণের জি২০' এর অন্তর্ভুক্তিমূলক কার্যক্রম সুস্পষ্ট ছিল। ভারতের সভাপতিত্বে বছরব্যাপী ১১ টি এনগেজমেন্ট গ্রুপ, শেরপা ট্র্যাকের অধীনে ১২ টি ওয়ার্কিং গ্রুপ ও ৮ টি ফিনান্স গ্রুপের মাধ্যমে মন্ত্রী, আমলা, এবং সুশীল সমাজের সদস্যদের সাথে ২০০ টি বৈঠকের আয়োজন করেছে। পাশাপাশি, এই বৈঠকগুলো কেবল রাজধানীতে সীমাবদ্ধ না রেখে এটি দেশের ৫০ টি শহরে ও ৩২ টি বিভিন্ন কর্মধারার শিক্ষা প্রতিষ্ঠানের  তরুণদেরকেও যুক্ত করেছে। ভারত কৌশলগতভাবে যোগ, আয়ুর্বেদ, বলিউড এবং ক্রিকেট ব্যবহার করে তার ভাবমূর্তি উজ্জ্বল করেছে এবং জি২০ এর প্রতিনিধি ও অতিথিদের কে ভারতের সমৃদ্ধ সাংস্কৃতিক ঐতিহ্য,  বৈচিত্র্য, প্রাণবন্ততা এবং আতিথিয়তায়  মুগ্ধ করে নিজেকে বিশ্ব নেতা হিসাবে প্রতিষ্ঠিত করতে তার 'নরম শক্তি' ব্যবহার করছে।

বহুমুখী চ্যালেঞ্জ মোকাবেলায় ভারতের নেতৃত্ব কে অবশ্যই তার অভ্যন্তরীণ সমস্যার পাশাপাশি বৈশ্বিক চ্যালেঞ্জগুলোও সাবধানতার সাথে পুনঃ বিবেচনা করতে হবে। ভারতের অভ্যন্তরীণভাবে, মণিপুরে অশান্তি এবং হরিয়ানা রাজ্যের নূহ এবং গুরুগ্রাম জেলায় সাম্প্রদায়িক উত্তেজনা প্রশমনে কার্যকরী পদক্ষেপ ও সম্প্রীতি বৃদ্ধি করা অপরিহার্য হয়ে উঠেছে।  উপরন্ত, ভারত গুরুত্বপূর্ণ বিষয়ে অন্যান্য জি২০  সদস্য এবং অংশীদারের স্বার্থ ও দৃষ্টিভঙ্গির ভারসাম্য রক্ষার মতো জটিল কাজের মুখোমুখি।

জি২০ সদস্য রাষ্ট্রের ভিন্ন ভিন্ন উন্নয়নমূলক অবস্থা, শাসন ব্যবস্থা, অর্থনৈতিক ব্যবস্থা, এবং সাংস্কৃতিক মূল্যবোধ নিয়ে জলবায়ু পরিবর্তন, বাণিজ্য, কর ব্যবস্থা, ডিজিটাল অর্থনীতি, স্বাস্থ্য এবং উন্নয়নের মত সঞ্চালনশীল বিষয়গুলিতে ঐক্যমত হওয়া ভারতের সামনে বিশাল চ্যালেঞ্জ। রাশিয়া -ইউক্রেন সংঘাত  আঞ্চলিক ও বৈশ্বিক নিরাপত্তার পাশাপাশি বিশ্ব  অর্থনীতির জন্য মারাত্মক হুমকি হিসাবে  দেখা দিয়েছে। এর প্রেক্ষিতে, রাশিয়া সাথে ভারতের ঐতিহাসিক বন্ধুত্ব আবার মার্কিন যুক্তরাষ্ট্রের সাথে তার কৌশলগত অংশীদারিত্বের কারণে ভারতের অবস্থান বেশ জটিল করে তুলেছে। বিশ্ব নেতারা এই সকল গুরুত্বপূর্ণ বিষয়ে ভারতের দৃষ্টিভঙ্গি দেখার জন্য অধীর আগ্রহে অপেক্ষা করছে।

ভারত অর্থনৈতিক মন্দা, ক্রমবর্ধমান বৈশ্বিক দারিদ্র্য, এবং টেকসই উন্নয়ন লক্ষ্যমাত্রা অর্জনে পিছিয়ে পড়ার আসন্ন প্রতিক্রিয়া স্বীকার করে। খাদ্য, জ্বালানি ও সার সংকট, রাশিয়া-ইউক্রেন দ্বন্দ্ব এবং তদসংশ্লিষ্ট নিষেধাজ্ঞার মূল কারণ গুলিকে মোকাবেলা করে ভারতকে একটি ভারসাম্যপূর্ণ ঘোষণা তৈরি করতে হবে। বহুপাক্ষীক উন্নয়ন ব্যাংকগুলোর ঋণ প্রদান, বৈশ্বিক মূল্যস্ফিতি, জলবায়ু পরিবর্তনে ক্ষুদ্র অর্থনীতি এর নীতিমালা প্রণয়ন করা ভারতের সামনে একটি কঠিন চ্যালেঞ্জ হিসেবে দেখা দিয়েছে। এছাড়াও নয়া দিল্লির নীতিনির্ধারকগণ ভূ- রাজনৈতিক বিভিন্ন ইস্যুতে নিরপেক্ষতার মত কঠিন এবং জটিল পথ বেছে নিয়েছে যা এই দ্বিধাবিভক্ত বিশ্ব নেতাদের সামনে ভারতকে কঠিন চ্যালেঞ্জের মুখে ফেলবে।

ভারতের জি২০ সভাপতিত্ব তার বিশ্ব শক্তি মর্যাদা অর্জনের পথ প্রশস্ত করবে। ভারত জি২০ শীর্ষ সম্মেলনে নিজেদের পদচিহ্ন রেখে যাওয়ার জন্য কিছু ভিন্ন ধর্মী পরিকল্পনা চালু করেছে। যেমন- আসন্ন শীর্ষ সম্মেলনে আফ্রিকান ইউনিয়নের সদস্যপদ প্রাপ্তির জন্য প্রস্তাবনা করেছে।  ভারত তার সমৃদ্ধ প্রাচীন এবং টেকসই পরিবেশবান্ধব ঐতিহ্যগুলোকে বাজার ভিত্তিক প্রচারণার ফলে বিশেষ মর্যাদা লাভ করেছে। সবুজ প্রবৃদ্ধি প্রচারে উন্নয়নশীল দেশগুলোর জন্য জলবায়ু অর্থায়ন, প্রযুক্তি এবং ন্যায় সঙ্গত জ্বালানি সরবরাহ অন্তর্ভুক্ত হয়েছে।  ভারত এই সম্মেলনে গ্লোবাল সাউথের নেতৃত্ব অর্জনে এবং পক্ষে কথা বলার সুবর্ণ  সুযোগ পাবে। এই সমস্ত পদক্ষেপ গুলো ভারত কে একটি প্রভাবশালী জাতি হিসেবে বিশ্ব মঞ্চে  আবির্ভূত হওয়ার সুযোগ করে দিবে।

আন্তর্জাতিক সম্প্রদায় এই জি২০  সম্মেলনে ভারতের সকল পদক্ষেপ ঘনিষ্ঠ ভাবে পর্যবেক্ষণ করবে। এই সম্মেলন ভারতের জন্য  ক্রমবর্ধমান অর্থনৈতিক দেশ হিসাবে আন্তর্জাতিক ইস্যুতে নেতৃত্ব দেওয়ার অপার সম্ভাবনা রয়েছে। কিন্তু সেই সাথে ভারতের আঞ্চলিক বাধ্যবাধকতা অবহেলা করলে এর গ্রহণযোগ্যতা বিপন্ন হতে পারে। আসন্ন জি২০ সম্মেলন দ্রুত পরিবর্তনশীল আন্তর্জাতিক পরিমণ্ডলে ভারতের অবস্থানের জন্য একটি কঠিন পরীক্ষা সরূপ।  ভারতকে নিশ্চিত করতে হবে যে তার সভাপতিত্ব কেবল কার্যকরীই নয় আসন্ন চ্যালেঞ্জ ও সম্ভাবনাকে মোকাবেলা করে যুগান্তরকারীও বটে।

India's G20 Presidency: Opportunities And Challenges.

On September 9-10, the world's most influential heads of the state will meet in India for the annual G20 summit. India assumed the year-long presidency of G20 on 1st December 2022. During last meet in Bali, Prime Minister Narendra Modi pledged to world leaders that India would actively pursue inclusive, ambitious, and action-oriented policies throughout its G20 presidency. India has chosen the theme of "One Earth, One Family, One Future" enshrined in the ancient Sanskrit ethos of "Vasudhaiva Kutumbakam". This theme embodies a holistic approach to growth with sustainability in consideration of all life forms in the development process and aligning with the imperative of protecting our Planet. 

Mr. Modi has declared this summit as the 'People’s G20' for a post pandemic world and prioritized with a special focus on microeconomic implications of food and energy insecurity, climate change, strengthening Multilateral Development Banks(MDBs), financing inclusivity, equitable and sustainable growth, digital public infrastructure, and climate financing. In the dynamic realm of global politics and economics, this Summit offers a unique opportunity for India to redefine its position on the world stage exhibiting its potential, addressing pressing global issues, and foster International cooperation. However, despite being a big opportunity, it has also its formidable challenges.

The group of twenty (G20) was formed in 1999 during the global economic recession and was initially a meeting of the minister of finance and the governor of the central bank to discuss policies for resolving the global economic crises. Now, the summit includes the head of the state, finance minister, foreign minister, and top-level bureaucrats.  The G20 emerged from international discontent over the failure of the G7 countries to find solutions to the global economic crisis. The G20 comprises 19 countries and the EU, including major developed and emerging economics. Additionally, there are 9 guest countries and 14 multilateral organizations as participants of G20. This powerful group accounts for about 65% of the world's population, 79% of global trade and approximately 85% of the world economy.

India's diplomacy and image have soared to new heights with a two-year term on the Security Council, the presidency of the Shanghai Cooperation Organization, the ongoing G20 presidency and even a successful lunar landing. It is fair to assert that no previous G20 chair has yet presided over a spectacular chairmanship as India's year-long extravaganza, positioning India as a global player and even as "The Mother of Democracy". 

India's Presidency has come at a very crucial period when the world collectively is recovering from the atrocities of the pandemic and ongoing Russia-Ukraine conflict. The commitment of the 'People's G20' to inclusion is evident in how the G20 presidency is being executed in India. With eleven engagement groups, twelve working groups under the Sherpa track and eight under the finance track, the presidency is orchestrating 200 meetings of ministers, government officials and civil society members. It is also engaging young minds from various educational institutions across 32 different work streams in 50 cities of the country, instead of limiting all the events to the capital. India has strategically used yoga, Ayurveda, Bollywood, and cricket to promote is image and offered G20 delegates and guests a glimpse of India’s rich cultural heritage, its diversity, vibrancy, and hospitality, harnessing its 'soft power' for branding as a global leader.

India has assumed the presidency when the world is confronting with multifarious challenges. India's leadership has to reconsider its in boundary and trans boundary challenges. Its own internal turmoil, with Manipur burning and communal flare-up in Haryana's Nuh and Gurugram districts grabbing the headlines, require healing and harmony.  Furthermore, It is true that India faces the intricate task of balancing the interests and perspectives of diverse G20 members and partners on key issues. 

The G20 is a diverse and heterogeneous group of countries, with different levels of development, political systems, economic models, and cultural values. This makes it rendering consensus elusive on some contention issues such as climate change, trade, taxation, digital economy, health and development.  The Russia-Ukraine conflict looms as a serious threat to regional and global security, as well as to the global economy. But India has a historical friendship with Russia, as well as strategic partnership with the US and other countries, adds complexity.  The world leaders will be eager to know the India’s views on these pressing matters.

India acknowledged the impending consequences of economic decline, growing global poverty, and the delay in achieving Sustainable Development Goals. India must craft a balance declaration on addressing the root cause of the food, fuel and fertilizer crises, the Russia-Ukraine conflict and related sanctions. The trans boundary challenges of financing through MDBs, global inflation and macroeconomic implications of climate change constitute formidable hurdles in front of India's presidency. Policymakers in New Delhi have chosen to walk on a tightrope to be neutral on various geopolitical matters.

India's G20 presidency will pave the way for achieving its global power status. India has introduced specific schemes to leave its mark on the G20 Summit. It has also inserted the African Union(AU) membership proposal in upcoming summit. India is offering her rich ancient and sustainable traditions in favor of environment-friendly practices over market base consumerism embodied in the concept of LiFE ( Lifestyle for Environment). Promoting green growth entails climate finance, technology, and equitable energy transitions for developing countries. India’s G20 presidency will have a scope to rise the agenda as well as forerunner for the Global South onto the global stage. All these measures provide an opportunity to emerge India as an influential nation on global arena.

The international community will closely monitor India's actions during its G20 presidency. It has the potential to pave the way for rising economics to take the lead on international issues. But neglecting its regional obligations could jeopardize its credibility. The upcoming G20 summit will serve as a litmus test for India's position in a first-shifting International landscape. India needs to  make sure that its G20 presidency is not only effective but also revolutionary by navigating the challenges and opportunities that lie ahead.

Political Instability in Niger: Navigating Geopolitical Dynamics.

Niger, a landlocked nation in West Africa, has extended the 'coup belt' across the African continent after experiencing a coup d'état that ousted the democratically elected president. Now, this 'coup belt' stands as the world's longest corridor of military rule, spanning a swathe of six countries over 3500 miles (5,632.7 km). This coup is marked as the ninth event attempting a power grab in Western and Central Africa since 2020. While the coup in Niger has drawn criticism from both Russia and Western powers, it has also ignited a larger proxy war unfolding in West Africa. Some regional leaders have issued threats of military intervention against the junta, while certain military dictators are already planning to form a 'military alliance' to defend Niger's military regime. This underscores the stark division between nations aligned with Russia and those closely cooperating with the United States and Western allies. Thus, the nation's struggle unveils both internal challenges and external influences that shed light on the intricate geopolitical dynamics at play in the region.

Western nations have historically been the dominant actors in West Africa, offering economic assistance, military aid, diplomatic backing, and cultural influence. Countries like the United States, France, the United Kingdom, Germany, and other European nations have established partnerships with West African countries to promote democracy, human rights, good governance, integration, and peacekeeping. These nations sometimes intervened militarily against groups like Boko Haram, Al-Qaeda in the Islamic Maghreb(AQIM, and Islamic State in West Africa Province (ISWAP). However, in recent years, Western influence has been challenged by the rise of Russia. Russia has adopted a multifaceted approach to engage with West African countries, involving political, economic, military, and cultural dimensions. Politically, Russia has sought to present itself as an alternative to the West, supporting sovereignty and non-interference in domestic affairs. It has also used its veto power at the UNSC for its African allies and has hosted several Summits and Forums with African leaders to enhance its diplomatic presence.  Economically, Russia boosts trade and investment, particularly in energy and mining. Militarily, Russia provides security assistance to some West African nations with advisors, trainers, instructors, and mercenaries. Culturally, Russia expands its soft power by promoting its language, education, media, religion, and sports.

Niger's political upheaval is rooted in internal issues that have been developing over time. Once a French Colony until 1960, Niger has relied on France and the USA for its stability, security and to combat religious extremism. But, the backdrop of Western's failures to combat the spread of jihadist terrorism in the Sahel led to a pro-Russian movement. Despite accusations against Wagner (a Russian mercenary), many Nigerien admire Mr. Putin, who is seen as a strong man opposing the negative values of the Western attitudes towards homosexuality, irreligion, and Islamophobia. The ousted President Mohamed Bazoum was a close ally of Western nations and had been at a crossroads of anti-Western agitation. Ethnicity and legitimacy debates arose in his 2021 election campaign due to his Arab minority origin. He has always been labeled as foreign origin, causing tension with larger ethnic groups composing the military. The presence of foreign military forces and bases stirred discontent among the military and citizens. The failure of regional organizations such as the Economic Community Of Western African States (ECOWAS) and the African Union(AU) to take a firm stance on coups in neighboring countries spread a "contagion effect" to Niger.

Niger is one of the largest countries in the Sahel and has played a vital role in the Pentagon’s regional strategy in the fight against Sahel and Sahara jihadists. At least, 1100 American troops are stationed in the country and the US military has built a drone base in Niamey. The US and its allies are instigating Nigeria and ECOWAS to attack Niger in pursuit of their interest. But, other fellow putschists in Guinea, Burkina Faso, and Mali have warned against the use of force and pledged their solidarity with the junta in Niger. The EU has solely dependent on Niger to stop African migrants from crossing the border into Libya. Meanwhile, Russia strategically strengthens its position by developing military equipment, infrastructures, and anti-West sentiments.  Russian President Vladimir Putin has proposed to liberate African countries from "colonialism and neocolonialism" at the recent Africa summit in St. Petersburg. Not only that, the sight of Russian flags being waved by coup supporters in Niger, Burkina Faso, and Mali also symbolizes its growing influence in a swathe of Africa. The conflict between Russia and Ukraine, where Ukraine is acting as a proxy for the West. Moscow has vowed its all-out support for Niger's military regime. Hence, Niger is potentially becoming a theater for the West-East power display.

Numerous global players vie for stability in Niger and the broader Sahel region. The competition among France, the USA, the EU, Russia, and China for influence and mineral resources adds another dimension to the political landscape in Niger. These powers scramble to secure access to Niger's vast mineral resources, such as uranium, oil, gas, and gold. This interest could exacerbate existing tensions and provide the ruling elite with additional leverage.

The recent development in Niger has exposed the fragility of both ECOWAS and AU for all to see. A division is evident, with the AU granting a 15-day ultimatum to the coup leaders, while ECOWAS allows only 7 days to restore constitutional order in the country. If these regional bodies fail to address the crisis comprehensively or resort to militarized responses only, then the regional stability, security, and humanitarian situation will deteriorate. Niger could experience an influx of internally displaced people or migration to neighboring countries. Jihadist organizations would also bolster their influence in the region.

As this situation unfolds, the international community will closely monitor the developments and their impact on regional stability and security. Managing the escalating tensions and rivalries in West Africa will demand delicate diplomacy and concerted efforts to tackle the root causes of instability. Resolving Niger's political crisis will require addressing not only domestic concerns, but also skillfully navigating the intricate geopolitical dynamics of the region.

Does Suu Kyi's house arrest bear any significant message?

Myanmar's ousted civilian leader, Aung San Suu Kyi, has recently relocated to the capital city of Naypyidaw, where she is now placed under house arrest following a year of solitary confinement. This development by the military junta has surprised both national and international observers. In February 2021, the Tatmadaw seized power in a coup and incarcerated previous ruling leaders, supporters including Ms Suu Kyi.  Subsequently, the military regime sentenced Suu Kyi to a 33-year prison term on various charges. The junta government has consistently extended its tenure by imposing a state of emergency in Myanmar. The recent clemency has extended to Ms. Suu Kyi coincided with the fourth extension of the state of emergency, and this move has exhibited as an act of religious ceremony involving prisoners. Additionally, a spokesperson from the National League for Democracy (NLD) confirmed that the government had exempted Ms. Suu Kyi from five criminal cases. However, these move should not be misconstrued as a prelude to her imminent release; rather, it might be a calculated strategic maneuver by the junta government to retain its hold on power, thereby placating both domestic resistance and the international community.

The military coup in Myanmar has spurred widespread civil protests and ignited armed resistance from ethnic insurgent groups and civil defense forces. The junta's brutal crackdown has led to over 2,600 casualties and the incarceration of as many as 16,600 political detainees. This ongoing armed conflict has plunged millions of citizens into conditions of food insecurity, displacement, and economic recession. The nation's isolation and consequent sanctions imposed by the international community have caused a collapse in the economy, marked by dwindling foreign investments and trade activities. Furthermore, both the United Nations and Western nations have decried the arrest, trial, and sentencing of Suu Kyi, labeling them as politically motivated and farcical. Suu Kyi still embodies Myanmar's democratic ideals while representing a stark challenge to the military junta.

It is reasonable to deduce that the decision to confine Aung San Suu Kyi to house arrest, with limited privileges, is not a gesture of goodwill from the junta government. This is owing to the fact that the current ruling establishment has designated Suu Kyi's former party as a 'terrorist' organization and is employing excessive force to suppress it. Just last week, the UN Security Council passed a resolution urging an end to violence in Myanmar and the release of all political detainees. While China and Russia abstained from the vote, they refrained from exercising their veto power, hinting at a degree of consensus among major powers. In a notable diplomatic development last July, Thai Foreign Minister Don Pramudwinai became the first foreign diplomat to meet Suu Kyi. During this interaction, Suu Kyi expressed her willingness to play a role in resolving Myanmar's internal conflict. According to Radio Free Asia, on May 27 and June 4, Suu Kyi engaged in constructive discussions with high-ranking military officials regarding the nation's armed conflict, public security, and, most importantly, the pursuit of peace. Moreover, a meeting between former Parliament Speaker Khun Myat and China's Special Representative for the Asian Region, Deng Xijun, signified Suu Kyi's influence in crisis resolution. It is evident that the junta government aims to leverage Suu Kyi's influence to quell the ongoing armed struggle.

Various conjectures can be formulated to account for Ms. Suu Kyi's house arrest. One plausible rationale is that it could be construed as a positive gesture from the authorities. The present self-styled government, which faces intense pressure from the international community and domestic pro-democracy movements, might seek to appease concerns by showing flexibility to the democratically elected leader. This action could be interpreted as a conciliatory step, fostering an environment conducive to dialogue and negotiation. However, this conjecture is riddled with uncertainty. An alternate perspective posits that the move could be intended to mollify the international community, particularly Western nations that have enforced sanctions on the military and its leadership. By showing a measure of flexibility, these nations might be deterred from pursuing more drastic measures. Nevertheless, this hypothesis is fraught with skepticism, because the Myanmar army does not bother at all of Western sanctions rather is consistently pursuing of its agendas. 

A third possible motive could be the strategy of isolating Ms. Suu Kyi from her supporters and the general public, effectively curbing her interactions with the outside world. Such a maneuver might aim to undermine Aung San Suu Kyi's stature as a symbol of resistance and optimism for millions of Myanmar citizens. Detaining her under house arrest in Naypyidaw allows for tighter surveillance and control, serving as a means to exert pressure on her. An additional rationale could center on her age and health considerations. There have been rumors of Ms. Suu Kyi's illness during her imprisonment. Converting her confinement to house arrest might facilitate improved medical care, minimizing health-related complications. Nonetheless, this theory remains speculative as the military always remain silent on her health status.

In my opinion, the armed resistance spearheaded by pro-democracy groups and ethnic insurgent factions in Myanmar have escalated since Suu Kyi's arrest, following the military coup. This is especially evident among members of the National Unity Government (NUG), an entity formed by deposed lawmakers and activists. The NUG asserts its legitimacy as Myanmar's government and has taken the lead in opposing the junta. It has established a federal army, collaborating with select ethnic armed groups and civil defense forces to counter the military's might. In this context, the junta's flexible maneuver, transitioning Suu Kyi to house arrest, could potentially alleviate some pressure and enable negotiations with her. Moreover, this change could facilitate the involvement of foreign diplomats or military personnel in mediating various concerns at different intervals. The transfer of Ms. Suu Kyi from incarceration to house arrest undoubtedly constitutes a strategic move by the military.

However, it is crucial to acknowledge that Ms. Suu Kyi's leadership has drawn criticism and controversy in both domestically and internationally for her failure to response on the Rohingya crisis and tacit approval for military's campaign of ethnic cleansing in Rakhine State. The military's brutal crackdown in 2017 forced around 1.1 million Rohingyas to flee to neighboring Bangladesh. Suu Kyi's stance in shielding the military during its trial for genocide at the UN International Court of Justice sparked condemnation from global civil societies and international leaders. Nevertheless, there remains a consensus on the need for a democratic Myanmar.

The Myanmar military junta might have harbored multiple motives for shifting Aung San Suu Kyi from prison to house arrest. However, this maneuver does not alter the reality that Suu Kyi remains confined and faces grave charges that could bring an end to her political career and life. This development also does not change the fact that Myanmar remains entrenched in military rule and faces a severe political and humanitarian crisis. So, this move makes the future of Myanmar and its people uncertain rather than optimistic.

সুচির গৃহবন্দিতে স্থানান্তর কি বার্তা দেয়!

মিয়ানমারের ক্ষমতাচ্যুত বেসামরিক নেত্রী অং সাং সু চি কে এক বছর নির্জন কারাবাসের পর সম্প্রতি তাকে গৃহবন্দী হিসেবে রাজধানী নেইপিডোতে স্থানান্তর করা হয়েছে। সামরিক জান্তা কর্তৃক এই ধরনের পদক্ষেপ জাতীয় এবং আন্তর্জাতিক পর্যবেক্ষকদের বিস্মিত করেছে। ২০২১ সালের ফেব্রুয়ারি মাসে সামরিক বাহিনী এক অভ্যুত্থানের মাধ্যমে ক্ষমতা দখল করে এবং ক্ষমতারচ্যুত সু চিকে বিভিন্ন অভিযোগে ৩৩ বছরের কারাদণ্ড প্রদান করে। মিয়ানমারের জরুরী অবস্থা জারি করে জান্তা সরকার বিভিন্ন সময় তাদের মেয়াদকাল বর্ধিত করেছে। মিসেস সু চির প্রতি এই নমনীয়তা এমন সময় প্রদর্শন করা হলো যখন জরুরি অবস্থার মেয়াদ চতুর্থবারের মতো বৃদ্ধি করা হয়েছে এবং এই স্থানান্তরটিকে ধর্মীয় অনুষ্ঠানের অংশ হিসেবে বন্দীদের প্রতি করুণার একটি কাজ দেখানো হয়েছে। তাছাড়া ন্যাশনাল লীগ ফর ডেমোক্রেসি (এন এল ডি) মুখপাত্রের সূত্র মতে, মিসেস সু চির পাঁচটি ফৌজদারি মামলা থেকে তাকে সরকার কর্তৃক অব্যাহতি দেয়া হয়েছে। তবে এতে কোনভাবেই সিদ্ধান্তে উপনীত হওয়া যাবে না যে, অং সাং সুচি শীঘ্রই মুক্ত হতে চলেছেন বরং এটি জান্তা সরকারের একটি কৌশল গত পদক্ষেপ হতে পারে যা ক্ষমতার উপর তাদের দখল বজায় রেখে দেশীয় প্রতিরোধ ও আন্তর্জাতিক সম্প্রদায়কে সন্তুষ্ট করা।

মিয়ানমারে সামরিক অভ্যুত্থানের পর থেকেই ব্যাপক নাগরিক বিক্ষোভ এর পাশাপাশি জাতিগত বিদ্রোহী গোষ্ঠী ও বেসামরিক প্রতিরক্ষা বাহিনীর সশস্ত্র প্রতিরোধের সূত্রপাত ঘটে। জান্তা সরকারের নৃশংস প্রতিক্রিয়ার ফলে ২৬০০ জনেরও বেশি নিহত এবং ১৬,৬০০ জনের মতো রাজনৈতিক বন্দী হয়েছে। এই সশস্ত্র সংঘাতের ফলে দেশের লক্ষ লক্ষ মানুষ খাদ্য নিরাপত্তাহীনতা, বাস্তুচ্যুতি এবং অর্থনৈতিক মন্দার কবলে পড়েছে। দেশটি আন্তর্জাতিক সম্প্রদায়ের কাছ থেকে বিচ্ছিন্নতা এবং নিষেধাজ্ঞার সম্মুখীন হয়েছে। ফলে বিদেশী বিনিয়োগ ও বাণিজ্য কমে যাওয়ায় অর্থনীতি ভেঙ্গে পড়েছে। এছাড়া জাতিসংঘ এবং পশ্চিমা দেশগুলো সু চির গ্রেপ্তার, বিচার এবং দন্ড প্রদানকে একটি প্রহসন এবং রাজনৈতিক উদ্দেশ্যে প্রণোদিত বলে আখ্যা দিয়েছে। সু চি এখনো মিয়ানমারের গণতন্ত্রের মানস কন্যা এবং সামরিক জান্তার কাছে একটি দুঃস্বপ্নের প্রতীক।

অং সাং সু চিকে সীমিত সুবিধা সংবলিত গৃহবন্দীর সিদ্ধান্ত যে জান্তা সরকারের সদিচ্ছার বহিঃপ্রকাশ নয় তা সহজেই অনুমেয়। কেননা বর্তমান সরকার পূর্ববর্তী ক্ষমতাসীন সু চির দলকে 'সন্ত্রাসী' দল হিসেবে ঘোষণা করেছে এবং অপ্রয়োজনীয় মাত্রারিক্ত বল প্রয়োগ করে দমন পীড়ন চালাচ্ছে। গত সপ্তাহে জাতিসংঘ নিরাপত্তা পরিষদে মিয়ানমারের সহিংসতা বন্ধ এবং সকল রাজনৈতিক বন্দীর মুক্তির আহ্বান জানিয়ে একটি প্রস্তাব জারি করেছে। চীন এবং রাশিয়া ভোট থেকে বিরত ছিল কিন্তু তাদের ভেটো ক্ষমতা ব্যবহার করেনি। এতে প্রধান শক্তি গুলোর মধ্যে কিছুটা ঐক্য মতের ইঙ্গিত দেয়। গত জুলাই মাসে প্রথমবারের মতো একজন বিদেশী রাজনিতীবিদ, থাইল্যান্ডের পররাষ্ট্রমন্ত্রী ডন প্রমোদউইনাই সু চির সাথে দেখা করার সুযোগ পান। সু চি তাকে দেশের মধ্যে সংঘাত নিরসনে ভূমিকা রাখার আশাবাদ ব্যক্ত করেন। রেডিও ফ্রী এশিয়ার সূত্র অনুসারে, বিগত ২৭শে মে এবং ০৪ জুন এ সু চি এবং উচ্চ পর্যায়ের সামরিক ব্যক্তিবর্গের মধ্যে দেশের সশস্ত্র সংঘাত, জনসাধারণের নিরাপত্তা ও সর্বোপরি শান্তি স্হাপনের জন্য ফলপ্রসু আলোচনা হয়েছে। এছাড়াও পার্লামেন্টের সাবেক স্পিকার খোন মিয়াট এবং চীনের এশিয়া অঞ্চল বিষয়ক বিশেষ প্রতিনিধি ডেং শিজুন এর সাক্ষাৎ এই সংকট নিরসনে সু চির প্রভাবকে আরো গুরুত্বপূর্ণ এবং অর্থবহ করে তুলেছে। বর্তমান জান্তা সরকার সু চির এই প্রভাব কে কাজে লাগিয়ে সশস্ত্র সংগ্রামকে নিরসন করতে চায়।

মিসেস সু চি কে গৃহবন্দী করার কিছু সম্ভাব্য কারণ ব্যাখ্যা করা যেতে পারে। প্রথমত, একটি সম্ভাব্য কারণ হলো, এটি কর্তৃপক্ষের কাছ থেকে একটি ইতিবাচক লক্ষণ হতে পারে। বর্তমান এই তথাকথিত সরকার যারা আন্তর্জাতিক সম্প্রদায় এবং মিয়ানমারের অভ্যন্তরে গণতন্ত্রপন্থী আন্দোলন থেকে দেশটির গণতান্ত্রিকভাবে নির্বাচিত নেতাকে মুক্তি দেয়ার জন্য প্রচন্ড চাপের সম্মুখীন হয়েছে।এই পদক্ষেপকে সদিচ্ছার ইঙ্গিত বা উত্তেজনা কমাতে এবং সংলাপ ও আলোচনার পথ প্রশস্ত করার জন্য সহায়ক হিসেবে দেখা যেতে পারে। তবে এই সম্ভাব্য কারণ বেশ সন্দেহজনক। দ্বিতীয় সম্ভাব্য কারণ হিসেবে আমরা এই পদক্ষেপকে আন্তর্জাতিক সম্প্রদায়কে সন্তুষ্ট করার একটি উপায় হিসেবে দেখতে পারি।বিশেষ করে পশ্চিমা দেশগুলো যারা সামরিক বাহিনী এবং তার নেতাদের উপর নিষেধাজ্ঞা জারি করেছে। কাজেই এই নমনীয়তা ঐ সকল দেশগুলোকে আরো কঠোর পদক্ষেপ নিতে কিছুটা দ্বিধায় ফেলবে। তবে এই ব্যাখ্যাও আমার মতে বেশ সন্দেহজনক কেননা মিয়ানমার সেনাবাহিনী পশ্চিমা নিষেধাজ্ঞার কোন তোয়াক্কা না করে তারা নিজেদের এজেন্ডাই বাস্তবায়ন করে চলেছে।

তৃতীয় সম্ভাব্য যে কারণটি হতে পারে তা হল মিসেস সু চিকে তার সমর্থক ও জনসাধারণের কাছ থেকে বিচ্ছিন্ন করার এবং বহি-বিশ্বের সাথে যোগাযোগ করা থেকে বিরত রাখার একটি কৌশল। এই পদক্ষেপের উদ্দেশ্য হতে পারে মিয়ানমারের লক্ষ লক্ষ মানুষের মাঝে প্রতিরোধ এবং আশার প্রতীক হিসেবে অং সাং সুচি'র জনপ্রিয়তাকে দুর্বল করা। রাজধানী শহর নেপিডোতে গৃহবন্দী অবস্থায় কঠোর নজরদারি ও নিয়ন্ত্রণে রাখা সহজতর। এভাবে তাকে মানসিক চাপে রেখে নমনীয় করার কৌশল বা উপায় হতে পারে। চতুর্থ যে সম্ভাব্য কারণ হতে পারে তা হল তার বয়স এবং স্বাস্থ্যগত কারণ। মিসেস সু চি কারাগারে থাকাকালীন অসুস্থ ছিলেন বলে গুজব ছিল। এই পদক্ষেপের ফলে তার আরো উন্নত চিকিৎসা প্রাপ্তি এবং যেকোন স্বাস্থ্যগত জটিলতা এড়াতে সহজ হবে। তবে এই ব্যাখ্যাটিও অনিশ্চিত কেননা সামরিক বাহিনী তার স্বাস্থ্যের অবস্থা সম্পর্কে কোন প্রতিবেদন প্রকাশ করে না।

সেনা অভ্যুত্থানের পর সু চি এবং এনএলডি'র জৈষ্ঠ নেতাদের গ্রেফতারের পরপরই মিয়ানমারে গণতন্ত্রকামী এবং জাতিগত সশস্ত্র গোষ্ঠী দ্বারা সশস্ত্র প্রতিরোধ দিন দিন জোরদার হচ্ছে। বিশেষ করে যারা জাতীয় ঐক্য সরকারের (এনইউজি) অংশ, যা পরবর্তীতে ক্ষমতাচ্যুত আইন প্রণেতা ও কর্মীদের দ্বারা সংগটিত হয়েছিল। এই এনইউজি মায়ানমারের বৈধ সরকার বলে দাবি করে এবং জান্তার বিরুদ্ধে প্রতিরোধের নেতৃত্ব দিয়ে আসছে। এই জাতীয় সরকার কিছু জাতিগত সশস্ত্র গোষ্ঠী এবং বেসামরিক প্রতিরক্ষা বাহিনীর সাথে মিলে সামরিক বাহিনীর বিরুদ্ধে লড়াই করার জন্য একটি ফেডারেল সেনাবাহিনী গঠন করেছে। এমত পরিস্থিতিতে, সামরিক জান্তার এ ধরনের নমনীয় পদক্ষেপ সরকারের উপর কিছুটা চাপ প্রশমনে সহায়ক হবে এবং সু চির সাথে আলোচনার পথ প্রশস্ত করবে। তাছাড়া বিভিন্ন সময়ে বিদেশি কূটনীতিক বা সামরিক ব্যক্তিদের বিভিন্ন ইস্যুতে দরকষাকষি করতে বা মধ্যস্থতাকারী হিসেবে ব্যবহার করতে আরো সহজতর হবে। এতে কোন সন্দেহ নেই যে, মিসেস সু চির কারাগার থেকে গৃহবন্দিতে স্থানান্তর সামরিক বাহিনীর একটি কৌশলগত পদক্ষেপ মাত্র।

যাই হোক, মিসেস সু চির শাসনামলে রোহিঙ্গা সংকট মোকাবেলায় ব্যর্থতা এবং রাখাইন রাজ্যে সশস্ত্র বাহিনীর জাতিগত নির্মূল অভিযানের জন্য দেশে এবং বিদেশে উভয় স্থানেই তিনি বিতর্কিত এবং সমালোচিত হয়েছেন। ২০১৭ সালে মিয়ানমার সামরিক বাহিনী সংখ্যালঘু জাতি গোষ্ঠীর উপর দমন পীড়নের ফলে প্রায় ১১লক্ষ রোহিঙ্গা পার্শ্ববর্তী বাংলাদেশ আশ্রয় নিতে বাধ্য হয়। জাতিসংঘের আন্তর্জাতিক বিচার আদালতে সামরিক বাহিনীর উপর জাতিগত নিধন ও গণহত্যার অভিযোগে বিচার চলমান এবং সু চি ক্ষমতায় থাকাকালী তিনি সামরিক বাহিনীকে রক্ষার জন্য চেষ্টা করেছিলেন। তার এই পদক্ষেপের ফলে আন্তর্জাতিক সুশীলগোষ্ঠী এবং রাষ্ট্র নেতারা তার সমালোচনা করেন। তবে সকলেই গণতান্ত্রিক মিয়ানমার প্রতিষ্ঠায় ঐক্যমত পোষণ করেন।

তবে যাই হোক, এই পদক্ষেপটি এই সত্যকে পরিবর্তন করে না যে, সুচি এখনো বন্দী এবং গুরুতর অভিযোগের সম্মুখীন যা তার রাজনীতি ক্যারিয়ার ও জীবন শেষ করতে পারে। এই পদক্ষেপটি সেই সত্যকেও পরিবর্তন করে না যে, মিয়ানমার এখনো সামরিক শাসনের অধীনে এবং একটি গুরুতর রাজনৈতিক ও মানবিক সংকটের মুখোমুখি। তাই এই পদক্ষেপ মিয়ানমার ও তার জনগণের ভবিষ্যৎ নিয়ে খুব বেশি আশাবাদী না হয়ে বরং অনিশ্চিত করে।

China's Rise to Superpower: Navigating Global Dynamics.

 As the intricate tapestry of global dynamics undergoes a profound reweaving, the ascendancy of China as a Superpower is prompting the United States and other global powers to respond with adaptability and grace. Amidst the interplay of competition and cooperation, global stability and the trajectory of the US-China relationship hang in the balance. China's awe-inspiring economic prowess, diplomatic finesse, ambitious military aspirations, remarkable technological capabilities, and deep-rooted historical wisdom converge to shape its influence on the world stage. To establish a harmonious world order, we must remain vigilant, fostering responsible behavior and nurturing equilibrium in our interdependent world.

Taiwan presents a delicate situation for the United States, given China's threats against its independence. While the US promises to defend Taiwan, it cautiously avoids taking a clear stance to avert direct confrontation with China. Supplying advanced weapons to Taiwan, the US keeps its commitment to military intervention ambiguous. An uncompromising stance and stubborn behavior of the Chinese Communist Party against democratic aspirants in Hong Kong has drawn condemnation from the US and the international community.  China has implemented a national security law, suppressing dissent and eroding the city's autonomy. 

China is flexing its military muscles in the South China Sea, which exhibits an act of power politics. By constructing artificial islands with military fortifications, China challenges neighboring nations' territorial claims and impacts freedom of navigation. The US and other countries stand against China's regional ambitions. Tibet remains a symbol of China's repression and resistance, as dissent is cracked down upon, denying the aspirations of Tibetan independence.

The clash of economic giants, the US and China, has unfolded in a devastating trade war of unprecedented scale, causing economic damage on both sides. Tariffs are used as weapons in this battle over intellectual property theft, market access, and trade imbalances. Negotiations falter, tensions rise, and the world yearns for a resolution to this high-stakes game of economic brinkmanship.

China's meteoric rise to superpower can be a meticulously orchestrated interplay of key factors, including economic reforms, education advancements, infrastructure development, market-oriented policies, foreign investments, and turning skilled workforce, that has propelled China to become the second-largest global economy. Education reforms have nurtured a highly educated population, fueling technological advancements. Massive investments in infrastructure have facilitated domestic economic growth and seamless trade operations.

Formulating an effective response to China's rise poses challenges for the United States, with divided attention and limited cooperation from allies. Striking a balance between competition and cooperation is crucial for global stability, addressing shared challenges and shaping the future of the US-China relationship.

China's economic prowess reshapes the world order, leveraging its historical heritage, innovation, and unwavering government support. Massive investments in infrastructure projects like the Belt and Road Initiative foster connectivity, create economic superhighways, and extend China's global economic engagement. Thriving urban centers have birthed a middle class with substantial purchasing power, driving China's economy and attracting international businesses. The modernization of China's economic system, with increased openness to foreign investors and a shift towards private players, creates a business-friendly environment fostering innovation and attracting international talent.

China's rise in diplomacy reflects its historical legacy and strategic approach to international relations. With a proactive and strategic stance, China actively participates in multilateral initiatives and negotiations, leaving a lasting impact on the global stage. Its involvement in crucial negotiations such as the Paris Agreement and Saudi-Iran talks showcases its commitment to addressing global challenges and leading towards a better future. China plays a vital role in promoting global harmony and addressing shared concerns through international conferences and initiatives. In the Asia-Pacific region, China's diplomatic finesse, leveraging historical territorial disputes, shapes the regional order and leaves an imprint on the evolving Asian landscape.

China's military strategy is complex and ambitious, making it hard to predict its long-term goals. However, rapid investments in advanced weaponry, cyber warfare capabilities, and a focus on the South China Sea signify their determination to secure strategic interests and compete globally with the United States. China's economic power is utilized to shape policies, build relationships, and expand influence. Through infrastructure investments and loans, China forges alliances that serve its long-term objectives and solidifies its position as a major player in global affairs. This multifaceted strategy, combining military modernization and economic prowess, demonstrates China's deliberate efforts to outmaneuver and outsmart the United States. This assertion on the world stage could reshape the global balance of power.  The world must prepare for the impact of China's military might and its ambitious global strategy.

China's technological triumphs are the result of strategic initiatives such as "Made in China 2025" and the cultivation of cyber warfare capabilities. Learning from past mistakes, China has avoided the pitfalls faced by the Soviet Union and controversies surrounding cyberattacks by the United States. Government investments have propelled China to the forefront of cutting-edge technologies like AI, robotics, and 5G. The "Thousand Talents" program attracts top talent, strengthening research and development capabilities. China's alleged involvement in cyber espionage and the strategic use of cyber warfare further demonstrate their application of historical insights to outmaneuver competitors. China is determined to lead the technological powerhouse of the 21st century, and the world must prepare for an era driven by China's historical wisdom and technological triumphs.

Furthermore, China's epic journey to becoming a superpower has been influenced by the wisdom of influential Chinese thinkers such as Sun Tzu, Deng Xiaoping, and Mao Zedong. Sun Tzu's principles of deception, surprise, and speed have shaped China's military strategies, including cyberattacks and disinformation campaigns. Deng Xiaoping's economic reforms, blending market-based economics with state control, transformed China into a global economic superpower. Mao Zedong advocated fiercely for Chinese nationalism, culture, and values, fostering a strong national identity and unity among the Chinese people.

As China continues its ascent, concerns and challenges emerge. The expansion of China's military capabilities raises eyebrows and sparks worries of potential conflicts. Additionally, concerns about China's human rights record add complexity to its global influence. China must navigate this complex landscape responsibly, maintaining its role as a responsible stakeholder in the international system.
